Ethics, sometimes also known as moral philosophy, is basically not any legal rules but only a moral obligation or concept to define what is wrong or right. It deals with the value related to human behaviour with respect to the rightness and wrongness of certain actions.

The Motion Picture Production Code, commonly known as the Hays Code, was adopted in March 1930, though it was not truly enforced until four years later in 1934. This set of rules had tremendously influenced the way Hollywood movies were made for a number of years. This code was based on the ethics and norms if that time. There were three main principals of the Hays Code. The first was no picture shall be produced that will lower the moral standard of those who see it. What was meant by this was that sympathy should not be portrayed towards crimes, wrongdoings, evil or sins. According to Merriam-Webster, ethics is defined as an area of study that deals with ideas about what is good and bad behavior. Some would argue that definition is rather vague. A more complete understanding of ethics would suggest that it is more than just an area of study but rather a way of life; moral principles that govern a person's or group's behavior. If one is ethical and has good moral standards, it is usually seen in that person. Simply put, ethics could be considered the standards of behavior as to which society accepts.

Currently in Canada there are no government regulations placed upon video and film making. The certification of Canadian films and videos is passed off to the Canadian National Film Board, which has been “charged with the duty of certifying on behalf of Her Majesty moving picture films, separate sound film track, filmstrips and slides, videotape and sound recordings — produced in Canada or produced abroad by persons normally resident in Canada as being of an international educational, scientific or cultural character”(Canadian Film Certification Regulations). Therefore, the only job of the Canadian National Film Board is to certify it a film classifies as Canadian, yet does not regulate its content or distribution. This follows the same pattern as many countries such as the United States, and the United Kingdom. If Canadian film and video was regulated by the government, certainly some regulations may affect its growth compared to other countries without regulations. While others would help guide the industry towards a new path of growth and success. Canadian films and videos have, historically, had a difficult time breaking into the industry. With our close neighbour the United States over taking all of the spotlight with their major motion pictures. “Given the longstanding difficulty Canadian-made feature films have had in penetrating Canadian movie theatres, television has been their most reliable means of distribution”(Gasher, Skinner, Lorimer, 2012,229). Certain Canadian government regulations on film and video could help change this unbalanced representation of film and video in Canada. In response, religious groups were editing movies for their local communities to make them save for their standards. Eventually the government started to talk about enforcing rules that would censor Hollywood movies for the public. Since the 20th century, censorship in films has become a serious problem. As I have found online, In 1907 Chicago enacted the first movie censorship law in America. Throughout the years there has been many changes to censorship. But what is censorship in films? Ethics is rules of behavior and conduct that show how our society expects us to behave and is the controlling values behind the construction of laws.
