Systematic racism within education Institutions, such as the lack of adequate funding as well as subtle discrimination, continues to be the root of the problem that plagues this nation. Even though segregation was abolished in 1964, the lingering effects that remain are significant and cannot be passively mended. Although it is tempting to think that this prejudice is caused by a select few and not the many, it is clear that this problem holds more depth. Recent studies conducted by the National Education Studies (NEA) have proven that even in school’s African American students are often times targeted and punished at a significantly higher rate when compared to their white peers. The study states “Black students make up almost 40 percent of all school expulsions [in the] nation, and more than two thirds of students referred to police from schools are either black or Hispanic” (Blacks: Education Issues). Ultimately the lack of reliable resources and preparation from underfunded schools leads African American students into being unprepared for college and jobs, once again reinforcing a vicious cycle of poverty within the community. Gillian B. White, a senior associate editor at The Atlantic, wrote a chilling article regarding the systematic racism that is deeply embedded in the American school system. In the article The Data: Race Influences School Funding, White states “At a given poverty level, districts that have a higher proportion of white students get substantially higher funding than districts that have more minority students” (White). Even at their youngest stages of life, African American males are being told that they’re just following a path to jail from birth. Even figures that as a child you’d look up to are telling young black males that they can’t succeed in this world. The vice-principal of the Rosa Parks School when talking about a young African American male said “That one has a jail-cell with his name on it”. Education institutions are the ones who hold the power to decide and construct who has access to opportunities and resources needed to advance in our capitalist society. The system is setting up African Americans for failure from the start. “The racial bias in the punishing systems of the school reflects the practices of the criminal justice system. Black youth are caught up in the net of juvenile justice system at a rate of two to four times that of white youth”. The profiling starts at a young age as well, planning their future for them. The inequalities that exist in schools today result from more than just poorly managed schools; they reflect the racial and socioeconomic inequities of society as a whole. Most of the problems of schools boil down to either racism in and outside the school or financial disparity between wealthy and poor school districts. Because schools receive funding through local property taxes, low-income communities start at an economic disadvantage. Less funding means fewer resources, lower quality instruction and curricula, and little to no community involvement. This chapter elaborates on how racism has a negative impact on African American education, in which has been happening for many decades and is currently taking place. Furthermore, it speaks about segregation and how it currently exists in different ways. Additionally, it speaks on how segregation not only exist in one school, but it likewise exists across the school districts. It speaks on how segregation in these schools has a negative impact on students’ academic success and future success.
Public education has faced many extreme challenges and obstacles historically. Based on the films I’ve viewed I think the top issues were segregation and poverty. Segregation in schools started in the 1800s and continued until the 1960s. I learned mostly about the problems with segregation in the film A Struggle for Education Equality. In the film, it explains facts and statistics about children and how their lives were like. From around the time period of 1950-1980 schools were very much segregated and only ⅗ of students graduated and 50% of them went to college. The fight for equality in schools began in Topeka Kansas where high schools became integrated. Elementary schools, however, were not integrated and still segregated. The NAACP tried to have 13 parents try to enroll their kids into white school but of course, it failed because of segregation. Linda Brown was one of the children in the experiment and that’s when the Brown v Board of Education of Topeka of 1954 was created which banned the inequality in schools. The southern states still had segregation problems, unfortunately, but the Elementary and Secondary Education Act gave 4 billion dollars of aid to disadvantaged children and around 9 years after that, 91% of southern black children attended integrated schools. While the Civil Rights Movement is considered a success, there is still racism in the United States today, in which blacks are still viewed as overly aggressive and overtly dangerous compared to whites. The racism we are familiar with today is called “institutional racism” and is not only shown in workplaces, but in schools and courtrooms. Institutional racism is defined as a pattern of social institutions who give negative treatment to a group of people based on race. To elaborate on institutional racism, starting with pre-school, black children make up only 18 percent of the pre-school population, but make up almost half of out of school suspensions. In K-12 black children are three times as likely to be suspended than white children. Now moving to the court system, black children make up nearly 60 percent of children in prison and are more likely to be sentenced as adults than white children. These statistics show that black’s, even black children, are more likely to be viewed as dangerous and subject to worse sentences.
Education and economic justice were two forms of systemic inequalities that make inequality difficult to talk about. Education is a requirement if someone wishes to have a better life, but not everyone has access to quality education. In the U.S there has always been a battle, people of color have fought to be able to access quality education, (Philips, 2016: 130) they are constantly attending inferior and ineffective school where there are many distractions for students to be fully successful in the classrooms. Often these schools where children of color attend lack quality facilities, educational resources, and qualified teachers. Someone can’t help to notice that in general such unqualified schools are mostly in color people’s neighborhoods.
The first reading “Unaccounted Foundations: Black Girls, Anti- Black Racism, and Punishment in Schools” by Connie Wun explores the use of punishment in the educational institutions in order to highlight the racial formations theory that states that race is a permanent fixture but its criteria and implications are fluid over time. Although African American students are seen as a minority, they still make up a large percentage of the victims of formal discipline within schools for violent acts like fighting and nonviolent acts like chewing gum in class. The U.S. Department of Education Office for Civil Rights (U.S. Dept. of Ed-OCR) (2014) has reported disproportionately high suspension and expulsion rates for students of color. Literature in the field has verified Black students are recipients of inordinate amounts of discipline, which excludes them from learning opportunities in the classroom (George, 2015; Hilberth & Slate, 2012; Hoffman, 2012; Kinsler, 2011; McElderry & Cheng, 2014; Skiba & Peterson, 2000). The disproportion of Black students includes; males, females, poor students, and wealthy middle-class students, each punished more frequently and harshly than non-Black peers. (Adams, 2008; George, 2015, Hilberth & Slate, 2014, Kinsler, 2011).
A recent analysis was released based on 13 southern states where suspensions and expulsion rates are overwhelmingly higher for black students than they are of white students. The director of the Council of state Governments Justice Center, a nonprofit policy group, stated that “blacks are more likely to be expelled in situations where teachers or school leaders have discretion on deterring how to resound to behavior, such as when a student is deemed disrespectful or defiant or violates a dress code.” Educators are prepared for educating students but are not prepared to deal with personalities that they don’t understand. “People are doing their jobs or living their lives, and do not understand themselves as agents of oppression.”(Young pg.42) Studies have shown that students who are expelled or suspended are more likely to get into trouble and end up with criminal backgrounds, than students who are not removed from school. We have come to understand public education in the United States as a core principle of one’s rights as a citizen in spite of it not explicitly guaranteed within the Constitution. Despite the passage of the 13th, 14th, and 15th Amendments, we continue to witness the fight for complete and total integration within our public schools and thus, racial equality. The 14th Amendment forbid states from denying any person within its jurisdiction the equal protection of the laws, but was unclear in terms of it’s exact intention with respect to public education. As a result, were unable to see the effective use and enforcement of the 13th, 14th, and 15th Amendments until approximately the 1940s for a number reasons, but I believe that structural racism is the foremost cause. Today, we find ourselves struggling to achieve full integration within our public school system due to the covert intentions behind structural racism and therefore, it’s ability to overpower the law. Structural racism has the ability to impact legal authority in such a way where we end up with a lack of appropriate enforcement legislation at the Supreme Court level and a lack of acknowledgement and remedies for de jure segregation and thus, it is the primary cause of the current segregation within the American public school system.
Institutional racism has solidified its position into various aspects of American society. It has installed itself into employment practices, all levels of education, healthcare, housing, politics and the criminal justice system. Institutional racism has made some subtle changes to replace the boldness of slavery and Jim Crow. However, in educational institutions the effects of racism and discrimination are so delicate they typically go unnoticed by students of color. Individual racism usually happens on the personal level where the prejudice is expressed either consciously or unconsciously while there is some form of interpersonal encounter. When it comes to institutional racism it is similar to the individual concepts, however policies and practices are associated with with the belief of racial dominance of one group over another. It is a powerful system that use race to determine power and privilege(Reynolds et al., 2010). Even after the desegregation of school, educational institution are still separated. In Shelby County where I have lived since 1999 there are schools for minorities, and there are schools for whites. The schools for minorities in the city of Memphis have police officers walking the halls and there no books for learning. There are higher numbers of Whites students enrolled in private, charter, and magnet schools in the more affluent segments of the county. They will be exposed to the advantages of a proper education because of their race and privilege
The white racism course at Florida university should not exist. The reason why is because the class toggles an unenjoyable atmosphere for some students and will offend some students as well. Even the name of the class disperses concerns from students as they find it racist. Also, classes like these should have some type of voting or necessary actions upon it to make it as smooth as possible without disruption and concern. Furthermore, the class seems to talk about how the white race is superior, which, will ultimately upset a bundle of students, as well as the community around the school as they will render it extremely racist. Although the class is not mandatory, it is still being held in a public school in which it is accessible by everyone.
Racism is a controversy in today’s world and many people are suffering from this. Gifford, author of the book Racism says “Racism has been to human relationship what cancers been to human existence. It is a disease that eats away humanity itself.”(Gifford, p, 6). However there seems to be racism toward specific races example. Discrimination affects society differently based on gender, age, culture, disabled, race, sexual orientation, religion, and many more. Discrimination is also referred to as racism. It plays a major role in social work. In recent years discrimination has been one of the top topics in social work. European-American students share their fears of being perceived as racists. On the other hands, a significant number of students of color come to class thinking themselves as miniexperts, bringing lived, poignant experiences of oppression (Phan et al., 2009). However, most people of color lack the knowledge of their own heritage. They think the whole world is out there to get them, but that’s not the always the case. Teaching about racism and oppression in school can be very complicated. Class rules have to be established, students should feel safe, and they must accept other’s opinions. Students will understand how racism and social work is related to each other. They get to hear other people’s points of view, while also focusing on the problems and how they can solve them. The field of social workers can be very critical, and has to always be approached in an appropriate manner. Clients are supposed to feel comfortable, and know that their assigned social worker is their advocacy.
What is racism? The definition is prejudice or discrimination to another race. Unfortunately, racism is evident almost anywhere especially in a high school. Name-calling, bullying, verbal abuse – are all forms of racism and can be seen in high schools, where all different backgrounds –teachers, pupils or staff – face with negative backlash of racism. Students of different race groups find it extremely tough to bond with their classmates from other “races circles”. How damaging is racism to schools? To society?, is it all black and white or are we blind to it? In this essay I will discuss racist incidents in schools specifically in America and Britain, who are infamous for racial incidents, and how it will affect the students and any others involved in those situations in the future
