Officer arrived at her residence and she related Marshall BURPA was touching her 9 year old daughter.
On 06/18/2016, at approximately 2017 hours, your affiant was dispatched to 200 Pioneer Road for a sexual assault. Your affiant and Officer Moyer arrived on scene and spoke to Michelle NAJDA who stated she called 911 and is the mother of the victim who is a 9 year old female.
The victim was identified as Michele Elizabeth HARRIS DOB: 01/18/2007
I requested NAJDA to speak to her daughter outside alone and she said that was fine. HARRIS came outside where I asked her if she knew the difference between the truth and a lie and she said she did. I gave example questions of a truth and a lie and HARRIS was answered the correclty. HARRIS related that she knew she could not lie and needed to be truthful when she tells me what happened.
HARRIS related that BURPO touched her buttocks on two occassions during the morning once was in the dinning room and the other time was in the living room. The first time was while walking from the living room toward the kitchen and he squeezed her buttocks. The second time was while she was sitting on the floor in the living room. BURPO came in and sat next to her and placed his hand on her buttocks and begun rubbing it.
She was asked if he said anything to her while he touched her and she said he didn 't. I asked if she ever asked him to stop. She said she didn 't say anything

“One in five women are sexually assaulted while in college” (Not Alone, 2014). In our class of twenty women that means that possibly five women have been sexually assaulted. Out of the five women that I stated could have been sexually assaulted they may have known the perpetrator and often will not report what has happened. According to the spring count of students completed by West Chester University, 9,211 of those students were females (“Headcount Enrollment”, 2014). If I go by the statistic mentioned earlier that one in five women is assaulted that would mean that 1,842 women have been sexually assaulted while enrolled at West Chester University of Pennsylvania. Out of 1,842 possible assaults only four were reported last year. Two of which the victims knew prior to the assault. Rankin and Associates consulting conducted a Climate Assessment on West Chester University in September of 2010, a section of the results focused on sexual assault on students. According to the report seven people who reported a sexual assault to the university described their reactions to the universities response. Two students shared the way they felt the response was inappropriate or poor. One described that they felt the suspension for one semester was not an appropriate response to an admitted rape, that public safety lost the victims statement, judicial affairs painted the victim offender as innocent, and that the registrar protected the offender putting the victim in harm’s way and everyone
Start blaming the system, not the victim. Sexual assault is a crime that is very common, yet the punishment perpetrators receive is not as harsh as it needs to be to reduce the occurrence of these crimes. Laws concerning sexual crimes have been edited over decades to be stricter however, sex offenders typically receive little or no punishment. Sexual Assault is defined as any type of sexual contact or behavior that occurs without the explicit consent of the recipient (“Sexual Assault”). Victims of sexual assault are often blamed as the reason for the crime being committed while the blame is taken away from the offender. Harsher punishment must be enacted on sex offenders because the victims suffer conflict from the crime throughout their

On Wednesday, March 22, 2017, I was dispatched to 3 Brightleaf Lane on a report of Obscene material call. Upon arrival, I was met by Mrs. Nasheena Quick Davis. Mrs. Davis advised me on May 17, 2016, her cousin Rossia Harris and her girlfriend Denaisha DeGraffenreid stole a video and several photos from her cell phone. They sent the video and photos to Rossia’s phone and she, in turn, sent them to her estranged husband. There was a sexually explicit video sent to her husband. He attempted to show the video to others. She went to the magistrate’s office, however, she didn't have an address for her cousin and her girlfriend so she couldn’t obtain a warrant. Her husband, Albert Davis, Jr was a deputy sheriff at the time. She said he told internal
Reporter (Charlesetta) stated the following: He has been talking about the abuse and has been going back and forth since October 20th/ He said he was sexually assaulted by a 12 year old girl (unknown). Ms. Katina allowed the girl to come over. No one was responsible for their care. Ms. Katina was not there.
The reporter said Justin assaulted Teagan as well; she was having bladder problems, and her mother (Michelle) didn’t take her to the doctor, but she looked at her and said “it looked like pink cauliflower coming out of her vagina and she had been bleeding”. In the report, it stated that Chad found out he attempted to do the same thing to Leslie (8 years old) when she was 2 years old. The reporter said the family resided in Alabama, and Justin’s mother walked into the room and found Justin trying to put his penis in Leslie’s vagina. Heather indicated that she didn’t call the police because she didn’t want him to be charged with a crime. Heather told Justin if he did it again, she would report him to the police, and he would be taken to the Juvenile Detention Center. The reporter was concerned because Justin is now living at the same address as Leslie. The reporter said Heather gave temporary guardianship of Leslie to Supreina Holcomb (July 2012), but the she removed guardianship when she placed the child in the Mobile School District (Gilliard Elementary/March 22, 2013). The reporter has never seen the

I Deputy Singleton also interviewed the children at this residence who stated to Deputy Singleton that this incident
College is a place for trying out, experiencing and learning new things and being sexually assaulted should not be one of them. Sexual assault in college campuses over the past decade has increased by over 50% as stated by Laura Stampler in her article “Report Sees Surge in Sex Crimes on College Campuses”: “The number of sex crimes reported on U.S. college campuses soared by 50% over the course of a decade, according to a new government report Tuesday, even as total campus crime decreased” (Laura Stampler). A national survey made by and released in April of 2014 by the White House Task Force to Protect Students from Sexual Assault states that at least one in five college students, including men and women, experience some form of sexual assault during their time in college. In another article published on bestcolleges.com, the author states that over 95% of college campus rapes go unreported, which implies that there might be more than one in five students that gets sexually assaulted by the end of their college career. Not only that but the article on bestcolleges.com also states that women are most likely to be sexually
Sexual assault has been a huge issue for many years on college campuses and universities nation wide. As society has evolved, thoughts on sexual assault have also evolved, becoming more focused on the details of victim treatment than ever before. The topic of sexual assault is debatable and sparks many opinions on weather sexual assault on college campuses is becoming more frequent, or if there is just heightened awareness. Sexual assault can happen to anybody no matter the gender, race, religion, or age. Recently there have been many studies conducted on sexual violence on college campuses and universities producing ample amounts of statistics. One may argue that sexual assault rates are the same, but there are simply more studies and attention on sexual assault in the past 20 years. Gender roles have played a huge part in sexual assault on college campuses. Women and men have different expectations when it comes to roles in the relationship, men are often expected to make the first move. One may ask what causes a perpetrator to sexually harass somebody and think it is acceptable. There are various reasons as to why perpetrators do what they do, and may vary from person to person. Although sexual violence is a large problem for many colleges and universities, there is a surprising shortage of federal laws/rules and regulations regarding sexual assault. Colleges are able to develop their own personal policies and procedures for how they will prevent and deal with sexual

As reported by, feminist criminologists, their perspective of rape and sexual assault differ between liberal and radical feminists. Liberal feminists’ viewpoint in regards of rape as a gender-neutral assault on a persons’ autonomy and mainly focusing on the harm that rape can do to an individual. In contrast, radical feminists describe rape as a subject to be recognised and understood as a major pillar of patriarchy; a social system in which men claim the positions of dominance and control of the central norms and values that are linked with masculinity (Johnson, 2005: p. 4-15). The radical feminists believe that rape is a patriarchal structure within male power, thus displaying the harms that rape can do to an individual and as a group of women. Furthermore, the radical feminists approach view rape as male have the control and authority over the use of women’s bodies, which involves the sexual and reproductive. Hence, this is the core element of patriarchy, Radical feminist believe that rape is one of many forms that connects men’s sexual exploitation and violence, as well as, reinforcing women’s oppression (Whisnant, 2013).
I completely agree with the points you raised. You are right that many victims fear that no one would believe them and if even they do believe, it is the victim in the end who would be blamed by the society. I think that this is most common for women because when a woman is sexually assaulted the society instead of supporting her starts to blame her and question her dress code etc. You are absolutely right that lack of confidence in criminal justice department is also a big factor why many people do not report sexual assault cases. I think that the victim is also afraid of further damage from the assaulter and they feel like the police or other security department cannot provide them enough protection.
