This article makes up Chapter 1 of the free, open access book titled, Information Systems: A Manager's Guide to Harnessing Technology, by John Gallaugher. In November 2013 the Department of the Navy (DON) Chief Information Officer (CIO) issued a memorandum of distribution titled, Department of the Navy Information Management/Information Technology/Cyberspace Strategic Objectives for Fiscal Years 2014 – 2018. This brief three page document lays out six objectives for a strategic plan for the Navy’s IM, IT, and Cyberspace interests. My paper will look at two of those objectives, reduce software application spending by 40 percent from FY13 levels and improve transparency, accountability and execution of IM/IT investments on the strategic planning and operation of the Research, Development, Test, and Evaluation (RDT&E) environment at Naval Surface Warfare Center Panama City

The governor was blaming the assembly of postponing the appropriation of money for frontier defense by demanding to include the Penn lands in its taxes and thus generating his intervention. Marine Online (MOL) is a computer based information system that is used throughout the Marine Corps. In the Marine Corps, this system enables all military and some civilian personnel the capability to access their electronic personal record which retrieves information from Marine Corps Total Force System (MCTFS). The military and CIA grew its capabilities in all aspects of it operations, some of the biggest included electronic surveillance and electronic countermeasures. Aircraft for specific electronic warfare missions were created and some existing aircraft were modified for the electronic warfare mission. The Department of Defense (DoD) considers open-source software comparable to commercial, warranting attention during purchase decisions (O’Brien & Marakas, 2011). Open=-Source software is outlined as a software in which the code is available to use, make modifications, and distribute to other users. It also allows users to fix issues upon occurrence in place of waiting for the developer to resolve. This is beneficial not only for the DoD, but interfacing companies as well. By taking advantage of Web based services, development times and costs are reduced. This type software also eliminates companies which deal with the DoD from meeting specific requirements with other programs.
