Alisha is caring for the children. Alisha is Dakota's grandmother by marrieage. His mother (Ashley) is married to Alisha's son (Kenneth). There are concerns about the home being filthy. The home was not like this last year. It has been this way since Tracey and her children moved in 6 months ago. According to the reporter, Tracey and her children went to court in Smith or Covington County and they were suppose to move out due to the home being filthy. A worker named Miss May from Smith County told the reporter that she saw Dakota when they were in court. She said Dakota looked filthy like he hadn't bathed in days. The reporter stated she contacted Covington County and was told to call the hotline and they would give her a call but they never did. Tracey wasn't there when the reporter last went to the home. Tracey was put in a nuthouse but her children were there. From the reporter's understanding, Tracey is out of the nuthouse. Alisha got custody of Dakota a year ago when taken from Ashley. While at the home two weeks ago, the home smelled like cat and dog feces. There was stuff everywhere. Dakota's room had clothes all over the floor. It looked like a garbage bin; there was trash everywhere. It's unknown how he sleeps in there. He is responsible for cleaning his room but he said he doesn't because the children will trash it again. There is another room where the clothes are stacked halfway to the door and you can't open the door. It's unknown who suppose to clean that room. There are holes beat in the wall. February 16th, 2018 approximately 1302 CSW Anderson arrived at the residence of 2149 Farmcrest Drive, Arnold and met with two female occupants later identified has Angela Whitter and Judy Laube. The home belongs to Judy Laube where Judy Laube said she lives there with her daughter, Angela Whitter, and Judy Laube’s’ friend, Denise Barnett. Judy Laube said she is currently receiving food stamps and other benefits from the state where she does not have financial difficult to aid with Mrs. Whitter if Tyler were to move in. Mrs. Whitter too, receiving other benefits from the state and does not have a financial concern to place Tyler in their care. Mrs. Whitter added that she can enroll Tyler in the Fox School District where the bus is accessible and the school only two blocks away. CSW Anderson inquires the separation of Mrs. Whitter and Tyler; Mrs. Whitter specified that the day after the wedding her ex-husband (Carl Whitter) move to Ohio and left her to stay with her in-laws (Diana & Alan Whitter) and Tyler. Reporter see the children everyday. Reporter cooks enough for the children to eat. They were eating bologna sandwiches and cold cuts. The children are being clothed. They have clothes at other people homesdown the street. A woman put them out because the mother and grandmother curse and beat on the children. The children curse back at the mother and grandmother. While making the report, the reporter seemed to be very hurt, stating she is going to her hurt mother as she has done to her. Pearlie filed a report against Takeyla stating drugs were being used in the home of crack and cocaine, by Takeyla's husbad. Pearlie had Takeyla kids for three days, and will not return them. The reporter contacted DHS and found out there is a caseworker involved, and DHS was going to put her kids in Pearlie's custody on 10-20-15. The reporter stated she wanted to make a report on Pearlie, stating "I’m finna do the same for her". Brandon M: Client reported that he did not go to jail this week for his 5 days again; this time because his public defender did not bring the paperwork they needed to process him to court on Friday as she was supposed to. Therefore, he should be going next week. This delay with going to prison has created more anxiety, than his usual, and the anticipation has him stressed about gaining employment then having to tell them he must take off a week. Being that he went to the job fair at the Double Tree, he has been active with that pursuit and hopes something happens for him soon since he does not have the rent money. The priorities he listed are to remain sober, get a job, obtain shelter, get through Treatment Court, and find happiness.
The worker contacted Brittany Coleman, the sister of Jessica Farrand. Mrs. Coleman stated” I don’t think the children are being properly taken care of because Jessica is erratic, emotionally unstable, and she and Steven Burke both have a drug and alcohol problems”. Mrs. Coleman stated “Jessica is in an abusive relationship with Steven and he has put a gash on her forehead so bad my mother had to take her to the hospital. On 2/13/18, Hennepin Child Protection accepted a report alleged neglect, failure to provide shelter, environmental hazards Brandeja, Brandeon, Branden by mother, Latisha Harris. On 4-17-18 it was reported that Latisha was hospitalized for her mental health and possible drug use. Per reporter police reported that the family lives in a “garbage house” when they picked her up but there was no other information regarding the condition of the home. Per reporter the children were being cared for by their grandmother while their mother was hospitalized.
Per Reporter: Davon has been out of school for a year; he has never been enrolled in school. Davon roam the street all day and night. Davon walks around with a machete. Davon likes fire and guns. According to the reporter, Richard took their 2 boys last year around June. She has only seen them 2 times since then. Richard said he was going to Mississippi for a week but he didn't come back. They both have joint custody. The reporter doesn't want her children in the system but CPS will see everything she is talking about. There are a total of 6 people living in a 2 bedroom apartment. The reporting party (RP) stated her nephew 42 year old Austin Bourland is being evicted from the facility without proper notification. The RP stated the eviction notice was not served to the resident but sent to the payee. Resident was not made aware of the eviction from the facility. The RP stated the facility is making false accusations against the resident in an effort to get rid of him. The resident is accused of using drugs which the RP stated is false. According to the RP if the resident was using drugs he would become very psychotic and unmanageable. The resident locks himself in his room to prevent facility of false accusations. REPORTER: The reporter/ anonymous called with concerns for the four victims, Colton, and three unknown males. According to the reporter, Kelly is in Burnsville 4 nights a week. The reporter said, a couple of months ago, Kelly and Matthew (boyfriend) was in Corinth, MS stealing a trailer. Matthew was driving the car, and “he slung the baby out of the car seat onto the floorboard”. The reporter said Matthew took off running and called someone to pick him up. Kelly was passed out in the front seat, and she was arrested. The police department called Human Services to pick up the baby, and they called the grandmother to come and get the child. The child has missed several days of school but she’s not school age or required by law to attend school. Three weeks ago Tori showed the reporter a cut on her right arm and when asked how she got cut, the child told the reporter Nick’s daughter wanted to see blood and cut her with a knife. The cut has healed and the child did not need any medical treatment for the bruises. Meth is used and manufactured in the home; drugs are in and out of the home. Tori is left unsupervised while her mother is high on drugs and could wander from the home and into the Mississippi River. No reports have been made to DHS or law enforcement. REPORTER: The reporter/father (W. J. Coleman Jr.) called to report verbal and physical abuse. On Sunday, the reporter contacted Law enforcement, and they went out to the home; the police officer suggested that the reporter contact DHS. According to the reporter, Tonya (mother) slaps the child in the face (unknown when/on going). It is unknown if the child had any visible marks or bruises.
