INVESTIGATION: On 12-02-15, at 1530 hours, Officer Cass #2067 and I arrived at 488 N. Raymond Avenue for a residential burglary investigation. On 08/20/2017 at 1002 hours FTO Wheeler #4361 and I responded to St. Luke’s Hospital emergency room entrance, on 3555 Cesar Chavez St., regarding a women in a hospital gown trying to break the caller’s vehicle window with a brick. Officer Wheeler and I were in full police uniform driving a marked patrol unit when we responded.
I notified dispatch that Officer Albert and I were out at the RSC. I parked our patrol car on the north side of the RSC and entered the north door. I heard Officer Smith on the radio say he was out with the subject near the Credit Union. I observed from across the RSC Officer J. Smith and Officer R. Faison standing next to a black male all the way by the Book Store. As I walked closer, I could see the black male with both of his hands up in the air and he was getting down on both of his knees. When I got to the Credit Union, I saw a set of crutches and a black bag laying on the floor. I told Officer Albert to stay here with these items as I continued to go behind the black male. On August 23, 2014 Sgt. Lavelle was assigned to the 83 Precinct. She was present for duty at 0800 hours as the domestic violence Sergeant and she conducted several home visits. At 1450 hours she was post changed to the 83rd Precinct desk and she assumed the duties of the 83 desk office. Sgt. Lavelle remained as the Desk Sergeant for the entire tour. On Thursday, August 31, 2017 at approximately 2232 hours, I was dispatched to a residence across the street from 2220 University St in reference of a suspicious person inside of a black truck. Upon arrival I spoke to the complainant Ms. Delisa Smothers. Ms. Smothers stated that at approximately 2230 hours, an unknown black male went inside her neighbor's truck located across the street at 2221 University street.
Mr. Perez and his wife Mrs. Perez are the current homeowners of 503 Treehouse Court in Fort Washington, Maryland. The home is utilized as a rental property and Mr. and Mrs. Perez serve as landlords. During the interview, Mr. Perez was asked to confirm the identity of Miya Ford via her a photo provided by the State of Maryland Department of Motor Vehicles (DMV). He was also asked to confirm the rental property in question by identifying a photo of the house per Google Maps. Following the acknowledgement of Mrs. Ford and the rental property, Mr. Perez provided Investigators with some background information in regard to his former tenants Mrs. Ford, her husband, Gregory Raspberry and their children.
Upon our arrival, Officer Ramirez and I witnessed the front door to the residence had been forcibly opened and was left wide open. On 12-05-17 at approximately 1017 hours, I responded to 442 N. Los Robles Avenue regarding a psychological evaluation. PPD Dispatch advised that a female, White was yelling incoherently at the above location. Officer Gawlik #3116, Officer Herrera #3595 and Officer Killgore #7231 were on scene prior to my arrival.
City units were dispatched to a call of a disturbance at 938 Water St., apartment 206. The RP said they did not see the disturbance/argument, but could hear yelling and banging around. The RP said that they went in the hall and could see the front door to the apartment smashed in. The RP also said that the male half is named Gary and owns the Tattoo parlor down stairs around the block. The RP advised that the female half is named Tiara.
On July 04 2017, at approximately 6:34PM I, Sgt. Bowring was investigating criminal mischief that had taken place at Lake Holbrook near the point. While myself and Deputy George where speaking to two individuals possibly involved in the criminal mischief an unknown female advised Deputy George that there was a fight in the Men’s Restroom that was located approximately 20 yrds away from our location.
Deputy Strange responded to 1073 Ironsides Avenue in reference to a burglary of a conveyance. Deputy Strange followed proper directions to the location and used the right radio codes. Upon arrival, Deputy Strange parked at a safe distance and approached the resident on foot. When contact was made with the complainant,
I then made contact with Officer Catlin and other Officers on scene. I was given the name of the decedent James Wyatt Welker, white male, 5/29/1973. I was advised the residence was secured. The owner of the property was the person who unlocked the door and located James Welker. Officer Catlin advised the home owner used a spare key to unlock the door.
I was looking at a company called BH Drywall. I have a great working relationship with the Owner and will be having lunch with him on Wednesday to discuss a future, possible, employment. What I really need to do is discuss with my Executive at GE Johnson, Scott Boner, about my working relationship with my PM. I truly enjoy working for GEJ, but I'm not getting the help I need in the special project division. I'm appreciate the heads up and I have talked to Jason a time or two. Seems like a good guy.
