When comparing the crime control law enforcement approach in contrast to the approach the rights-based approach to law enforcement it is import to the differences in being a crime fighter versus a public servant. The dynamics of each bring uniquely different philosophical objectives and outcomes for the public. What is the primary role of law enforcement? Some would argue combating crime is the primary role. Others would argue providing protection through service is the primary role. In either case, when examining each philosophy it is important to objectively view the outcomes each provides.
Pollock (2014) states the crime fighter view, using the crime control approach, places law enforcement in an adversarial role to criminal violators. In this view, law enforcers are the direct opposition to criminal violators and the role of “law enforcers” is to enforce the law by catching violators and bringing them to justice. One may view the term “law enforcement” itself as an indicator of the crime fighter view where police and criminals “fight” figuratively, against one another. This is essentially establishes the view of criminals as the enemy to law enforcement (Pollock, 2014). It is much likening to the roles of enemy combatants in war or heroes versus villains. Interestingly, while anecdotally, depending on which side one is on, either side could be considered the hero or the villain. Defining the crime problem is a vital step in controlling crime. Crime is undoubtedly a significant and pricey societal problem but we cannot target the problem without first defining it. There is no one identical solution to crime, instead it is based on a piece by piece basis. Strategies to target crimes need to target larger geographical areas, sometimes entire states. In addition, for a strategy to be successful in controlling a crime it cannot be too vague or extremely specific to an index crime. In today’s law enforcement environment everyone agrees that departments should be more effective and efficient, but how do we measure and gauge this? A good evaluation of a department should include the documentation of activities and performance within it. The difference between efficient and effective is that efficiency refers to how well you do something, whereas effectiveness refers to how useful it is. The Merriam-Webster online dictionary defines effectiveness as: producing a result that is wanted or having an intended effect. Efficiency is defined as: the ability to do something or produce something without wasting materials, time, or energy.
Law enforcement is a career that is both violent and rewarding in many capacities. Justice needs to be served in law enforcement and they have a responsibility to uphold the law and serve the people in the community. Law enforcement is crucial in the world today as a global realm as life continues to be more complex and law enforcement struggles to combat many aspects of crime. In order to combat these problems and have a positive future in the criminal justice system, everyone must work together on a bigger scale.
In conclusion, through the many reforms of the police in America, there is need to find a constant policing system that is effective throughout centuries. Police have carried many duties including; enforcing laws, apprehending criminals, assisting and supporting the community. The view of police function is changing as society evolves. The police functions need to include a social contract between the people and the organization. The function of police comes directly from the social contract with the government and the citizens. However, even with the understanding that police agencies’ responsibility it to provide protection as expected, the citizens do not agree to give up their constitutional rights.
The Crime Control Model states that there may be some individual rights that need to be sacrificed for the good of society as a whole. In the Crime Control Model crime is actively and aggressively pursued and punished. Some of the methods used to employ this method are "targeting high crime areas, increased patrols and traffic stops, profiling, undercover sting operations, wiretapping, surveillance, and aggressive raids and searches." (Perron) The benefits of the Crime Control Model are that criminals and crime itself is what law enforcement begins to target. The negative effect is that the zealous pursuit of crime and often result in huge amounts of collateral damage or even loss of human life.
Throughout this whole term we have learned numerous roles of the criminal justice profession. How on a macro level law enforcement has made points to serve and protect, all the way down to the micro level of society. Men and women risk their lives every day to make sure that the law is obeyed, and their community is still held together. In this case, the advantages of the crime control model would be that they would catch more guilty people. Which is a good thing because they may be getting the dangerous or hateful criminals off of the streets, increasing the safety of the public. Along with that they would actually be getting punished because in many cases criminals are let go. While the advantages of the due process model would be that the ones found innocent would be let go if there was no evidence. Sadly, many incarcerated are not guilty and in this case all of the strip searches and questioning would give them the ability to prove their innocence.

Law enforcement agencies should be able to use their full discretion when attempting to keep the streets in their city clean. Not necessarily by their gut feelings, but the evidence presented to them. People shouldn’t have the ability to have loopholes to get out of a crime they committed like “the officer didn’t have probable cause to search me” or “he profiled me, he’s racist” even though what the officer was looking for was found, and the charges get dropped because of being deemed “unlawful”. The crime control model should be used in society in this day in age in the criminal justice system as apposed to the due process model. Crime control is a more aggressive means while Due process model emphasizes on constitutional rights and doing justice to get convictions.
I’m using The Violent Crime Control and Law Enforcement Act of 1994. The crime bill allotted several grant programs including Community Policing which states that the competitive grant program (COPS) put 100,000 police officers on the streets in community policing programs. $1.3 billion available in 1995. $7.5 billion authorized in 1996-2000. Tough crime policies included new stiffer penalties for violent and drug trafficking crimes committed by gang members. It called for three strikes making it mandatory for life without parole for Federal offenders with three or more convictions for serious violent felonies or drug trafficking crimes (U.S. Department of Justice, n.d.).

The two systems have been accused of being harsh on particular ethnic communities and being too lenient on other communities. One perfect exemplification of the discrimination and bias exhibited by law enforcement agencies regards the criminalization of Black and Latino communities. Recent statistics indicates that members of the black and Latino communities are increasingly being exposed to harsher treatment by the criminal justice system and law enforcement, and the rates of victimization for these two communities are at all-time high. Incidences of random stopping, questioning and frisking of black and Latino people have been on the rise particularly in large cities such as New York, Los Angeles, and Chicago and so on. In addition, the number of prosecution and conviction of Latino and Black suspects in courts is also very high. Perhaps this is why a large percentage of incinerated individuals is made up of members from the black and Latino communities. The observed victimization and criminalization of blacks and Latinos has been the subject of much literature and press releases. Before going into college to study Criminal Justice, I had the same opinion as most people had when it came to criminals or deviant behavior. The classic “if you can’t do the time, don’t do the crime,” phrase was mentioned many times throughout my youth, whether it be for something as simple as an explanation for grounding me or to explain why doing the wrong things will give you a one-way ticket to prison. My life was surrounded by crime. I managed to separate myself from the “wrong-doers” with the help of my mother, but I still spent most of my life around law enforcement. To me, police officers were always the ones doing everything right. In my mind, if someone died at the hands of a police officer it was probably their fault, if they were beaten they deserved it, the police were only doing what they had to do to make our communities a safer place.
