For this assignment, I wanted to look at Police Departments from various parts of the country to see if there was much differences in their various core values and/or mission statements. So, I picked the Asheville Police Department in North Carolina, the Santa Fe Police Department in New Mexico, and the Hartford Police Department in Connecticut. The guiding principles statement of the Asheville Police Department really caught my eye. It states, “The Asheville Police Department will achieve its mission by committing to excellence through:

Cronkhite’s (2013, p. 298) principles of public service ethics, which includes “public service, objective judgement, accountability, democratic leadership, and responsibility,” are well covered in this statement. This statement was well researched and any agency looking to develop one or wanting change should contact them. Next I looked at the value statement of the Santa Fe Police department which states, “The following key values will assist the Department in achieving its mission: customer service, trust and cooperation, community participation through sharing and understanding, respect for individuals’ rights, honor and integrity, personal responsibility, and planning and problem solving” (Santa Fe Police, 2015, par. 1). This statement covers many areas but not was as well prepared as Asheville’s. No descriptions in the bullet points makes it seem it is not for everyone without prejudice and/or bias. Almost nothing or very little has changed since these principals were first implemented in England's "Scotland Yard". Many of these principals are behind today's investigating and policing practices.
Those thought to be ethical or moral are described in terms of their values in regards to honesty, integrity and good character. Our ethical conduct originates from our values which are greatly influenced by our morals; they provide guidance and are our standard for the ways in which we carry out and view right and wrong decisions. For these reasons, personal ethics are said to be our foundation and, as such, often influence how we administer ethical codes of conduct in our personal lives, and the ways in which we carry out our organizational duties. The normative foundations of public service ethics are those standards used to justify and defend one’s conduct, i.e. reasoning about obligations, consequences and ultimate ends in specific situations. In addition to personal codes of conduct, leadership in the public sector requires the ability to apply ethical reasoning based on formal controls and technical standards.
CPD even has a statement of their core values and a pledge against racial profiling listed on their website. Together, these statements form the CPD’s ethical guidelines. Yet, a simple Google search of CPD will yield result after result of lawsuits and scandals that plague this organization. CPD claims through various avenues that they teach and practice ethical values. However, on a consistent basis, the public sees otherwise. My first interviewee officers jack Davidson, patrolman from Somers point police department. When interviewing Patrolman Davidson, I found the following to be his impressions of the police force in general. Officer Davidson spoke of why ethics and character are important in the field of law enforcement. His response was that ethics and character go hand in hand. In law enforcement it seems that there are so many reasons to do the right thing. The reasons began with public opinion and also should include their influence on the youth who will be growing up to be citizens of the city, state, or country. Community relation issues across the nation have been increasing and causing many conflicts between law enforcement and communities. There has been so much disorder between communities and law enforcements not agreeing on how situation have been handled. Both the community and law enforcements having different perspectives on making decisions without ever looking at the others side and acknowledging each other’s reasoning behind their actions. Racism, responsibility and morals are some of many terms that are yet to be sorted out within all these communities that have on going conflicts. The relationships between a community and its law enforcement is important, although it is the police job to enforce, it is also the communities job to enforce all day and everyday (Russell).

Police brutality in the U.S. has been a phenomenon that has caught international attention in the last few years. As defined in thelawdictionary.org, police brutality is “the use of excessive and/or unnecessary force by police when dealing with civilians.” In many cases, civilians that were law-abiding and even unarmed were victims of police using unjustifiable force upon them. While independent organizations and activists have tried to eradicate this unacceptable behavior and phenomenon through protests and demonstrations, their efforts have not been enough. If law enforcement agencies, such as local police departments, educate their employees on the right and wrong ways to behave on the streets with civilians, the root cause of the problem will be addressed.
This excerpt from the College of Literature, Science, and the Arts’ (LSA) mission statement, “…provides students with adaptive skills to solve problems,” supports my objective of hopefully using mathematics as a nexus to solve some of the country’s inexcusable societal shortcomings. And as an aspiring pure mathematics major, this excerpt from the Department of Mathematics’ mission statement, “…to further the field of mathematics and bring its power to bear in the solution of problems for the good of mankind,” completely aligns with my passionate commitment to my objective. Feeling supported and having the same operational intents of the College and Department to which I hope to transfer and study lays the foundation for my attraction to LSA.
With the examples that are presented, each of them describes how the police are working for and with the community that they serve. With the formation of the values statement by the strategic planning commission in Spokane, it reflects the same ideals as the mission statements from the examples. Many police departments also include a values statement as the Spokane Police Department created. Mission statements even include the use of community based policing as its basis. Even going one step further with an example of a mission statement, I add to the examples of the mission statement from the Nashville Metropolitan Police Department (MNPD). Thesis: The Department of Homeland Security operates with a Code of Conduct for all Federal Protective Service employees. DHS must maintain the mission of safety and security of the nation and its citizens, while balancing their civil and privacy rights. Federal property has access control for the public during normal operating hours and secured access for after hours. Signs are posted on federal property stating rules and regulations for the public to adhere to; failure to comply can result in civil and criminal penalties by both the state and the federal government. A single offense can incur state misdemeanor charges, followed by federal misdemeanor charges. A code of ethics can define an organization and its reputation.
Another one of my values is safety. Police, fire, and other emergency services should be readably available at all times. Any members acting out towards citizens should be punished through termination, fines, and possible jail time based on offense. With all the police brutality scandals in the news, I find this to be extremely important. All emergency personal should be required to have a chest and dash camera on at all times. Film should be reviewed on a weekly basis in a meeting with the emergency responder. Throughout our country many officers are being called in to question. Often these accounts revolve around a white police officer assaulting and even killing African Americans. More recently, it has even included white supremacists
When looking at the use of ethical standards and core values statements set by the leadership of criminal justice department across the United States allows them to ensure that all members of the department not only understand what is expected of them but also to perform their job duties to meet the ethical standards (Cronkhite, 2013). In these departments across the nation, the administrators have looked at a larger area of ethical concern that has faced law enforcement not only in the past but also concern criminal justice today. The ethical questions range from local, state, and federal criminal justice departments that require them to ensure that they ethical standards or core values statements are developed to address the goals of their department to ensure their departments operate in an ethical manner. One of the federal criminal justice department is The United States Attorney’s Office Western District of Tennessee website shows us that the department has a core value statement (United States Attorney’s Office, 2015).

The current Mission Statement of the Jackson Police Department is to improve the quality of life for its citizens and to reduce the problems associated with crime. They want to educate the officers and public and develop a co-active partnership with the community. They endeavor to be honest, fair, impartial, courteous, and respectful. I must admit I was shocked to see this as their mission. (JPD, unknown). After reading the mission for Madison, Wisconsin I can say that I was proud of their police department and could see myself living in a city where the police strive to give its citizen high-quality police services.
