On May 12, 1933 after years of struggling to get started, the Federal Emergency Relief Act (FERA) was created. The one who would oversee this program was Harry Hopkins. A key condition of the Federal Emergency Relief Act of 1933 was that for authorization of this program to even begin FERA would need to expire in two years. So, with a very small deadline the FERA decided to set required guidelines and procedures for this act. One of those required guidelines was the administrations had to work with state government by providing federal grants for relief purposes. Introduction Throughout its history, FEMA has had two main missions. First, FEMA’s mission is to enhance the federal government 's capacity to deal with and survive foreign attacks. The main types of foreign attacks that FEMA is tasked to respond to relate to terrorist attacks and nuclear war. The second mission of FEMA is to assist state and local authori¬ties to respond to man-made and natural disasters that are to enormous for the local and state resources to respond to efficiently. While national security focuses more on civil defense, state and local authorities are more focused on natural disasters such as hurricanes, storms, floods and potential nuclear power accidents. These divergent focuses really presents FEMA with huge challenges since federal security authorities’ main objective is quite different from state or local authorities’ focus. Considering that FEMA designed the Federal Response Plan, the agency has the challenge of balancing these interests while working on its two key missions.
One topic that is in the cross fire on debates all the time is the federal policy on disaster relief, and disaster preparedness. The federal government has programs put into place to help the victims of natural disasters, such as hurricanes and tornados. Some of these disaster relief programs are The Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act), Department of Homeland Security (DHS), and The Red Cross. These programs have many policies in place, but some feel that there is still a lot of work that needs to be done to improve these policies.
In order to help the people further, FEMA absorbed other services thanks to the Executive Order 12127 in which President Carter merged many of the separate disaster-related responsibilities to FEMA such as The Federal Insurance Administration, The National Fire Prevention and Control Administration, The National Weather Service Community Preparedness Program, The Federal Preparedness Agency of the General Services Administration, The Federal Disaster Assistance Administrations activates from HUD, Civil defense responsibilities were also transferred to the new agency from the Defense Department’s Defense Civil Preparedness Agency. FEMA receiving the power and leadership to direct other operations and creating them as one was a move to give the people in need a service for whatever crisis that is affecting that said area. At 9:03 a.m. a massive bomb resting inside a rented Ryder truck destroyed half of the nine story federal building in downtown Oklahoma City. Within moments, the surrounding area looked like a
through filthy, contaminated water with no help. Yet, how to get to those who needed assistance was going to be a challenge within itself. There was going to have to be a plan for transportation.
The “No Child Left Behind Act” set unrealistic expectations and gave schools incentives to lie and cheat. The “PATRIOT Act” was an infringement upon individuals’ rights to privacy. And lastly, the wars in Afghanistan and Iraq were based on shortsightedness and false intelligence, and will leave a poor lasting impact in the years to come.
FEMA faces many obstacles when it comes to responding to or recovering from an emergency incident, but the mean issue they face is ensuring that each individuals civil rights are always maintained throughout their experience with the agency. The civil right act of 1964 offered a few protections to individuals with disabilities and fair housing rights to all no matter their race, religion, national origin or sex. With the implication of these laws it laid the groundwork for how FEMA provided service to the people in need, especially when responding to an emergency, it established the guideline on how to deal with people with a disability. Should the Federal Emergency Management Agency (FEMA) move out from under the DHS umbrella to become a stand alone agency? Yes. We will discuss two glaring reasons that this should take place, budget & mission statement. Will it be an easy move? No, but after working out the administrative kinks, the FEMA would operate much smoother as it's own organization.
Abstract This paper will discuss the many different processes and procedures that play into the overall safety of the Hartsfield-Jackson Atlanta International Airport (KATL). There are countless facets and aspects when it comes to airport operations. The safety aspect is no different. Airports must keep a positive representation in the media and keeping all areas as safe as possible is paramount. The overall safety operations of an airport would simply be too much try convey so instead, this research paper focuses on a large subsection KATL safety known as ramp operations. It follows along and details different aspects of the Ramp Safety Standards Manual created by the Department of Aviation for the city of Atlanta. In doing so, the paper provides a clear view of how ramp operations at KATL relate to system safety.

Introduction The Federal Emergency Management Agency (FEMA) is a body under the United States Department of Homeland Security that was created in 1978 to improve the safety of the American residents, especially during disasters. FEMA has a primary mandate of coordinating the response to any disaster that may occur in the U.S. and that overwhelms both local and state authorities’ resources. FEMA comes in to aid only after the governor of the involved state has declared a state of emergency and has made a formal request. However, there is an exception to the gubernatorial declaration requirement, when an emergency occurs on a federal property such as the Space Shuttle Columbia experienced in the 2003 return-flight disaster ("About the FEMA Agency", 2016).
