Abstract
Competency based education is a widely used method of education that focuses on guiding students to and by predetermined outcomes. This paper will focus how competency based education has changed throughout the last decade, as well as how it can be implemented to day. I will follow the research done by Anne Mette Morcke, Tim Dornan, and Berit Eika on how outcome based education effects student education. To show evidence of the usefulness of competency-based education I will tie in behaviorist theory as well as self-worth, and ability.

In this paper I will summarize the thoughts of Morcke et al, explain my point of view, and provide evidence on how this method can be useful in a high school setting.
Outcome (competency) based education article summary
Morcke, Dornan and Eika, composed an article about the origins, theoretical basics and empirical evidence of competency-based education. Morcke states that outcome or competency based education is guided education based upon predetermined outcomes. Competency based education has been around and used sporadically for the last decade. Competency-based education arose from the educational changes that were a result of the space race in the 1960’s. This basis of this type of education first arose from behaviorist theories. Following the lead of the likes of B.F. Skinner and Bloom competency theory followed the idea that teaching should or could be based solely on observable behavior. This idea was both criticized and agreed with by many. A large critic of competency-based education was Stenhouse; who argued that predetermined goals would not be effect in teaching. He believed that using this method of education one was not easily able to specify goals or asses the progress of students. Stenhouse also argues that the correct or best way to educate is to draw the knowledge from the students, not train students. Today’s economy demands a better educated workforce than ever before, and jobs in this new economy require more complex knowledge and skills than the jobs of the past. The California Department of Education and the California State Board of Education are pleased to present the California Career Technical Education Framework for California Public Schools, Grades Seven through Twelve. The California Career Technical Education Model Curriculum Standards, Grades Seven Through Twelve, adopted by the State Board of Education (SBE) in 2005, was designed to help achieve that goal by providing educators with rigorous, balanced standards reflecting both the essential knowledge needed to achieve a seamless transition to careers or postsecondary education or training and the specific skills required for each of the state’s 58 career pathways.
One cannot simply state a theory or intervention method works without providing supporting evidence. Competency 4: Engage in Practice-Informed Research and Research Informed Practice affirms that social workers utilize interventions and apply theories based on what has been reinforced through research. Yet, social workers also recognize that practice can lead to the discovery of topics that have not been or contain little research surrounding an issue, resource, idea, or case. Moreover, we will never know everything about any topic, because practice derives from multi-disciplinary sources and multiple ways of knowing. Many assessment tools and interviewing skills are available to the clinical social worker within a mental health setting. This paper will examine one such assessment tool, the competency based assessment, and its applicability in a mental health setting. A comparison will be made between this advanced assessment method and a generalist social work assessment. Interviewing people who have mental health concerns can offer challenges for clinical social workers. Several interviewing techniques that can help with some of these challenges will be outlined.

For this program outcome I chose my curriculum analysis paper from CUR 512, Curriculum Analysis and Planning. In this course we defined curriculum, the aspects that are considered when writing curriculum, the theoretical perspectives found within curriculum, and the goals of the curriculum. By writing this paper, I was able to focus in on a unit that I teach in third grade social studies to get a full picture of the curriculum. I was also able to see the complex issues surrounding the curriculum that I never previously noticed.

I have a CNOR certification. Therefore, the organization I picked is Competency and Credentialing Institute. It provides CNOR (Certified Perioperative Nurse), CSSM (Certified Surgical Services Manager), CRNFA (Certified RN First Assistant), CNS-CP (Certified Perioperative Clinical Nurse Specialist) and APRN (Advanced Practice Registered Nurse).
In classrooms all across America, students sit perched over their desks in the process of taking standardized tests. As the students take the tests, teachers pace nervously up and down the rows of their classroom, hoping and praying that their students can recall the information which they have presented. Some children sit relaxed at their desks, calmly filling in the bubbles and answering essay questions. These children are well prepared and equipped to handle their tests. Other children, however, sit hunched over their desks, pondering over questions, trying to guess an answer. They struggle to recall information that has been covered many times in class, but they can’t.

I did not include competency 005: The principal knows how to advocate, nurture, and sustain an instructional program and a campus culture that are conducive to student learning and staff professional growth because it was not directly related to information provided in this article. While dealing with personnel in a fair, legal, and ethical manner does affect the campus culture, the discussion of various laws within this article did not include any of the subsections under competency
Competency-Based Credit System (CBCS) is an emerging higher education model expected to significantly improve the education system. It provides an opportunity to personalize the learning process in higher education by means of providing a proper direction while choosing the subjects, and in assessment. Competency-based programs allow students to demonstrate academic competence through a combination of assessment and documentation of experience to gain academic credit. In this model, the students can learn a given topic or subject in any mode but have to take systematic examination/evaluation of their knowledge or skills in an accredited University to get qualify for the higher level of study.
