What is the difference between a civil liberty and a civil right? Both words appear in the Declaration of Independence and the Bill of Rights. The concepts are often used interchangeably. However, they do refer to different kinds of guaranteed protections. Freedom of religion, as guaranteed by the First Amendment of the United States Constitution, involves two important components. The first is a prohibition on the "establishment of religion" by government - the separation of Church and State; and the second, ensures that the government allows for the practice of religion
Civil liberties are protections against government actions. For example, the First Amendment of the Bill of Rights guarantees citizens the right to practice whatever religion they please. Government cannot interfere in an individual's freedom of worship. Amendment I gives the individual "liberty" from the actions of the government. Civil liberties are about freedom. They determine what you as an individual are free to do, and what the government cannot do to infringe on your freedom. Civil liberties are rights that government cannot deny to citizens.
