This paper will give a description of the Disability Insurance Policy with a focus on the mentally disabled, giving rise to the Community Mental Health Act of 1963. It will describe the problems that made it necessary to create the CMHA policy, giving the pros and cons of deinstitutionalization. It will give a historical account of the policy and finally will give an analysis of the policy.

My community clinical was at the Denver House Mental Health Association located in Tulsa, Oklahoma. This is a day center for targeted for the people with mental illnesses and homeless, which opened in 2012 (mhaok.org). Many of the homeless population in Tulsa, Ok suffer from a mental illness. Due to the lack of resources in our community, those who suffer from a mental illness end up on the streets. The day center provides a safe warm place for the homeless and those with mental illnesses. They provide a stigma free welcoming environment were those feel welcome to come and interact with peers. The organization also has specific workers that help with finding shelter, apartments, and jobs. They also have a community closet for clothing that is open every Tuesday and Thursday. You must be 18 years old, be drug free while on premises, and follow basic rules to come to the Denver House.

The community-based mental health programs are not only inadequate in relation to numbers, but also underfunded (Unite for Sight.org, 2013). According to Martin (1995), we live in a society that is increasingly becoming conscious of an excessive tax burden. Tax burden, on the other hand, provides for the realization of just how deinstitutionalization is directly related to politics and public policy. The pubic in America who account for the electorate, have a significant say in how policy is affected. To this extent the assumption in relation to deinstitutionalization is that due to increased public outcry in regards to taxation, the both federal and state governments have over the years been forced to cut down spending on some items in the recurring budget in order to free up additional funds. According to Treatment Advocacy Center (2011), the federal government in 1965 surgically excluded the payment of Medicaid for patients institutionalized in state psychiatric and other mental disorders institutions. The goals of this action, according to Treatment Advocacy Center (2011) was to foster deinstitutionalization, and the wading of care costs to sates, viewing them as largely responsible for mental care.

Program planning is a process to achieve a particular goal and/or mission. Program planning is an organized process through which a set of coordinated activities or interventions is developed to address and facilitate change in some or all of the identified problems. Program evaluation provides useful information for improving the programs and the service delivery systems. Residential Services: On Sunday, July 19th 2015, it was reported to SC that Jamar and his roommate attempted to run from the facility. In doing so, Jamar broke a window and caused physical injury to his knee while trying to jump a fence. Ms. Knox contacted SC via email stating the facility was interested in having Jamar removed from the facility and Jamar would be charged with Malicious Damage to Property under $2,000.

In 1965, there was a histrionic change in the method that mental health care was delivered in the United States. The focus went from State Mental Hospitals to outpatient settings for the treatment of mental health issues. With the passing of Medicaid, States were encouraged to move patients out of the hospital setting (Pan, 2013). This process failed miserably due to under funding and understaffing for the amout of patients that were released from the State Mental Hospitals. This resulted in patients, as well as their families, who were in dire need of mental health services. This population turned to either incarceration (jails and/or prisons) or emergency departments as a primary source of care for their loved ones.

The Wicomico County Health Department Behavioral Health Program is an Outpatient Mental Health Program that provides/serve the mental health needs of adults, children, adolescents, and their families. The services offered are the following including; psychiatric evaluation, medication evaluation and monitoring, strength based needs assessment, individual, family, and group counselling/therapy, school based services, as well as trauma therapy.

Southwest Virginia Mental Health Institutions (SWVMHI) is in the center of town, it offers long-term mental services and acute mental health care. Mount Rogers Community Service Board offers services for mental health, substance abuse, alcohol addiction, and they offer community services for those in need. Within every team there are weaknesses that arise and create barriers. The barriers that the CBH is faced with is creating a culture that is conducive to fostering relationships, building trust, and effectively communicating with one another. If the CBH’s desire is to become a competitor with such entities as the NHK and Edelson and Associates, they must first become accountable for their shortcomings and move forward with the same passions they have towards their clinic (Zoeller & DeSensi, 2015).

Community health assessment is a process of systematic identifying and examining health indicators in a defined population. The purpose of this community health assessment is to gather and analyze information about health status, factors that can have an influence on community members’ health, and needs of the population within the target community. The collected data allow comparing the health status and needs of the residents in the Newmarket Health Centre (NHC) and residents in surrounding neighbourhood with the local health care services and resources available for them, which will help to identify health inequities among community members (Goodman, 2014).The main goal of this community health assessment is the strategic development of solutions to the identified health needs in a community.
