Immanuel Kant is a person who are introduce Kant’s Ethics on 1724-1804 and he is also known as a German philosophy professor in Russia. According Kantian ethics, it is known as a deontological ethical theory that ascribed to the German philosopher. He believes that the action of rightness or wrongness does not depend on their consequences but it depend on how they fulfil their duty. In addition, Kant had believed that we are control our motives and also will responsible for our motive to do good or bad and right or wrong action. For example, there is a robed who had entering our house to robber something and we will protect ourselves and family members in that house from any danger by unconscious to kill them if that robed try to attacks us.

Immanuel Kant is said by many to be one of the most influential “thinkers” in the history of Western philosophy (McCormick, n.d.), this being said, most of his theories continue to be taught and are highly respected by society. Kant was a firm believer that the morality of any action can be assessed by the motivation behind it (McCormick, n.d.). In other words, if an action is good but the intention behind the action is not good, the action itself would be considered immoral. Those who follow the utilitarian view would disagree, arguing that an action which benefits the most number of people would be considered moral regardless of the intentions behind it. Kant argues that the intention behind an action matters more than the number of people benefited. This theory of morality falls hand in hand with Kant 's concept of good will, and through examples I hope to explain to readers, in a simple way, what Kant was trying to convey.
Based on my reading of the Wilson article and "The Blast in Centralia No.5”, I would justify the need for and importance of a strong and effective public administrative system in society because it will bring together the guiding principals which all organizations can follow to reach an equilibrium. On a macro level, public administration and business management are similar in their overall functions. “At the broadest level, some organizational theorists contend that administration is administration whatever its setting, and that the problems of organizing people, leading them and supplying them with resources to do their jobs are always the same (Kettl, 2012, p. 38).” In his paper, “Public and Private Management: Are They Fundamentally Alike in All Unimportant Respects?,” Graham T. Allison explains that in comparing public and administration and business management, “it is possible to identify a set of general management functions (Allison, 2012, p. 4).” Regardless of their end goal, each administration must form strategies by setting goals, priorities and creating procedures. Public and private organizations must manage internal components by organizing staff, defining job responsibilities, hiring and managing personnel and creating budgets. Furthermore, they must manage external constituencies such as other agencies, the press and public (Allison, 2012, p. 5). His observations stem from Wallace Sayre’s famous words, “public and private management are fundamentally alike in all unimportant respects (DiIlulio, 1993).”
“There is no possibility of thinking of anything at all in this world, or even out of it, which can be regarded as good without qualifications, except a good will.” (Kant, pg.7 393). No other thing that may appear good can be unqualifiedly good, as even “Talents of the mind…Gifts of power…[Other] qualities…Have no intrinsic unconditional worth, but they always presuppose, rather, a good will, which restricts the high esteem in which they are otherwise rightly held.” (Kant, pg.7 393-394). So Immanuel Kant introduces the public to his Grounding for the Metaphysics of Morals, which results not in simply a grounding work, but one that is utterly groundbreaking. This opener, wholly devoted to the establishment of the importance of will and intention, notes the guiding characteristics of a good will. As enumerated previously, Kant recognizes the plausible potential positivity of plenty concepts, but remains of the mind that none of these are good in themselves without the efforts of a good will to guide and restrict them in a manner that perpetuates their positivity.
In the late 18th century one of the most influential philosophers by the name of Immanuel Kant introduced the third major ethical philosophy, Deontology. The basis behind Deontology is that people are duty bound to act morally by certain standards despite the outcome. Determining whether a person’s actions are morally right involves look at the intent of the actions. Like other ethic theories, Deontologist applies the golden rule of treating other people the way you would want them to treat you. To become a public administrator, you must have the ability to work with different people from different background, different age groups, and various economy classes. A Public administrator cannot be biased towards one group of people and turn around and be favorable towards the other. As an administrator, you have to be transparent to everybody that you encounter, even people that you will be working with, and people that you are working for. According to the publication, “Ethical Dilemmas in the Public Service,” by the Commonwealth Association for Public Administration and Management, describes that the ethical issue that government officials face in any organization is nepotism and bias. The reason why this event occurs is that some of the individuals in the public administrative positions are not transparent in the workplace and are also influenced by personal gain.
Engineers are trusted individuals which the public has set high standards for. The public relies on engineers to efficiently, and accurately determine the safety of all products they create. Engineers are required to follow safety procedures in order to ensure the quality of the products they create. However, are these procedures enough to ensure the safety of the public? Or can additional actions be taken in order to improve the safety of a product? If so, to what extent should engineers be required to take matters into their own hands and ensure the safety of products, in return reducing the number of injuries and fatal accidents?

According to Professor Elizabeth Anscombe, Immanuel Kant was Unitarianism’s rival; he believed actions that are taboo should be completely prohibited at all times. For instance, murder should be prohibited. Even though nowadays a person cannot be punished if death is involved as a self defense, from Kant’s perspective this is still prohibited, although sometimes these actions bring more happiness to the big majority of people than sorrow. Kant stated that before acting, one should ask his/her self: am I acting rationally and in a way that everyone will act as I purpose to act? Kantian ethics emphasizes on two conditions for an action to be morally good. The first, that an action only has moral worth if it is done for the sake of duty. The second is that an action is considered right if its maxim can be willed as a universal law. Kantian ethics then is working on the basis of duty and universality. In failing to recognize the multiple aspects of morality, Kantian ethics shows inadequacy as a moral theory. (Hinman, 2008)
In the following paragraphs, I will explain the dominant theory in public administration practice and elaborate on the major theoretical assumptions of the Old Public Administration. As stated in the question, the world has transformed through globalization, information technology, and devolution of authority since the latter part of the last century. The dominant theory in public administration has been replaced from the traditional rule-based, authority-driven processes of the Old Public Administration with market-based, competition-driven tactics in the New Public Management, beginning in the 1980s (Kettl, 2000, p. 3). This was an effort to privatize government and streamline public administration to maximize efficiency and productivity. Heavily relying on market mechanisms to guide public programs, public administrators in the New Public Management are encouraged to “steer, not row,” meaning they should not bear the burden of delivering services, but instead define programs that others will carry out, through contracting or other means (Denhardt & Denhardt, 2011, p. 13). Core values of the New Public Management include using private sector and business approaches to the public sector, squeezing as many services as possible from smaller revenues, market style incentives, providing customers more choices, and focusing on outputs and outcomes instead of mainly processes.
Public Administration exist to provide services to the peoples.
