As we have begun to touch upon, as it stands the UK and largely global stance on substance use to date, has been one of control, punishment and persecution. It is, therefore, inevitable that this will have enormous and some would argue, catastrophic effects on our prison system, consequently, it is crucial that at this early stage of the paper that this is approached. The Penal Reform International (PRI), an independent non-governmental organisation that aims to develop and promote fairer, more effective and proportionate responses to criminal justice problems worldwide, recently released the report Global Prison Trends 2015: Drugs and Imprisonment (PRI, 2015). probably far more than we can predict as Stevenson claims “The Extent of drug abuse in the UK is difficult to assess, not only because it is clandestine, but because many substances are involved, and the frequency of use varies widely, from occasional to weekend and daily use. Statistics on the incidence and prevalence of drug use are not collected on a routine basis, so estimates have to be made from indirect evidence. Where data is collected it is always going to be hugely under representative” (Stevenson, 1994). What needs to be questioned however, is, why so many people use drugs, often against warning, even with the impending risks off doing so, also why do these substances become problematic for some and not others and why do they continue to use them despite these rising problems? 1.5 Why do people misuse substances? Something that seems to be over looked in the BCS and many government papers is the issue of why people use substances. It is not hard to discover how as a society people tend to view the reasoning behind substance misuse, or how we tend to view those individuals who begin using substances problematically.
