On 09/19/2016, at approximately 2146 hours, I, Officer Humphries (ID #335), responded for unknown trouble in the area of 4200 block of 58th Avenue, Bladensburg, Maryland. Upon arrival, I observed a 2002 blue, BMW parked in the roadway displaying Maryland registration “1BV9440”. I made contact with owner later identified as, Mr. Rodney Henry SR, who was standing outside the vehicle disoriented. A registration check was conducted with the vehicle identification numbers, which yield license status suspended on 8/05/2016. Mr. Henry SR had an open warrant with the Prince George’s County, Sheriff Department and was transported to Hyattsville, Department of Correction. On 02/11/2016 at 1436 hours, I was dispatched to Wawa (1060 Delsea Drive) for a report of an intoxicated male fumbling to unlock his blue Ford F-150 that was parked in the parking lot. Upon my arrival, I observed the vehicle in question leaving the parking lot traveling northbound on Delsea Drive. P/O Ziegler #5196 who arrived with me was able to conduct a motor vehicle stop on the above vehicle as I turned around in the parking lot of Wawa. After I arrived to the stop, P/O Ziegler and I approached the F-150 bearing NJ registration E80GFJ from the passenger side. As I requested the driver now identified as Shawn J. Officer Craig Manne has been with the Sandy Springs Police Department for three years. Joining the force in 2014 after volunteering for several years. When Officer Manne took the oath, he knew the dangers of the job. On Wednesday, the officers in Manne's shift were all wearing a black and blue strip over their badge. This was to remember the police officer that got ambushed and died while in the line of duty. A reminder to them all of the dangerous job they do to protect the residents of Sandy Springs.
On 11/28/16, at 1820 hours, I, Officer Humphries #335, was met in the lobby of the Bladensburg Police Department by a citizen who wanted to file a lost property report.
On 10 March 2017, Officer Tabor was conducting patrol duties when at 2213 hours he saw an unoccupied, black in color Ford pickup stopped in the roadway at eighteen thousand West Kellogg Dr facing Westbound on the North side of Kellogg. Officer Tabor after exiting his patrol car and confirming that in fact nobody in the vehicle, ran the license plate that was displayed on the vehicle.
I wanted to send a letter in regards to a call on February 5th and one of your officers. Norwich EMS was called to the Argonia High School for a disruptive male student. When we arrived, the student was very hostile with staff. He was uncooperative and did not wish to be taken to the hospital. Chief Chapman had made numerous attempts to gain the cooperation of the young man. The situation was escalating. We were becoming concerned as to the outcome of the call.
On 05/19/2017, at 2348 hours, I, Officer Humphries (ID #335), along with Corporal Calloway (ID #326), responded for suspicious person loitering outside of the business establishment "7ELEVEN" located at, 5456 Annapolis Road, Bladensburg, Maryland.
On Wednesday 07/26/17 at 1306 hours I heard Officer D. Jones state via the radio a male had just possibly broken into a vehicle near 602 Auburn Way N. Officer Jones stated he detained the male on 6th ST NE just east of Auburn Way N.
On 4-8-2016 at about 2148 hrs I was northbound on Auburn Way S in about the 1500 block when I noticed a white Dodge Durang, WA/AYU1801. The vehicle was also northbound. I checked the vehicle WACIC/NCIC/DOL and the return indicated the registered owner was Albert Whiteeagle JR - 9-30-1984. A DOL check of Whiteeagle indicated that Whiteeagle's driving status was DWLS/R 1st Degree for DWLS/R 1st DG - active from 6-1-2015 and to be released 6-1-2017. I further noticed that the DOL returned indicated that Whiteeagle had been arrest two prior times for DWLS 1st Degree.
Officer Lajoie conducted an occupied vehicle check in the area of Hoffman Street and Atlanta Avenue. Officer Lajoie contacted the driver before broadcasting the license place to communications. He later remembered to radio in the plate without me prompting him. Officer Lajoie allowed the occupant of the vehicle to pick up his phone to arrange for his brother to come to the scene to pick up the vehicle without the driver asking for permission from Officer Lajoie. Officer Lajoie allowed the conversation on the phone to continue until I intervened. Officer Lajoie conducted a thorough search of the driver’s person and vehicle in a safe manner.
Officer Mathews stays active during his shift. If he isn't answering calls for service he does proactive patrol. Officer Mathews often assists with walking patrols, even if he isn't assigned to the Central Business District. Officer Mathews has the following productivity; 1,590 total incidents that include 269 vehicle stops, 170 suspicious contacts and 21 warrant attempts. Officer Mathews wrote 99 citations, 44 of them were moving violations and 55 were municipal/county violations. Officer Mathews recorded 102 arrests with 15 trespassing arrests and 8 DUI arrests. I would like to see Officer Mathews focus more on DUI enforcement and would recommend that he attends DUI training to better his knowledge and abilities.
On 04-10-2016 at 2123 hours I was dispatched to the area of Vine Street and 16th Street in reference to a suspicious subject.
Officer O'Toole is an extremely hard worker who is compassionate with victims. Officer O'Toole fully investigates her cases and never hesitates to help her fellow officers. I applauded Officer O'Toole for recognizing that she had time management issues and taking the initiative to improve. Overall Officer O'Toole does an excellent job. However, she had some errors in judgment that led to poor decision making.
