To be better prepared for active shooter situations it is important to understand the history and make up of an active shooter, and what to do in the event of an active shooter situation. Active shooter situations are becoming more and more frequent, due to the fact that they are rising in occurrences, it is essential to know how you can better prepare yourself for such an event. An active shooter is defined as, “an individual actively engaged in killing or attempting to kill people in a confined and populated area; in most cases, active shooters use firearms(s) and there is no pattern or method to their selection of victims”. (U.S. Department of Homeland Security, 2008) Most often active shooters events will end quickly, “active shooters will continue to move throughout building or area until stopped by law enforcement, suicide, or other intervention. (Deputy Les Wiemers, n.d.) Active shooter events have been occurring for a very long time throughout our history. One case of domestic terrorism and school involved shooting happened on April 20, 1999. Columbine high School, located in Littleton, Colorado, two gunmen killed 13 people and wounded 21 others. Law enforcement agencies responded knowing they had to set up a perimeter and wait for S.W.A.T to respond due to the need of special tactics. This shooting was the worst in United States history, and it left families speechless and people in disarray. Two teens committed the treacherous actions of that day. The speculations were that they did this because of bullying, goth culture, or music or video games; these though were all just theories and were never proven(history). After this event, schools, venues, and events have endured grand security increases in the danger of shooters or other violence. Throughout my school days, I have wondered why we do the silly lock down drills at school, but in reality, lives could be saved in the event of an actual attack on my school. I realized this my eight grade year at Guntown Middle School. There was an unidentified man on campus, a code red lock down would amerce. I still remember sitting under my desk, shaking, and almost to tears. I did not want to be remembered as just another statistic if it was a shooter. But it had been our lucky day, the man who had stirred up all the commotion was just looking for the school’s office. Those fears I experienced however, would stay with me. The reality of the situation is that there are many numbers of reasons that a school shooting may happen. There have been 142 school shootings in the United States since 2013, as indicated by a record made by Everytown for Gun Safety and Moms Demand Action for Gun Sense in America. There are many reasons we need to use for the reasons for school shootings however the most prevalent one is harassing.
The intention of this paper is to look at and present some issues and strategies that members of a school community think about when trying to create safer schools. Particularly when addressing an active shooter in a school setting. A major issue to consider when trying to keep all schools safe, is the simple fact that no two schools are the same. Active shooter incident occurrence have risen at an alarming level. In the eight years following the 1999 incident in Columbine, an average of five active shooter incidents happened annually. By 2014 that number had increased threefold (Fabbri, 2014). Law enforcement and rescue personnel should prepare to respond effectively should this scenario occur within their jurisdiction.
Thirteen people were killed at Columbine High School in 1999, thirty-three died during the Virginia Tech shooting in 2007, and twenty-seven people, twenty of whom were children no older than seven, were killed at Sandy Hook Elementary School in 2012 (Kirk). These name only a few of the larger and most well-known school shooting incidences. In total, 297 people have lost their lives due to school-based shootings since 1980 (Kirk). Although this number may be small in comparison to death by guns overall, these instances are completely unwarranted and it is likely that they could have been avoided or at the very least reduced. Four Lenape American Indians entered a schoolhouse near present-day Greencastle, Pennsylvania. The schoolmaster, Enoch Brown, was shot and killed along with several other children in which only two survived. There have been hundreds of shootings since, and more specifically there have been at least 156 school shootings in America since 2013. School shootings are not a thing of the past, and they will probably still continue into the future. To prevent mass shootings in the future schools must have new safety measures in place, and certain steps such as gun control and easy access to mental help can ensure the safely of citizens here at home.

The first, being the 2007 Virginia Tech shooting in Blacksburg, VA on April 16, 2007. This cowardly and savage attack was carried out by Cho Seung-Hui. This attack left 33 people dead and became the deadliest shooting rampage in a campus setting in history. This became more horrifying than Columbine, in my opinion. The reason I say that is because I was a Junior in High School when the Virginia Tech shooting happened and I was taking standardized testing that entire week. The next day, as what happens so frequently after a high profile national news story, we had a copy cat who threatened to do the same thing to our high school. I had never experienced so much high level security at my high school prior to that week. It was clear everyone was on edge, from the students, to the faculty, and from the police and SWAT that were on site at our high school. Fortunately nothing happened, but I remember being very uneasy that week. Ever since that week from hell, I have wondered what it would have been like if we, as students and faculty would have been allowed to carry a firearm to protect ourselves during that uneasy time. As I look back on that time I realize with everyone being on edge, had we all been allowed to carry for protection, maybe the nerves and edginess would have been slightly less and more subdued. School shootings are terrifying to think about, but there are ways to help prevent the massacres from ever happening again. The first known school shooting was at the Texas Tower at the University of Texas in 1966 where Charles Whitman shot and killed 16 people while injuring 31 others. Who would have known since that date that we would have more then 200 deaths on school campuses? The most storied shooting in the 90’s was probably the Columbine massacre where on April 20, 1999 Dylan Klebold and Eric Harris killed 32 students and faculty before turning the guns on themselves. Between 2000 and 2013, more than a thousand people in the United States were killed or wounded from an active shooter situation. When the San Bernadino shooting happened last year, the shooter killed seven people in one minute. It took the police about four minutes to arrive on scene. Local retired state Police officer Tom Huffman says it's the surrounding public who are the real first responders, which is why it's our job to know how to respond to an active shooter situation.

Should this crew have recognized the signs of an active shooter? Is walking into a hospital with an active shooter even a real concern? From 2000-2012, there were 154 hospital related shootings in the United States with 235 injuries or deaths. That’s more than 1 shooting a month. As QIC I will implement parts of the “Active Shooter Preparedness” from United States Homeland Security. Knowing exactly what Emergency Action Plans our hospitals have in place will help us know how to recognize and react to possible active shooter situations. Scene safety is constant with EMS.
School shootings have altered American history greatly over the past two decades. From 1997 to 2007, there have been more than 40 school shootings, resulting in over 70 deaths and many more injuries. School shoot-outs have been increasing in number dramatically in the past 20 years. There are no boundaries as to how old the child would be, or how many people they may kill or injure. At Mount Morris Township, Michigan, on February 29th, 2000, there was a 6 year old boy who shot and killed another 6 year old girl at the Buell Elementary School with a .32 caliber pistol. And although many shootings have occurred at High Schools or Middle Schools, having more guns on those campuses would not be a good environment for children to grow up in.
On October 1, 2017 America was, yet again, devastated when Las Vegas suffered the United States worst mass shooting. One man killed over 50 people and injured 527. After he was finished firing from the 39th floor of the Mandalay Bay Resort, he committed suicide. His name was Stephan Paddock (Yan and Park).
