Child Abuse Neglect

The foster care system, is a temporary arrangement in which adults provide for the care of a child or children whose birthparent is unable to care for them. This can be for a variety of reasons, they can be addicted to drugs, homeless with no means of support or they have passed away and there is no other family member to take the child or children. No matter the reason, the children are placed into a home for their protection. However, some of the children aren’t always placed into a safe home. The amount of abuse that happens to children in foster care is staggering, ranging from neglect, physical, sexual and even emotional abuse. All of the reasons the children could have been taken from their homes to begin with. So then if they were put in to foster care for their protection, whose really protecting them?

The foster care is known to be the current system to manage social issues related to the child neglect and abuse. It grew out of a system being used by every class and due to certain economic conditions. The officials designated as considering poor had authority to indenture children from poor families than the providence of relief. Besides indenture by government officials, children were formally placed with other family to learn trade. The relationship indenture was based on expectations and economic aspects to provide formal education along with emotional and psychological needs. It appears logical that the system is required to attend the possible effects of foster care on children (Minnis, et al., 2001). Over the years, researchers outside the system have conducted different studies related to the foster care that provided mixed information. ===== concluded that the initial process of separation of children from their parents is considered as catastrophic or unpleasant. The initial parting is found to be dramatic and frightening for children being inappropriately prepared. Children that are living with their parents might be in an unstable home and are better off in a foster home. The article, “Nonprofit program fosters "can do" attitude for foster kids in high school,” demonstrates how some people are better off in a foster home than with their family. It says, “Robinson was the youngest child by 27 years. Even though she grew up with both her parents in the Central District of Seattle, hers was hardly an ideal childhood. Her mother, who has been clean for several months, struggled with alcoholism, and the house they lived in was a classic hoarder’s home, which Robinson called ‘unlivable’,” (Staff, 2015). Although some kids might be living in an unstable household the foster system isn’t better because kids are going through the same thing in foster homes. The government doesn’t regulate the foster system so the kids are in lack of food and supplies in a foster home. They are struggling to survive in foster homes too. Foster homes need to be better regulated in order for it to be a better environment for these kids. They might be getting abused in some type of way in their household and shouldn’t live there anymore. In the article, “California teen's long road from foster care to Olympic pentathlon dreams,” Staff is showing how much pain and abuse kids endure when they are at home. It states,

The government attempts continually to revise the foster care system to serve children more proficiently. However, more problems ensue these diligent efforts and modifications. In the article, “Influences on the Mental Health of Children Placed in Foster Care,” author Caroline R. Ellermann concludes, “Once in foster care, ongoing health problems and risk for further complications are exacerbated by (1) removal from the biological home and the trauma of parent separation,” (Ellermann, 2007, p. S23) The system designed to eradicate child abuse erroneously generated a trickle effect of problems. By the removal of these children, the government transpired additional emotional and health problems. Unbeknownst to the effect of the separation anxiety caused by the removal from biological family, these children became subject to abuse from the foster care system.

The author, Nina Biehal, tells of the treatment in foster care and the need for correction in her article, "Maltreatment in Foster Care: A review of the evidence." The author gives many facts about how the government needs to change the level of care provided for the children. This article is more of a constant reminder of how much still needs to change and the level of care offered to children of abuse today. Unlike the article by authors Kristen Turney and Christopher Wilderman, which bases their article on the number of children in foster care receiving mental health care, Biehal gives evidence to support the problems that result from being in foster care. My essay can use this article to paint a picture of the number of children in detrimental conditions and how foster care developed problems with their system to support my argument.

The U.S foster care system is corrupt and the children trapped in it face the worst of it. The goal of foster care is to eventually reunite children with their parents or find the child a safe, loving home. Instead, foster kids face the harsh reality of abuse, mental illness, and temporary homes. The children and ripped from the homes they’ve known their entire lives because their parents struggle financially. The system would rather pay strangers to the child to take care of him/her rather than helping the parents of the child. This case would be called “neglect” when in reality most parents were doing all they could to take care of their children. The children’s new foster parents are paid hundreds of dollars per month. Often times, the money doesn’t go to the child and he/she is left truly neglected. The system is broken because children are taken from their homes for the wrong reasons and put into unsafe environments that will have a traumatic effect on the rest of their lives.

Majority of people in the world have a child or know one, also having system in which lets the wealthy individuals, lawmakers, and their associates have a say in the direction that foster care or the case in which kids have been hurt disappear or the redirects its focus on another aspect of the issue. The kids are not allowed to develop in the best way because they lack attachment of parent figure in their lives, this directs their whole life. the need for makes foster care to be a place in which kids should be secure and loved and are well taken care of, because most people know how it feels to be a parent if not then people should imagen their childhood and how it was or if it should have been better.

As this, unfortunately, happens a lot more than it should, abuse towards the children in foster care is unexplainable, it doesn't stop at or is limited to sexual, physical and mental. As

These children are in need of nurturing families who will help them heal and grow” (“Be a Foster or Adoptive Parent”). If the Foster care system was not in this world, then today billion of children would be homeless or died, so that's why the world need Foster Care. When children are abused or neglected by their parents, or when the parents cannot for any of a number of reasons care for their children, someone must intervene to see that the children are adequately looked after. That someone is usually the government, and the intervention is frequently foster care steps in. Every 10 seconds a new case come to foster care, about new children getting abused. Once the children are safely placed in foster care than caseworkers and laws come in. There are plenty laws related to foster care like parental rights. “The parental right are laws for parents to give the children protection, shelter, and food etc” (Grounds for Involuntary Termination of Parental Rights). If there was no law, such as parental rights, today all children would be badly abused. In one case a little six year old boy who weighed under 30 pounds when he died. His mom got sent away because of drugs and the foster care system had him go live with his grandma. She tied the boy to a banister and hit him multiple times. In his autopsy the found third degree burns and was severely bruised. Another little boy was beat to death by his own foster brothers. A girl with palsy disorder, a disorder that affects muscles in your face, was put in a foster home with a pool. Her foster parents left her outside alone to drown. Two year old Joel Hernandez was taken from his parents and placed with his step father’s brother. He beaten so badly he had to be put in a full body cast. The system then put him back with that family. He was later killed by his step father and his step uncle. They found him buried in a shallow grave. Foster children are raised in unqualified foster homes The main reason for all the situations regarding the foster children have to do with the unqualified foster homes. The condition of an environment a child is raised in effects children in several different ways. Similar to other countries, Canada implemented a foster care system. As defined by Merriam-Webster, foster care is “a situation in which for a period of time a child lives with and is cared for by people who are not the child's parents”. Children can be placed in the foster system for numerous reasons, but their placement can be caused by the parent(s) or child (Craft). Yet Canada’s foster system doesn’t measure up to the number of children placed into the system. As a developing country, Canada’s foster care system is flawed and needs policies put in place to help fix it.

Everywhere across the world, more and more children are being placed into foster care or a welfare type system. Foster care can benefit children or harm them; the effects of foster care differ for every individual. These types of systems often have a major effect on young children’s physiological state. Children entering in foster care are often malnourished and have untreated health problems. A high percentage of children who are placed in these types of systems have mental health, physical health, and/or developmental issue which often originates while the individuals are still in the custody of the biological parents. Children in foster care should be provided with a healthy and nurturing environment which often provides positive long term results. The age of children in a foster care varies across the world, but it is often seen that majority of these children are young (George para. 1). There are more young children in the system because younger children require more adequate care than older children that are already in the system. Placing these children in welfare systems is supposed to be a healing process for them. Although this is supposed to be a healing process, statistics say these children have a negative experience while being in these systems, but this is not always the case. The numbers of children in foster care continue to increase annually with minimal attempts to intercept the causes of the escalation. Children are generally placed into foster care as a result of parental abuse or neglect; however, there are many racial inconsistencies circulating general foster care involvement. The issue of child abuse and neglect is serious, controversial, and is escalating in today’s society. Many people are not aware, but child abuse is rampant in our society. Many child abuse and neglect cases go unreported because a person may not know the signs and symptoms of child abuse and neglect or perhaps the person or person may feel that this is an private issue and needs to be handle with in the home and no outsiders should be involved. Without the proper awareness of child abuse and neglect and the involvement of everyone this issue will continue to raise our eyebrows.
