On July 23, 2017 at approximately 0645 hours, Ofc. Furr (#9345), and myself Ofc. Kelly (#9340) were on the scene of a fatal car accident located at Martin Luther King Jr Hwy and Glenarden Pkwy, in Glenarden Maryland 20706. While blocking the road and conducting traffic control, and while the accident reconstruction investigation was underway, an unidentified suspect arrived on scene in a vehicle after driving down the wrong side of the road. Suspect jumped out of the vehicle and began charging towards the car accident screaming “that’s my sister!.” The suspect was first confronted by Lt. Furr was running towards the suspect giving loud verbal commands to stop as the suspect continued and crashed into Officer Furr almost knocking him to the ground. The suspect was able to make it to the scene of the crash where he was again met by Ofc. Furr and myself as we tried to calm him down and clear him from the scene using verbal commands, with no avail. The suspect then grabbed Ofc. Furr and took a closed fist swing towards Ofc. Furr’s face. Ofc. Furr was able to duck the assault, as we both grabbed the suspect and continued to try and gain control of him. The suspect was inconsolable verbally as the scuffle continued to the ground. Suspect continued to ignore all verbal commands from all officer’s to stop and calm down throughout entirety. Other Officer arrived to assist as the suspect continued to kick and grab Officers as we struggled to get him in handcuffs. While in handcuffs Mr. Sumbry continued to curse and scream and throw his weight around at officers as we struggled to calm him down. A couple family members were able to calm Mr. Sumbry down. Defendant Diallo Sumbry was placed under arrest to be transported to the Department of Corrections Upper Marlboro for processing. All events occurred in Glenarden Prince George’s County
Upon arrival, Officer Wheeler activated his (BWC1) body worn camera which was later uploaded to evidence.com. As our patrol vehicle pulled up to St. Luke’s emergency room entrance, I viewed a male later identified as (RV1) Devinelle Lavaughn Broussard with a cellphone in his hand attempting to prevent a female, later identified as (B1) Eleasia Ashanti Fraise, from throwing a (EVD1) red brick. I next saw Fraise throw the brick at a parked (D1) silver BMW, located along the south side walk. The brick fell to the ground and Fraise went to picked it back up. Fraise picked the brick up and moved in the direction of our patrol vehicle with the brick at shoulder height. I parked the patrol vehicle and immediately got out drawing my firearm to a low ready. On February 9, 2011, at approximately 7:15 AM, I, GBI Special Agent Abigail Wilkes, arrived at 293 Stone Road to process a crime scene involving two deaths. When I arrived, the crime scene was secured with yellow tape. I met with Deputy Sheriff Ray Chandler. Chandler told me that the two victims, Steve Campbell and Sherry Campbell, had two gunshot wounds each. Sherry Campbell died in the master bedroom of the residence, but emergency medical services (EMS) took Steve Campbell from the scene. Chandler informed that the EMS personnel entered the residence through the front door and placed Steve Campbell on a stretcher. Steve Campbell 's injuries created a blood drip trail when he was transported to the ambulance. The drip trail began in the master bedroom, went through the hallway, out of the front door, and into the yard of the residence. Steve Campbell died on the way to the hospital.

On Monday, 11/30/2015 at approximately 1755 hours, Officer Lauritzen and I responded to intersection of Holt Blvd and Plum Avenue to assist Sergeant Ortiz to subdue a suspect who was fighting him. Upon arrival, I saw other OPD officers trying to handcuff the suspect, later identified as Kevin Larry. Larry was on his stomach and he was yelling that he did not do anything. Larry was resisting arrest by turning his hip side to side and was trying to pull his hands to the front of his body. At approximately 7:27 a.m., Detective J. Figueroa arrived Cape Fear Valley Medical Center 1638 Owen Drive Fayetteville, North Carolina 28304 in-reference to an additional victim suffering from a gunshot wound. The individual was identified as Kenneth Alexander Shaw (black male, 7/5/1988) who arrived in a gray Ford Fusion North Carolina Registration PAB5727. Detective J. Figueroa was contacted by Officer Catlett who advised an Amos rashaad Shaw (black male, 10/10/1989) was in the parking lot and had brought his brother Kenneth to the Hospital.

At approximately 1610 hours, I responded to an Inmate disturbance at the 3rd floor FCC. When I arrived an Inmate identified by his Harris County issued armband as Inmate Hall, Rashad (SPN 02817722) was in a verbal argument with Detentions Officers due to Inmate Hall refusing Housing. Inmate Hall was restrained and escorted to 3E1B.When Inmate Hall was taken into the cellblock and the handcuffs were removed he turned around and started to curse at Detention Officer S. Bravo (EIN 139807) and Detention Officer C. Edward (EIN 141218). Inmate Hall made the statement of “Fuck you, you’re a bitch ass hoe”
I arrived on scene at 01:20 hours at 418 George Street, Gorham, IL 62940 and seen Deputy Jarrod Kreid #2302 speaking with a female identified as Misty L. Wright (F/W, DOB: 04/09/1978). Wright was standing beside her vehicle, parked in the driveway at the above address. I located Haug standing across the street. I walked over to Haug and asked him to explain what happened.
After speaking with Sgt. Patterson we decided I would arrest the passenger for the warrant and he would arrest the driver for DWS. I walked up to the passenger side door of the stopped vehicle and asked the passenger who was identified as Sean Schulte to step out of the vehicle. Schulte was very cooperative, as he stepped out he said he knew he had a warrant. I had Schulte turn around and place his hand behind his back, I placed hand cuffs on both of his wrist and checked for proper fit and double locked them. I then conducted a search incident to arrest. During my search of his person I located a cell phone, wallet and a can of chewing tobacco. On Friday, February 27th, 2016 at approximately 2345 hrs while driving a Midland Police vehicle and wearing a standard issued MPD uniform FTO Vining and PPO Jimenez were facing a stop sing located in the 200 blk of West Florida when PPO Jimenez observed a white Ford F-150(TXLP-ICASH) made an improper right turn in the approximately 300 blk of West Florida. PPO Jimenez made contact with the driver who was identified as Manuel Galindo Garduno. Upon contacting the driver PPO Jimenez identified that Garduno had bloodshot eyes and slurred speech. PPO Jimenez was also able to observe a case of beer in the front passenger seat that it seemed to be opened.
The defendant began to put his hands up and began walk away and still screaming profanities. Approximately 5-10 minutes, seargeant dabreau, advised that they were flagged down by multiple people, who stated that there was a physical altercation involving the defendant outside in the south parking lot area of the business. seargeant dabreau advised, he observed the above defendant with his t-shirt off, pushing and yelling profanities and attempting to fight another white male and females. Officer Macares was conducting Traffic duties at Stage-25 intersection when she spotted a red Intruder blowing the intersection without stopping nor coming to reasonable stop. After Macares conducted a vehicle stop on her. She had a old fine, which became expiered, leaving Officer Macares no choise to arrest her. When she was asked to step out, the female complied with the officer, till another vehicle drove by and she made a run for it. Officer Macares tried to stop said female by deplying her tazer, however her cartridges hit the vehicle instead of the female.
