PER REPORTER: Kim Kim gets beat by the mother and the grandmother. They beat her with their hands and fist. They hit her in the head and slap her in the face. Per reporter, they messed her eyes up andthey are crossed up from being beat on the head. Kim Kim is lied on by the small children and the mother takes their side. Per reporter, Kim is sickly and has asthma. She needs her asthma medicine but the mother has not gotten it. Ralph goes with the mother and grandmother. Ralph is smoking crack around the children. There is traffic and men in and out of the home. He buys drgus. The grandmother and mother don't do drugs. It is unknown if the children have been harmed or hurt due to Raplh using drugs. Reporter see the children everyday. Reporter cooks enough for the children to eat. They were eating bologna sandwiches and cold cuts. The children are being clothed. They have clothes at other people homesdown the street. A woman put them out because the mother and grandmother curse and beat on the children. The children curse back at the mother and grandmother. The mother tells the grandmother don't hit my damn children. Mom tells the grandmother she will buss her in her face. This happens everyday. The grandmother is sickly. Per reporter, if it wasn't for the grandmother, welfare would have been got the children. Reporter stated Larry is not in school anymore because he was kicked out for fighting. Larry cursed the bus driver out and he can't ride the bus anymore. Per reporter, the family has no where to stay. They are living in an abandoned house. Reporter has discused the concerns with the mother. Mom was told the police would be called. Mom said it's her damn children and she do what she wants. A man calls the children his grandchildren. However, because there are such violations of children taking place there must be a system set up that protects and serve children. One of the most shameful thoughts in my judgement is that of a parent(s) or guardian behaving as though that children are their property, and can be disposed of as such. Children are not something that is replaceable like a house, animals, money or other material possessions. Children although this is happening, are not to be sold for profit or to settle a debt. This shows that the relationship with the mother and kids was very unstable in a way. The children then went out their way to pull a prank out in the street and risk Tiffany, the youngest sibling’s life. This was very dangerous but the children did not give off any fear from attempting the act.
When children come into the custody of DCFS and are placed into Foster Care they are scared, confused, lonely, and usually conditioned not to tell when they are being mistreated. Most of the children that come into “the system” have learned to accept abuse as normal or natural and are unaware that they are even being mistreated. Therefore, when they are placed in homes where this is occurring it is not in their nature to speak up. Once they are removed from their parents, they are solely reliant on the department for their protection and it is the department’s responsibility to provide that protection which has not always been fulfilled by the department or the foster care agencies. A report was received on 06/05/2017 alleging that the mother (Hermionne) left Ashante (C-V 17) with a non-relative since 02/2017 without any legal rights. According to the report, the mother refuses to take her child back home and will not engage with Ms. Aarons (caretaker) to provide legal documentation for the child to be enroll in school and taken to a Primary Care Physician. Ashante has not been is school for the past 4 months and are unable to enroll in school without paperwork. According to the report, Ashante self mutilates her arms, and the mother refuses to get counseling. The report indicates Ashante was to follow-up with a Cardiologist for a chest pain and the mother refuses to take her to the doctor.
Scott was referred to the Department of Child Protection Services (DCPS) on January 12, 2012 by school personnel calling the Child Abuse Hotline for possible Abuse/Neglect/Exploitation. The presenting problem the reporter stated in the original report that the children are always smelly, sick, and dirty. They have been wearing the same clothes to school for days at a time because there is no washer or dryer in the home and no income for a laundry mat. The children have missed numerous doctor appointments. When children arrive at school they are always hungry and anxious to eat. This is possibly the hardest assignment I’ve had to do to date. It’s difficult to examine how much this little boy had to suffer at the hands of his father. The crimes that took place here were more than abuse. I believe that the case worker is culpable for refusing to protect the child and should have been disciplined if not charged with a crime. The mother deserved a more severe sentence for allowing this abuse to go on for so long and should have been charged as an accessory to the crime. This case did lead to outrage and sweeping legislation in the state of Washington was enacted. Most of the legislation was aimed at allowing and even mandating that child protective services make protecting the child a higher priority than keeping the family together.
If I were the child protective services worker that was working and involved with the Krasniqi family I would have done several things differently. There are several themes and concepts in this case that should have been dealt with differently than how they were. In particular there are three that I would reexamine first. I would reexamine and address the cultural competency of the workers and the agency. Next I would reexamine the religious competency of the works as well as the agency. I would also look into alternative placements for these children to go to. Within this essay I will examine certain mistakes that were made by child protective services and law enforcement.
The lawsuit transpired against Department of Human Services in Mississippi because the system deserted the children. In this case, a young girl named Olivia Y was abused by her mother and the foster home. While taking her out the home at the age of three, the system continually neglected her. Department of Family Children Service failed to present Olivia with adequate medical and health support. “This case is alleged that Mississippi’s foster care system was failing adequately to protect children in its custody and provide necessary services in violation of their federal constitutional rights (www.mdhs.state.ms/olivia-y-lawsuit/”).
Child welfare systems have always had a history of providing suitable care for children. However, what makes that façade believable is the fact that they are covering up the children who were never given a fair chance to begin with and who have slipped through the rapidly widening cracks. The system needs to concede and make amends to the wrongs they have caused. The child welfare system need to adduce the reevaluation of their procedures to ensure the better interest of the children in their care.
The tone set by these article is one of hopelessness with no voice for children in that time who did not have a strong family presence. It was as if the children did not matter and no one took into account that they would one day be the future. We still hear about child abuse from natural parents as well as foster homes. However, making these conditions public with a message that we do not accept it has helped keep these places under better scrutiny to prevent abuse. I believe that if there had been more visits from local agencies to check on the way the home was run would have limited the power the guards had. Too often the case, children, living in families with incomes below the nation’s poverty line, are limited to criminal activities, low-level education, and blue-collar employment. Furthermore, years of economic strife in the United States have invited a cycle of poverty to predetermine the lives of children in poverty-stricken families, where they are raised with insufficient care and inadequate resources in unstable environments. Adriana, a 24 year old single mother in New York, found herself in a Brooklyn shelter for domestic violence victims with her infant daughter, not yet two. The separation from her abusive boyfriend left her with nothing. “I was trying to get a job, trying to get my life together,’’ she says. On the night of March 18, Adriana asked a friend to watch her daughter while she picked up some diapers from Target, but as she left the shelter, a staff member called the police since it was past curfew. Adriana was charged with endangering the welfare of a child, and the bail was set at $5,000. It is known that the children are unable to determine their life circumstances, their families, and care solely for themselves without supervision. With this being said, children have little to no jurisdiction in determining the situations that they are confronted with. Most of the time when we ponder child poverty we think of low-income families or lack of food in the household, but it extends beyond that to “an environment that is damaging to their mental, physical, emotional and spiritual development” (“Children Under Threat,” 2005). Unfortunately, the prevalence of youth poverty in the United States may seem uncommon to those who are personally unaffected by the crisis; however, statistics show that 15 million children (21% of all children) live in families with incomes below the federal poverty threshold (Child Poverty, 2017). Moreover, when considering the demographics of impoverished children the following are true: a child in the U.S. has a 1 in 5 chance of being poor and the younger they are the poorer they are likely to be, and a child of color is more than twice as likely to be poor than a White child (Child Poverty, 2017). Research proves that poverty is the single greatest threat to a child’s well-being as it decreases the likelihood of a child graduating from high school, and it increases the chances of them becoming involved with the criminal justice system (Ending Child Poverty Now, 2017).
The reporter said if she has so much money, why is she on food stamps and drawing a government checks. The reporter said Matthew slaps Kelly around, and if the children are with her, he would slap her around in front of them. Then, the reporter said Kelly mainly has the baby (Colton) with her because she is making Matthew believe this is his baby. The reporter said she’s using the baby to keep Matthew around so she can get drugs. The reporter said one night, Kelly left the baby in the car and he was crying so badly, Dana Johnson went and got the child out of the car because Matthew and Kelly were fighting. The reporter said Kelly didn’t even know that Dana had went and got the child. The reporter said Matthew works on cars, and he lives in Burnsville going north towards Tennessee by the 12 Trucking Company next to Newcomb. Miesha is a 26-year-old African American female. She grew up in a single parent household in Collins, MS with her younger brother. Miesha’s mother worked two jobs and slept most of the time when she was at home. Miesha does know her biological father, however, he has been in and out of her life. Until the age of eighteen, Miesha regularly attended Our Kingdom Come Baptist Church, while living with her mother. Miesha is a high school graduate and is currently unemployed. She receives Temporary Assistance for Needy Families (TANF), Medicaid, Section 8 and Supplemental Nutrition Assistance Program (SNAP) benefits. Miesha has two children, a son age 10 and a daughter age 5 by two different men. Miesha is not married; she is currently cohabitating with a man she has been dating for the past year. Miesha’s live in boy-friend sells drugs out of her home. Miesha states that he is mentally, verbally and physically abusive to her and has recently started being physically abusive towards her children.
