The NEP was primarily a new agricultural policy.[6] The Bolsheviks viewed traditional village life as conservative and backward. The old way of village life was reminiscent of the Tsarist Russia that had supposedly been thrown out with the October Revolution. With the NEP, which sought to repudiate the “old ways,” methods were put in place which promoted the pursuit by peasants of their self-interests. However, the state only allowed private landholdings because the idea of collectivized farming had met with much opposition.[7]
[edit] Disagreements in leadershipLenin considered the NEP as a strategic retreat.[8] However, he justified the NEP by insisting that it was a different type of capitalism. He insisted that this form of “state capitalism” was the last stage of capitalism before socialism evolved.[9]
Leon Trotsky and Joseph Stalin disagreed over how to develop the Soviet Economy after the World War and the Civil War. Trotsky, supported by left-wing members of the Communist Party, believed that socialism in Russia would only survive if the state controlled the allocation of all output. Trotsky believed that the state should repossess all output to invest in capital formation.
Vladimir Lenin, founder and leader of the Bolsheviks, failed the Soviet Union with his New Economic Policy (NEP), which was designed to bring more money to the USSR and help their economy flourish. This was introduced with the idea of “War Communism.” War Communism started during World War I and dealt with the economic and social problems facing the USSR during the war. With most resources going to the military, grain production was low and forced millions of peasants to move and turn to cannibalism. Peasants tried to revolt for change but were killed. Because of this, the Bolsheviks lost their main supporters (working class, peasants, etc.) This led Lenin to bring about the NEP. Many in his party saw the Capitalistic ideals of the NEP as a
One can easily admit that the Party had failed to properly economically plan the needs of each state. The Soviet Union economy was complex and massive, it became an impossible task for the state planners to manage, as they did not want to grant and create more managerial levels that would proceed to the local level resulting in failed timely attempts to the constant changes the economy was going through. Since the Soviet economy was based on state planning, it failed in encouraging innovation and motivating productivity. Managers would also alter numbers in order to produce the quotas that they were required to meet. The growth of the Soviet economy had been in a constant decline since the 1950’s and this progressed to the 1980’s. This was a clear sign that the Soviet economy was in need of a complete economic overhaul. Gorbachev succeeded power in March, 1985 and became General Secretary of the Central Committee of the Communist party of the Soviet Union. His main goal was to revive the Soviet economy, and he strongly believed that success was tied to loosening the governments control and creating a system that included less government intervention and more freedom to allow private initiatives. This new market economy would allow for private enterprise, which what Gorbachev believed would create more innovation. For the first time since 1920’s, individuals were able to own and create businesses.
However, in 1928 Stalin tuned on Bukharin when it became clear it would be far more useful to him to now want to end the NEP. Stalin used Trotsky’s policies to oppose Bukharin. Even after Lenin’s death, Stalin continued to support the idea of World Revolution and Permanent Revolution, in which state industrialisation and state collective farms would be in place. This was popular with the Communists and increased Stalin’s support.
The New Economic Policy (NEP) was a measure implemented in order to counter the arguably disastrous effects War Communism. The New Economic is controversial. Some historians argue it allowed the Soviet economy to solidify and begin to recover, and also allowed the Bolsheviks to retain control over Russia. Others, like Orlando Figes, state it was ultimately a failure, arguing that under the NEP the peasants grew away from the Bolshevik regime, inviting a future, and brutal, reassertion of central control.s This essay will discuss the effectiveness of the NEP economically and politically as well as outlining War Communism and why it failed
The early 20th century socialist revolutionary theorists Vladimir Lenin, Rosa Luxembourg and Leon Trotsky believed that the withering away of the state and the removal of the capitalist mode of production was a necessary outcome if the individual was to ever realize their true nature as being free, equal and self-determining. This, however, could only be achieved through the development of the proletariat’s class consciousness and their defeat over the bourgeoisie. It is in this manner where both socialist revolutionary theory and practice share a dialectical relationship. However untied in their revolutionary visions of this international process, these theorists differ in what the role and functions of the revolutionary party should be in the historical development of the new socialist state.
Stalin stabbed one of his own allies in the back, Trotsky, by having him exiled. Joseph Stalin and Leon Trotsky were two out of the three leaders of the Bolshevik Revolution. After Lenin's death in 1924, two conflicting schools of thought about the future of the Soviet Union arose in party debates. Trotsky, one of the primary proponents of the party's left wing, believed that a world revolution was essential for the survival of socialism in the economically backward Soviet Union. However, the left wing's domestic policy also advocated rapid development of the economy and the creation of a socialist society.
Under the NEP peasants handed over half of the food they produced to the government. Whatever surplus was left they could sell for profit. The policy gave peasants an incentive to work – the more food they produced, the richer they became. Food production expanded. The best, most successful farmers became known as kulaks.
After the experiment with the New Economic Policy was tested for almost seven years, it was decided that it would be ended, due to the ever growing need for faster and better development of the Soviet economy, technology and industrialization. The NEP was primarily used to bring the nation out of a deep economic and social trough, which had killed millions of people, because of famines and revolts. While the Marxist-Communist idea was indeed kept throughout the entire endeavor, capitalism was brought back into the economic side of Russia; it was felt that the NEP would be "Building Socialism with Capitalist Hands" , though the idea of using any form of capitalist ideas or practices would explicitly go against the Marxist, communist and socialist policies, that was the main feeling behind many of the leading Soviets at the time.
Stalin was extremely ambitious and his initial taste of power had made him even more egotistical. Trotsky fled but was hunted down and eliminated to ensure Stalin retained power. The long term effects of this ensured that future opponents of Stalin would also be eliminated. With Lenin dead and Trotsky eliminated Stalin realized he was now able to concentrate on his own policies. He abandoned Lenin's idea of 'World Revolution' and adopted his own policy of 'Socialism in One Country'.

To do this, we first need to discuss variables that might affect the equilibrium of supply and demand, as well as how that could be desired. Then, through using the concept of consumer and producer surplus, we will introduce the efficiency of markets, costs of taxation and some benefits of international trade. We will also discuss any side effects or consequences that might prevent market equilibrium, and the government’s policies that are used to remedy the inefficiencies in markets that are caused by externalities. Finally, we will finish with learning the difference between the efficiency of our tax systems, and the equality of a tax system.

Lenin believed that Trotsky was the best suitable to take the Communist party to the next level. Trotsky was not all that popular among party members though and Stalin was in a position as Gen Sek, or General Secretary, to place his people in powerful positions throughout the party. Also, Stalin worked extremely hard at achieving power whereas Trotsky was rather lazy. Because of these reasons along with Stalin's "zero tolerance" attitude towards everyone, he was able to seize control.
