On 12/10/2015 at approximately 0035 hours, I checked in with Officer Welch in reference to his vehicle pursuit. Upon my arrival I observed Officer Welch already in the process of detaining Alexander James George. I then proceeded to take custody of Mr. George while Officer Welch accompany Harnett County K9 Officer in tracking the driver who fled on foot.
Arkansas Department of Corrections is made up of 19 prison facilities which range from minimum to maximum security levels. The average inmate cost in the state is approximately $22,086 per year or $60.51 per day. Over the fiscal year of 2016, ADC had a total number of 10,847 inmates admitted into the prison population, while having 10,055 inmates released from the population. The inmate demographics for ADC include 92% male, 8% female, 54.1% white, 42.2% black, 3% Hispanic, and 0.7% other. 45.8% of the inmates were sentenced for violent crimes while 54.2% were for nonviolent crimes (adc.arkansas.gov, 2016). Even though published reports show state prison populations declining, several state Departments of Corrections continue to lament over unprecedented rises in personnel turnover, leading to crisis-level shortages in Arizona, Kansas, Missouri, New Mexico, Wisconsin, Tennessee, and Nebraska.
I think the main problems with prisoners suffered with mental health illness is a chance for parole. The fact that there is no chance of parole for individuals to get treatment for his/her health condition. Also, prior to their probation, they were sent straight to jail or prison where they were said to serve a sentence, which then leads to no actual treatment opportunities for individuals. I think that if a criminal with mental health problems being served with a determinate sentence than he or she should first spend some time in a mental hospital until their health conditon become more stable than serve the remainder of his sentence in a prison or jail.
NC matrix doesn't apply an SOL and just states Alcohol related offense including sale to underage persons. Are we now using our judgement to score these cases? Should the Matrix be update to a Review score, SOL or list what is meant by Alcohol related offense? I already attempted to that and didn't get very far (see attached). With four different people scoring this client how do we keep the scoring consistent?
