On 10/30/2016 at 0251 hours Ptlm. David Stamets and I were dispatched to the unit block of S. White St. for multiple males in the road fighting. We arrived on scene and I observed three males walking toward Main St. I instructed the males to stop, but they did not comply with my request. The males looked back and continued to walk away. I again gave verbal commands for them to stop, two of the three males stopped, while one continued to walk away. I walked to the two males who stopped while Stamets proceeded in the patrol car to make contact with the third male, who he caught up to.
The two males who stopped for me were identified at Jermaine McNeil 17 y.o. and Robert Ryan 18 y.o. The third male stopped by Stamets was identified at Sergio

When Stamets spoke with Sergio he admitted to drinking alcoholic beverages and being in possession of marijuana. Sergio reached in the waiste band of his shorts and handed Stamets a clear bag of suspected marijuana. Sergio had a backpack on him which was later searched by Stamets before transporting the males and bag to their residence. The search revealed an additional clear plastic bag containing suspected marijuana and Two (2) bottles of alcoholic beverages. A bottle of Ciroc Vodka, which contained a 35% alcohol volume, and a bottle of Hennesy, which contained a 40% alcohol volume. The three males all admited to consuming alcohol.
Sergio and Jermaine were placed in the back of our patrol vehicle and transported by Stamets and I to their residence. Sergio and Jermaine were both released from police custody to there parents and guardians, who were notified and explained to what happen. Robert was placed in the back of Ptlm. On 11/6/2017 at 1400 hours, I Officer Graves, responded to 735 E Haggard Ave Elon, NC 27244 in reference to an assist. Upon arrival Detective Turney, Lieutenant Sweat, and Officer Peters were at apartment K executing a search warrant. I was requested to remain outside of the residence at the front door. At 1426 hours Captain B. Tillotson entered the residence and left at 1441 hours. At hours Officer Peters released Jacy Loshin from the premises after issuing a citation. At 1455 hours Officer Chavis entered the residence and remained until the search warrant execution was completed at 1530 hours, when all remaining officers cleared.
On 02/27/2017, I, Dillon Dickerson, badge #155, was working as a Patrol Officer for the Wichita State University Police Department (WSU PD), in Wichita, Sedgwick County, Kansas. At approximately 2300 hours during our shift briefing second shift advised we may have to do some follow up to a case they had earlier in the shift. Officer Ben Gabel #152 was the one who took the case. Officer Gabel advised there was a Battery case which happened earlier in the day. This case involved two students. Officer Gabel said there may be a male student by the name of Mekeal Simmons making contact with WSU PD. Officer Gable stated the female half of the Battery (Jessica Johnson) would be leaving campus around 0130 hours to return to Texas. Officer Gabel advised he told the female half to call WSU PD and we would come out there to make sure she was safe while she packed up her items. Officer Gable also said he was in contact with Chief Sara Morris #113 and she was aware of the case. Officer Gable said if we do have contact with the male to get a statement from him and to contact the Captains or Chief.

I notified dispatch that Officer Albert and I were out at the RSC. I parked our patrol car on the north side of the RSC and entered the north door. I heard Officer Smith on the radio say he was out with the subject near the Credit Union. I observed from across the RSC Officer J. Smith and Officer R. Faison standing next to a black male all the way by the Book Store. As I walked closer, I could see the black male with both of his hands up in the air and he was getting down on both of his knees. On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Immediately after Stamets stopped the vehicle Your Affiant positioned his vehicle on the 100 block of South White Street near the Oak Street intersection facing southbound. When exiting my vehicle your Affiant observed a gold Pontiac sedan accelerating northbound on South White Street at an unsafe speed towards Stamets and your Affiant's location.
I informed Schinker that I was talking to him because he came through the security station with an odor of marijuana on him. I asked Schinker to explain what was going on tonight. On August 23, 2014 Sgt. Lavelle was assigned to the 83 Precinct. She was present for duty at 0800 hours as the domestic violence Sergeant and she conducted several home visits. At 1450 hours she was post changed to the 83rd Precinct desk and she assumed the duties of the 83 desk office. Sgt. Lavelle remained as the Desk Sergeant for the entire tour. On Sunday November 24, 2016 at approximately 16:02 hrs. Officer L Wilkerson and I Ofc. R. Holcomb were dispatched by dispatcher B Coleman to 304 Hopkins Drive in reference to a disturbance. Upon my arrival I made contact with Ms. Shawntavia Lucky (complainant) who stated that her son Mr. Jousha Lucky (victim) got into a physical altercation with two black males.
There are two Ps (Vance Williams and Rick Williams); they are brothers. P alleges that they were walking on the sidewalk with a friend, Davon Carr (non-party) when undercover officers stopped them. Ps allege that MOS questioned them about guns. P Rick Williams alleges that MOS Ashby grabbed him and slammed him to the ground. P Vance Williams states that MOS was punched him in the neck causing him to have an epileptic seizure. P Vance Williams alleges that MOS maced him. Ps allege they were taken to the 67th precinct. P Vance Williams alleges that at the precinct his request for medical attention was delayed. MOS Ashby states that he observed Ps Rick Williams and Vance Williams with open containers. On 05-11-16 at approximately 1800 hours, I was dispatched to a concerned citizen in the justice training center neighborhood. I arrived at 1810 hours and a white male adult with a mustache approached me, later identified as W01-Walker. He said his neighbor was being a nuisance because the couple living there are always arguing. W01-Walker said, “It is a necessity that you go talk to my neighbors” and “this neighborhood was livable before they moved in.” I radioed dispatch that there was a possible domestic violence dispute next door and told W01-Walker to stay inside. My partner arrived and we went next door.
While enroute I learned Trooper Dingman was out a 30 Marie Ave investigating. I arrived and found Trooper Dingman speaking with a male & female inside of apt. #1. Trooper Dingman briefed me there was an altercation between Linda Showalter, Jessica Goose, Eli Raisch, & Valerie Hartmann. Trooper Dingman stated there was a call for service about 46 hrs. ago where Valerie reported a family member of Jessica’s was inside Valerie’s cleaning when she was accused of stealing pain medication. Valerie & Linda then confronted Jessica & Eli about it, and an argument ensured.
On March 17, 2016, at 1:41 P.M., officer T. Cramblett CPD#1191 was dispatched to he area of Sharon Woods Blvd. and Brookhurst Ave on a narcotics complaint. Radio was advised by a known caller that a white Chevrolet Malibu, occupied by two white females, was parked on the street and were involved in the sales of narcotics. Officer Cramblett was responding to the area when he observed a white Chevrolet Malibu traveling south bound on Beechcroft Rd. Officer G.Meyer CPD# 2333 had also been dispatched on the run, and was traveling north bound on Beechcroft Rd., when he observed the vehicle ,traveling south bound, and aired with radio that it was occupied by two white females. Officers Cramblett observed the vehicle turn east bound onto E. Dublin Granville Rd then initiated a traffic stop just west of Maple Canyon Ave. Officers Cramblett and Myer approached the vehicle and made contact with both occupants advising them of the nature of the stop and asking for

MSTT met with Sergio to discuss his concerns regarding Celso visiting his mother. Sergio expressed his concerns with Celso visiting his mother in Utah and not returning home. Sergio explained he believes Celso is also planning to visit Utah without his permission because of these concerns he contacted his lawyer to see what his options are if Celso decides to leave with his brother . Sergio expalined he does not want to call the police and set an amber alert for Celso but if he leaves thatis what his is going to do. He explained his lawyer told him that was he only option because if Celso makes it to Utah and does not want to return he would have to attend court just to get him back. MSTT and Sergio examined how to prevent Celso from leaving
