Rationale for Topic Selection
The organization I selected for my research paper is the Chicago Police Department, also known as CPD. This organization interests me because it directly affects me, not only as a member of the communities who seem to interact most with CPD, but also as someone who was born and raised in the city of Chicago. The Chicago Police Department’s mission is to serve and protect citizens of the city, yet this organization has been in the news for doing just the opposite. Recently, the CPD has been in the media for a number of unethical issues and their lack of diversity on the force. Thus I would like to explore how these areas affect the work of CPD and their relationship with various communities. With recent protests and the Black Lives Matter movement

We will provide quality police service in partnership with other members of the community. CPD even has a statement of their core values and a pledge against racial profiling listed on their website. Together, these statements form the CPD’s ethical guidelines. Yet, a simple Google search of CPD will yield result after result of lawsuits and scandals that plague this organization. CPD claims through various avenues that they teach and practice ethical values. However, on a consistent basis, the public sees otherwise. Diversity, or lack thereof, is one of the major problems with which CPD is currently struggling that is believed to have a major impact on unethical decisions by police
In both episodes of the television show “Cops”, the predominant race of the police officers was Caucasian. The primary officers for all service calls featured on the program were Caucasian. Of the two episodes observed, only one officer was African American. The suspects in both episodes were predominantly African American or Hispanic. Of the 6 scenarios featured throughout both episodes, two suspects were Caucasian.
The contemporary social problem I would like to conduct sociological research on is the use of excessive force used by members of the police department in recent unconscionable shootings of unarmed civilians. With all the recent attention that the people of Ferguson Missouri and New York City have been able to rise on this issue, making it a media sensation, it seemed like a good topic to discuss. Police brutality is an egregious, ongoing problem in our society that, until just recently, has been accepted as a sad fact of life by the people it affects and is largely ignored by the rest of society, including politicians and the mass media. Police brutality affects the people that society has come to stigmatize such as minorities, the mentally ill and impoverished people, more so than the well off or middle to upper class white people.
For many decades, the New York Police Department (NYPD) has practiced overzealous patrolling techniques while on the job. In fact, the culture in the police force has become so aggressive, as a result adversely harms society, but more than often, victimizes people from underrepresented communities. Police brutality dates back to the 1960’s, (e.g. Harlem Riots, Tenderloin Riots, and Stonewall Riots) an era when the civil rights movement pioneered. During this period, social justice advocates came across treacherous obstacles, as many advocates were perceived as deviant for bringing awareness on social inequality. As a prospective research assistant, I would like to be able to identify the following question: Did the civil rights movement of 1964 create an aggressive and oppressive, as well as an institutional backlash in the NYPD among minority groups? The reason why I would like to analyze this potential question is because police brutality in present day society is such a rampant issue, therefore should be a topic to closely study.
In this day and age society is evolving in many different and unique ways. One major way is through our technology, which is improving every day. The new advancements can help make communicating easier, education smoother, and our country a safer place to live. This summer The Dallas Texas police force used a new and equipped robot to kill a criminal who refused to surrender. This has caused a very controversial subject in our country. The people who think it is morally wrong. Then there are people who think it is a great way to help and keep our low enforcement safer. I agree that it will help. Using a robot, it is safer, more efficient, and more American.
Leading up to the establishment of the Chicago Police Department, the first rank of “constable” was created in 1830. Authorization of Chicago’s very own police force occurred on January 31, 1835. On August 15, 1835, the Chicago Police Department was born. The department’s mission reads, “The Chicago Police Department, as part of, and empowered by, the community, is committed to protect the lives, property, and rights of all people, to maintain order, and to enforce the law impartially. We will provide quality police service in partnership with other members of the community. To fulfill our mission, we will strive to attain the highest degree of ethical behavior and professional conduct at all times.” Orsemus Morrison was elected Chicago’s first constable; he was assisted by Constables Luther Nichols and John Shrigley. The three men served and protected a population of about 3,200. In the year 1837, the Municipal Court of Chicago was created. It had co-jurisdiction with the Cook County Court within corporate limits of the city of Chicago. Between the years 1838 and 1854, the Chicago P.D consisted of very few collection of officers, constables, and part-time night watchers to maintain the quickly-expanding city.
With the recent rise in discussions about prejudice in the police force, this issue remains at the forefront of my mind as of late. Starting in 2014 with the tragic death of Michael Brown, an eighteen year old African American boy who was gunned down by the white police officer Darren Wilson, the vast injustices hidden within the justice system have been continuously exposed and thus an entire movement began. Since then, the nature of law enforcement and prejudices within the police force have been the subject of an ongoing national debate, and civil unrest has characterized the political climate of the last few years.
Maryland one of greatest states on the eastern coast of the United States is currently experiencing a high demand for police officers. This is especially true in Baltimore one of the largest cities in the state of Maryland and continues to grow. Police officers and law enforcement professionals have to be thoroughly equipped to handle the stress of law enforcement work on a day to day basis. As a result, the state of Maryland has put into place high standards for those interested in working in law enforcement.
The Houston Police Department has is one of the best known police departments in the state of Texas. It was first formed in 1841 by the first City Marshal. According to the Houston Police Department, “The mission is to enhance the quality of life in the city of Houston by working cooperatively with the public to prevent crime, enforce the law, preserve the peace, and provide a safe environment.”
Considering the efforts of the officers, some high rank Chicago officers criticize the “level of disrespect” from the citizens that officers are facing is remarkable. It is evident that the Chicago police officers are not receiving much respect from the people they are serving and they do not get enough support from the city. Moreover, it is true that most Chicagoans look at and criticize all the incidents where police officers show bad performance while on duty, but the people usually do not recognize their efforts on reducing crimes and protecting the citizens, and also what they have accomplished for years.

There are several key factors that the police overlooked that could have caused this case to end sooner. The first being that so many people died under his care. In my opinion if most of the individuals who are seen in your practice end up dead I'm not going to keep coming to you. Obviously, you're not a good doctor. I know people that have been going to the same doctor for 20 years, especially older people and these patients were all to have supposedly died of a heart attacks. (Gunn, 2010). In 1998 a neighboring General Practitioner reported a high number of cremation forms that she was asked to cosign on. The police did not take her seriously. One very important investigative tool that an individual can use to improve any Sheriff Department or Police Department is to look at how the victim was treated by the suspect and also look at how the suspects wants to gain control. The suspect in many cases shows a pattern of behavior about how he attacks near his home or does he use the victim’s body as a vehicle. When the victim body is used as a vehicle the suspect will usually go to a certain area to pick up the victim and then transport the victim in a vehicle and choose a place for the crime to be carried out. Patrol accounts for the biggest portion of police work in most police agencies. The terms “patrolling” and ”on patrol” generally refer to what officers do while not handling calls for service—officers do this mostly in patrol cars, but sometimes on foot, on bicycles, on horseback, or the like. While on patrol, officers may look for traffic violations, suspicious behavior, disorder, and unsafe conditions. They may also look for opportunities to interact with the public in casual or more formal situations. This is all considered patrolling.
