The tendency of an atom to have eight electrons in their valence shell is called octet rule.

When an element possesses more than eight valence electrons around the central atom, such type of octets are called expanded octet. Thus, these elements are the exception to octet rule.

Step 2

Elements in the first and second period of the periodic table use only s and p orbital for bonding so they cannot accommodate more than eight electrons in the valence shell. The elements in the first and second row of the periodic table never have expanded octet. In the molecule CH4, C is the central atom and belongs to the second row of the periodic table and can accommodate 8 electrons in the valence shell as four hydrogen are bonded to carbon atom and form single bond shown in figure (a)

Element in third period or beyond the third period of the period table, in addition to s and p orbital, d orbital are also used for bonding. Due to the availability of an additional orbital for bonding, the elements in and beyond the third row of the periodic table can expand their octet.
