I chose the case of Steven Hoskin. The serious case review by the Cornwall Adult Protection Committee looked at circumstances leading up to the brutal death of Steven Hoskin in July 2006. The review found more than 40 warnings and chances for intervention were missed by the agencies involved. It makes 17 recommendations for improving services in Cornwall. They include improving community safety with multi-agency conferences and information sharing, raising the understanding within local communities about vulnerable adults and restoring public confidence. On evening of June 9th 1959 in a small town named Clinton Ontario, a couple of hundred kilometres from London, Ontario, a fourteen year old Steven Truscott gave twelve year old classmate Cheryl ‘Lynne’ Harper a ride home on the crossbars of his bicycle, the pair rode along the Country Road. What occurred after this is still unknown, and is still debated due to the wealth of questionable information from varied sources. Around 11:20pm, Lynne’s father had notified officials of his daughter’s disappearance. Just two days later, Lynne Harper’s body was found in a forested area just next to the County Road. Lynne Harper had been sexually assaulted and strangled to death.
On the morning of May 7th, 2000 the murder of Mary Ann Stephens occurred. She was a tourist to Jacksonville, Florida along with her husband. The two were staying at the Ramada Inn Hotel and had just came from breakfast when they were approached by a young black man who held them at gunpoint, took Mrs. Stephens' purse then proceeded to shoot her between the eyes. Such plans help ensure the health, safety and survival of frail and vulnerable elders in the community.

The police have what Seth Stoughton calls a “warrior” problem (226). Police departments have been cultivating the warrior mythos that officers are like soldiers within the community trying to survive. This mentality has created problems for police departments causing the citizens be fearful and mistrusting the police. This is what is happening in Greensboro. Their ‘proactive policing’ strategies are that of a warrior mentality. So as part of the first recommendation GPD would have to change its mindset and adopt the guardian mentality.
