Institutional racism has solidified its position into various aspects of American society. It has installed itself into employment practices, all levels of education, healthcare, housing, politics and the criminal justice system. Institutional racism has made some subtle changes to replace the boldness of slavery and Jim Crow. However, in educational institutions the effects of racism and discrimination are so delicate they typically go unnoticed by students of color. Individual racism usually happens on the personal level where the prejudice is expressed either consciously or unconsciously while there is some form of interpersonal encounter. When it comes to institutional racism it is similar to the individual concepts, however policies and practices are associated with with the belief of racial dominance of one group over another. It is a powerful system that use race to determine power and privilege(Reynolds et al., 2010). Even after the desegregation of school, educational institution are still separated. In Shelby County where I have lived since 1999 there are schools for minorities, and there are schools for whites. The schools for minorities in the city of Memphis have police officers walking the halls and there no books for learning. There are higher numbers of Whites students enrolled in private, charter, and magnet schools in the more affluent segments of the county. They will be exposed to the advantages of a proper education because of their race and privilege
Racial formation is a vast sum of signifying actions and social structures that clash in the creation of complex relationships and identities that is a labeled race. Throughout the history of the United States, a large array of strategies was engaged in regarding education that took advantage of nonwhites. Since policies by those who supposedly “protect our rights” attempted to eradicate social, economic and cultural aspirations, dominated groups were more often than not suspicious of the school 's interests. According to John Ogby, “children from dominated cultures often failed school because they considered the school to be representative of the dominant white culture” (Spring, 101). People have been stereotyped into a certain group because of their skin color or they have been discriminated against because of how they dress, their name, or even their hairstyle. Minorities such as African Americans deal with this type of racial discrimination every day because of their skin color and the way they might sound despite if they do not sound as the way they appear. For example, if an African American person walked into an interview dressed nicely and clean and a caucasian went in for an interview dressed just as nice and clean, the Caucasian application is more likely to get the job and receive a higher rating than the African American applicant. (Zimmerman) It might seem to the naked eye that minorities in general somewhat have the same opportunities as Caucasian people but in fact they do not really have them. All in all, there is still racial discrimination in America and African Americans do not have the same opportunities as Caucasians in housing, education, and jobs.

Furthermore, it speaks about segregation and how it currently exists in different ways. Additionally, it speaks on how segregation not only exist in one school, but it likewise exists across the school districts. Do you ever believe that you have been a victim to a microaggression and there was nothing ever done about it? A victim of institutional racism that made you feel doleful and surly? Institutional racism happens a lot, but not as much as microaggressions, but a lot of people wonder why they get this type of vibe from white supremacist. These are the same people in the same country, with the same daily schedule but somehow they judge people based on their skin color. Some reason you aren’t allowed to lead this country if you are any other skin than white. There's a lot of racism in America, and a lot of people really wonder will the microaggressions, microinsults, the institutional racism will ever stop. People look at our president Donald J. Trump with his campaign of “Make America Great Again” does he mean the bad times for the African Americans? The bad times, for the Asian Americans? Do white people in general categorize all cultures/ ethnicities other than white as minorities? In 1954 the Supreme Court saw a case called Brown v. Board of Education of Kansas. This case was about segregation of public schools but before this was to be found unconstitutional, the school system in Kansas and all over the United States had segregated schools. For example, Topeka Kansas had 18 neighborhood schools for white children, but only 4 schools for African American children. (Brown v. Board of Education) Many people believe that the problem is no longer existent; however, many present day African American students still attend schools that are segregated. This problem goes all the way back to the 18th and 19th centuries when slavery was prevalent, yet still to this day it has not come to an end. Complete racial integration has yet to happen in many areas. This problem is not only in the Kansas City School District, but all over the country. The segregation of races in schools can impact a student’s future greatly. The Kansas City school district has been known to have the most troubled school’s systems for a long time.(Source) I’m sure the school board is well aware of the problem of racial inequality that is before them, but I will help them become more aware of the problem and how it affects a student’s future. When President Richard Nixon began the Drug War in 1972, he did so knowing full well that it would be done in a racist fashion and acknowledging it on his own tape recording system as PBS showed us. Racism causes individuals to devalue themselves, and can lead to self-hatred. Numerous surveys and experiments conducted by researchers have shown the long-term effects of racism on different ethnic and racial groups. In surveys conducted by Camara P. Jones, research director of Social Determinants of Health for the CDC and a specialist on the health impact of racism, she found out that white people rarely spend time thinking about their race during the day. "But 22% of blacks surveyed said they constantly think about their race, and 50% said they think of race at least once a day – they are constantly reminded of their blackness," Jones claimed. "That has a profound effect on health" (“Racism Is Harmful To Your Mental Health”). As racism
American society likes to believe that race relations in our country are no longer strained. We do not want to hear about the need for affirmative action or about the growing numbers of white supremacist groups. In order to appease our collective conscious, we put aside the disturbing fact that racism is alive and well in the great U.S.A. It hides in the workplace, it subtly shows its ugly face in the media, and it affects the education of minority students nationwide. In the following excerpts from an interview with a middle class African American male, the reader will find strong evidence that race plays a major role in determining the type and quality of education a student receives.
We have come to understand public education in the United States as a core principle of one’s rights as a citizen in spite of it not explicitly guaranteed within the Constitution. Despite the passage of the 13th, 14th, and 15th Amendments, we continue to witness the fight for complete and total integration within our public schools and thus, racial equality. The 14th Amendment forbid states from denying any person within its jurisdiction the equal protection of the laws, but was unclear in terms of it’s exact intention with respect to public education. As a result, were unable to see the effective use and enforcement of the 13th, 14th, and 15th Amendments until approximately the 1940s for a number reasons, but I believe that structural racism is the foremost cause. Today, we find ourselves struggling to achieve full integration within our public school system due to the covert intentions behind structural racism and therefore, it’s ability to overpower the law. Structural racism has the ability to impact legal authority in such a way where we end up with a lack of appropriate enforcement legislation at the Supreme Court level and a lack of acknowledgement and remedies for de jure segregation and thus, it is the primary cause of the current segregation within the American public school system.
Institutional racism on the other hand is far broader in context and more complex. It refers to the ways in which racism has infiltrated into social institutions which govern, discriminate and oppress various groups within that society based on their race (McConnochie et al, 1988). These institutions within our societies, such as schools and healthcare services, use racism in a systematic manner which favours one group over all the others. Although racism as a notion is the same for both individual and institutional purposes, the consequences of the two are vastly different. Sociologists have argued that in the recent years racism has shifted from excluding groups on a biological basis, to more of a cultural basis of difference (Giddens, 2001; Van Krieken et al, 2010).

This problem really give a lot of pressure especially to the ethnic minorities in this multi-racial country. The fairness and equality that all of us are hoping for did not happen as we all imagine. According to the Malaysia's Racial Discrimination Report (2016) that was prepared by the Pusat Komas, the non-profit organization who studied the social behavior in Malaysia, their report said that the racial problem keep rising drastically starting last year.
