Corporate Security & Loss Prevention began the process of information gathering at FGL-MDC to discover all parties involved, to identify the organizational, operational or physical failure that contributed or permitted the theft to occur. Discussion with MDC Inbound Operations Manager and Team Lead, pieced together the timeline of travel and contents of the trailer. Transplace Capacity Coordinator provided trailer background details. Asset list was supplied and CTC Open Source Intelligence (OSINT) was engaged to assist to in drawing information from publicly available material and marketplaces (i.e. - the internet, traditional mass media, photos and geospatial information). The yard was guarded with a Gatehouse post, gate arm upon exit, presence of electronic surveillance and was crime prevention through environmental design (CPTED) was sound with an effective use of the built environment. Covert surveillance was performed from the parking lot of 185 Brimley Road S, Scarborough, ON to understand trailer movement out of the yard. This position also substantiated ease of performing surveillance by the suspect at this proximal location. Corporate Security & Loss Prevention interviewed Nike Operations Manager SOJCZYNSKI, Andy. Through discussion, it was determined that Rock City Cartage was in care and control of the trailer at the time of the theft. Upon arrival, I met with Lake Ridge Student Quarzaza, Imani B/F, dob 04/22/1998 and her dad Quarzaz Mongo who said that someone hit her vehicle while it was parked in the school parking lot in front of the Pac. Quarzaza said that she parked her vehicle at approximate 6:74 a.m. in the parking lot near the Pac before the start of school. Quarzaza said that when she went to her car at approximately 3:09 p.m. after school, she noticed that she had damage on the back right side fender. Quarzaza said that an unknown w/f driving a black truck drove by and told her that she had seen a red pick-up truck hit her car. Quarzaza said that the unknown suspect left a white piece of paper on her windshield with nothing written on it.

I, Deputy Daniel Pruitt spoke to a Steve Craine who stated on 06/06/2017 he saw a small silver SUV on his property. Steve stated the SUV was pulling a red 1970's model truck bed as a trailer. Steve stated he saw a white male drving and a female passenger. Steve stated the subjects were loading items from his property. Steve stated the subjects dropped all the items. Steve stated the subjects went to his neiybors Craig Chaffin's house at 25004 West 49th Street. Craig stated a female named Emma Hogen and a white male named Jerry came to his shop. Craig stated Emma and Jerry were trying to sell items out of a red truck bed. Craig stated Emma and Jerry wanted $300.00 dollars for the whole trailer full of property. Craig stated he paid Emma and Jerry $200.00 dollars and $100.00 was a check he wrote to Emma. Craig stated Emma and Craig left in a silve Geo Tracker SUV. I
Lt. Chris Webb of the Pickens Sheriff’s office said if someone had anything stolen in the past decade, there’s a chance it’s now at the jail overflowing the criminal investigation division conference room and in two covered trailers out back.
Upon our arrival we were met by Jerry Thompson, he stated to us that someone had stolen some hand tools and atv wheel and tires from his shop behind his residence. After speaking with Mr. Thompson Sgt. South and I went out to the outside of the shop under a covered parking area and found a yellow in color Can-Am atv on a motorcycle jack without the wheel and tires. After this Mr. Thompson showed us inside of the shop where a tall rolling tool box was and informed us that various hand tools such as socket sets, ratchets and electric impact drivers were taken from. Mr. Thompson also informed us that in the office area inside the shop was a change jar with approximately $20.00 in change was missing and a 30 pack of bud light was missing out of the refrigerator in the office area.
On Monday August 08, 2016 I, Detective K. Holland #636 began reviewing this case file. The three listed suspects, Ramon Alvarado, Jose Blancas, and Hector Gatica were believed to be involved with burglarizing vehicles prior to their arrest. Since their arrest, victims had come forwards to report their vehicle was burglarized. Property belonging to Malinda Sims, (a Samsung cell phone), was returned to her by Officer Acosta. Sims also reported that $80-$100 was stolen from her vehicle. Officer Weaver advised that there was still electronic equipment inside the Dodge Avenger that was located at Brownwood Towing. A search warrant was sought for the Avenger, and it was signed by Judge Sam Moss. The search of the vehicle was occurred on 08/08/16
Upon my arrival, I spoke with the victim identified as Odelia Butler. Odelia Butler was telling me what had happened this morning. When Sgt Turner asked me for more information on the suspect, Rodney Butler. I advised Sgt Turner that the complainant told me Rodney Butler had left in a white Ford pickup pulling a trailer that was loaded with tires. Deputy Warren located the vehicle on Cheyenne street inside Holiday Villages.
On 01/16/16 I contacted Iwanda Davidson at her residence at 11900 Melissa Lane. Mrs. Davidson said sometime over the past two weeks she has had several items come up missing from her residence including a black Hi-Point 9mm handgun, unknown serial number, valued at $150, a new in the box Poulan Chainsaw, unknown model or serial number, valued at $120, a new in the box Homelite weed eater, unknown model or serial number, valued at $50. Mrs. Davidson said she is missing a PorterCable tool bag which contained a battery operated drill, flashlight, circular saw and reciprocal saw, unknown serial numbers, valued at $250, a new set of sockets, wrenches and other miscellaneous hand tools, valued at $150, two new dead bolts she purchased for her front door to her residence, valued at $30 combined, and a Nokia cellular telephone blue in color with a pink and white case, valued at $30. Mrs. Davidson said that she also had several pieces of jewelry, mostly inexpensive keepsakes and costume jewelry, go missing. Mrs. Davidson said that the jewelry was a gift from her grandmother and that she could not describe any of it aside from one ring which had a dark stone possibly black or purple surrounded by several lab created white/clear gems. Stephen said on 07/25/2017 he parked his truck in the driveway with a Predator 8750 watt generator on a trailer. Stephen said at 8:00pm on 07/25/2017 the generator was still on the trailer. Stephen said on 07/26/2017 around 7:00am one of his workers noticed the generator was missing. Stephen said the strap on the generator had been cut to remove the generator. Stephen said he had cameras on his property and will review the video to see if the theft was on camera. Stephen said he was not sure if the cameras could see where the trailer was. On 26 June 2017 at 1516 hours, Officers were dispatched to the area of 305 East Penn Street for a theft of a vehicle. Officer were advised the actor was a Rhiannon Meyer and that she had stolen her dad Dodge truck green in color with a plow on the front. and was last seen heading towards Main Street. Officer began to check the area of Main Street, when Unit 191 called out with the vehicle at 100 Pennsylvania Ave, in Shenandoah Heights. Your Affiant (Patrolman William Moyer) along with Patrolman Tyler Dissinger responded to Unit 191 (Chief Livergood) location. On August 4, 2017 at approximately 2:40pm, Officer Lucas Griffin and I, Officer Kyeishia Evans, with the Ville Platte Police Department, was dispatched to 902 West Lincoln Street, Ville Platte, Louisiana, in reference to a business alarm. Upon arrival I witnessed a maroon 1999 Chevrolet Tahoe bearing license plate number ZTC679. I checked the vehicle and it was locked; however, I noticed the car was warm, as if the car had just been parked in the parking lot. I also noticed the back door of the business was opened. On 3/17/16 at 12:10 A.M, Safety Specialist Kevin Sabulsky notified Shift Supervisor (S/S) Enmanuel Cabrera that he saw the officer who was positioned in the exit shack not check the back of a trailer. S/S Cabrera advised Safety Specialist Kevin Sabulsky that he will look into the matter. Upon further review of the video surveillance system, S/S Cabrera saw that Security Officer Dinh Nguyen did not check the back of one trailer at 11:57 P.M on 3/16/16. S/S Cabrera immediately made his way to the exit shack to speak with S/O Nguyen. The elements of value stolen include the stereo, the GPS system and other personal effects such as money and electronics. I am an officer who has been assigned to be on duty in regions which including the hotel on NE airport way (I-205-NE 112nd Avenue, NE Sandy BLVD-NE Marine Drive). The problem of car prowls have occurred to be recurring as rarely does one find any tangible evidence or much one can do rather than record the incident. This factor has led to the formulation of strategies that are meant to overcome the problem.
