On Wednesday February 22, 2017 at about 1140 hours while present at Group #31 Office, Det. Greenwood and I interviewed Mr. Kevin Uter in regards to this complaint of missing property that occurred on 10/14/2016. During the interview Mr. Uter stated the following;
Mr. Uter stated that he got arrested last October on Schaeffer St, while sitting inside his vehicle with a female that he met online from a website name tagged.com. Mr. Uter was unable to provide us with any information about the female that he was with. He continued to say that a few hours before he got arrested he did smoke marijuana inside the vehicle and the vehicle did smell like weed but while he was with the unknown female they were both smoking cigarette and not marijuana . While sitting on Schaeffer St. he observed about 4 vehicles passed him by and reverse. They claimed that

Uter stated that while at the arresting location, he observed an officer entered his vehicle and drove it to the police station. He was unable to recall who precisely drove the vehicle but he is certain that a police officer did drive off with his vehicle. He stated that upon arriving at the police station, his vehicle was parked at the precinct.
Mr. Uter stated that the unknown female was never left inside the vehicle by herself. The officer asked her for her name and some other information and they let her go.
Mr. Uter was asked if he had any money on his person and he replied, “No”. He further stated that none of officers counted any of his money in front of the Desk Officer but they simply fill out a piece of paper in front of the desk and they took him to the cell area. The only time he interacted with an officer was when he was asked to sign a piece of paper.
Mr. Uter stated that he is reporting this now because his case is at the Grand Jury and he had to hire his own lawyer to represent him. He stated that the legal aid lawyer did not provide him with all the necessary information in regards to his
PO Almeida stated that Sgt. Grimm was present on the scene as well as other UMOS but he doesnt remember who they were specifically. PO Almeida arrested two male and he continue to informed me that he arrested one and the other male was detained and his arrest was subsequently voided. While on the scene of arrest, he conducted a searched of Mr. Carlton Smith but he doesnt recalled the property he recovered on his person and the umos who trransported him to the 83 precinct. As for Mr. Joshua Riley he doesnt recalled who searched and/or transported him to the Precinct. PO Almeida stated that a vehicle belonging to the perpertrator was also taken into custody and it was transported by an Unknown UMOS to the 83 precinct. After Officer Shelite arrived, Officer Tabor attempted to gather the VIN number off the front of the windshield and was unsuccessful due the fact that someone had covered the first half of the VIN number with what appeared to be cloth. Officer Shelite opened the driver's side door and Officer Tabor was able to retrieve the Vin from inside the open door. They both drew their department issued pistols and approached the vehicle. As they approached, he gave loud and clear verbal commands, advising the driver to keep his hands up where we could see them. Then advising the driver to reach his hands outside the partially open window and open the driver’s side door from the outside. The driver was verbally arguing with my commands but was physically complying. He told the driver to slowly exit the vehicle keeping his hands raised in the air. The driver reached his hands towards his lap and he loudly and clearly told him to get his hands back up. The driver stated, "My phone is in my lap, I was only reaching for my phone!" He told the driver that he could not see what he was reaching for and told him again to keep his hands up. The driver followed his commands and exited the vehicle. The driver was then handcuffed without incident and advised he was not under arrest and was only being detained reference a robbery investigation. The driver was cursing and arguing about why we were stopping him. The driver was again informed he was not under arrest and explained the reason for the stop. PO Dickerson continued trying to calm the driver while he conducted a frisk for weapons. Shortly after conducting the stop they advised dispatch to clear the station. Once the station was clear further 10-68 information came out reference the robbery. The further information stated there was a car seat in the backseat of the suspect vehicle. As well as provided the name of the suspect. Officer Wallace looked in the back of the Impala and did not see a car seat. He then was able to determine the name of the driver and confirmed it did not match the name of the suspect provided by dispatch. The driver was taken out of cuffs and advised again of the reason for the felony stop. The
This information was confirmed in the Drivers and Vehicle Identification Database, (D.A.V.I.D.), and identified her as, Carly Scott. Scott advised she didn’t know what was going on and had nothing to do with Jared or the other two unidentified subjects. Scott advised the vehicle was her fathers and that he was not in town at the moment.
On 05-13-16 at approximately 1041 hours, I was dispatched to 285 E. Colorado Boulevard regarding a stolen check that was cashed by an unknown suspect. Upon my arrival, I contacted the Office Manager, Witness Toni Rager, who told me the following information in summary:
Riley said he was not the owner of the car, and he could not produce any registration or insurance paperwork on the vehicle. Riley claimed the vehicle belonged to his sister, who was not present, but he was using the car to get food from "In and Out." The vehicle came back registered to a car sales company. A female, claiming to be Riley's sister, later showed up on scene, but left abruptly when I asked her about possible contraband found in the vehicle.
Upon approaching the vehicle, I spoke to the driver, Shane Patrick Andrews. Shane stated that he did not have an explanation for swerving several times over the line. I then spoke to the front right passenger who was identified as Anthony Treece. Dispatch then notified me that Treece had an outstanding warrant with the Gautier Police Department. The back right passenger was identified as Heather Miller. Dispatch
This officer was working a special assignment and observed Geoffrey Fullilove walk out of his residence at 1206 N Arbogast. This officer had prior knowledge Geoffrey had an active warrant for his arrest. This officer turned around and contacted Geoffrey in his front yard. This officer placed Geoffrey under arrest without incident. This officer transported Geoffrey to Ridge Rd and Cleveland and turned him over to Ofc. Jimenez of Hobart PD for warrant service. This officer cleared without incident.
I responded to the above location in response to an entering auto. Upon my arrival Miss Kayley Bannister advised that between the hours of 2 p.m. and 07:30 AM that an unknown individual entered her vehicle and stole her wallet that was inside the center console. A CD book containing over 50 CDs. Was also found to be missing.
On 8/27/16 at approximately 9:30 am, I, Officer Hunter was dispatched to 1901 Martin Bluff Rd in reference to an auto burglary. Upon arrival I spoke with Stephanie Cunningham and Jeremiah Coleman who reside in apartment 6B. Coleman and Cunningham both stated that their vehicles were broken into between the hours of 9:00 am on 8/26/16 and 10:00 am on 8/27/16. Cunningham and Coleman both said that their vehicles were locked at the time of the incident.
This officer responded to the location of the parking lot of Von's and upon arrival observed two male subjects facing each other as if they wanted to fight. This officer exited the police vehicle and upon doing so subject Wolson turned and ran eastbound through the alley. At this time this officer responded to subject Hamm who was standing at the location and this officer yelled at the subject Wolson to freeze and to return to this officer.
Deputy Aker’s ran the driver’s license number and identification of the woman and the man who were selling the trailer. He came to the car and stated that he knew that the male suspect was lying to him
On 02/09/2016 at approximately 2130 hours I was assisting Officer Reed with a theft investigation (2016-0573). During the course of this investigation it was determined that Mercedes Jaco was the suspect in the aforementioned case. Jaco was placed under arrest for the theft and warrants. While speaking to Jaco it was determined she had information pertaining to an abandoned vehicle nearby. The vehicle was parked in front of the residence at 2522 Sherry Ln. The vehicle was a white 1992 Toyota Camry bearing Mo License (WG2L9D). The vehicle had a busted windshield, the steering column was busted, and the interior door frame of the driver's side door was missing.
While on patrol, I observed a gray Ford Taurus traveling southbound on US Hwy 87 without a tag. I performed a traffic stop on the vehicle with the final being at US Hwy 87 and Spradley Drive. I identified the driver as Billy Vance. Dispatch advised that Vance was suspended and had warrants with our agency. Vance was placed under arrest and transported to the Troy City Jail. Vance's vehicle was inventoried and towed by Peewees.
Deputy Aker’s spoke to the homeowner then came back to the car and explained that he was certain that the suspect was looking for empty houses to Rob. Most people don't question someone's going to her house during the day; it could be a family member, lawn maintenance as opposed to the nighttime. He called central command and requested extra patrols in the neighborhood. He also ran the suspects ID and now it’s in the system. If the police department gets a report of any home invasions or thefts he’s a likely suspect.
