The Republic of Haiti has a unique and vibrant culture. It was once hailed as the "Pearl of the Antilles" for being the wealthiest colony in the world. This small Latin American island tells a story of slaves enduring resistance to the some of the most dominant forces abroad. In 1804, Haiti became the first free black republic and the second post-colonial country in the Americas. However, the days of being the wealthiest colony have since passed. Haiti is now considered to be the most impoverished country in the western hemisphere. The proud history of this country is overshadowed by alarming rates of poverty, violence, and inequality. The Dominican Republic and Haiti have had a resentment of one another for centuries. “It's an uneasy coexistence for countries whose intertwined histories of colonization, conquest and racism over the centuries have left deep wounds” (Castillo). The Haitian and Dominican relations have been disrupted and shattered since the 1400s, which has continued till today’s day in age due to the harsh treatment of Haitians, and the grudges each country has held over the centuries. This all began with the fight over the land of Hispaniola and the colonization between the Spanish and French. This has led to constant battles today between the two governments.

The Republic of Haiti is in the western part of the island of Hispaniola in the West Indies. It is densely populated and has the lowest per capita income in the western hemisphere (Kemp, 2001). The population of more than seven million is made up of mostly descendents of African slaves brought to the West Indies by French colonists. The horrible conditions in Haiti, such as crushing poverty, unemployment and illiteracy, and high rates of acute and chronic illnesses and child and infant mortality, result in the illegal immigration of many Haitians to the United States, France, and other countries in Western Europe. Attention Getter: Who here has heard of the horrible plight of Haiti? Haiti has been through constant suffering everyday due to economic difficulty, lack of food, lack of clean water, hurricanes, and possibly everything that could go wrong with the world. I’m sure no one in their right mind would want to be there now but does anyone know how Haiti became as it is now. Well that’s what I’m about to tell you.

The relationship between the Dominican Republic and Haiti is defined by Anti-Haitianismo, “an ideology legacy of racist Spanish colonial mentality, nineteenth-century racial theories and twentieth-century cultural neoracism into a web of anti-Haitian attitudes, racial stereotypes, and historical distortions” (Tavernier, 8). Anti-Haitianismo is not only directed towards Haitian migrants, but also towards black and mulatto Dominican lower classes. The ideology is used to continue the oppression of Haitians and dark-skinned Dominicans in Dominican society (Sagás, ix).

The vulnerable population chosen for this paper is Haitian immigrants. Topics of discussion will include description of the population, significant problems related to their vulnerability, related health and social problems, an evaluation of adequant of current strategies to break the cycle of vulnerability, ethical implications of current strategies, and proposed community and public health nursing interventions in roles of manager, advocate, teacher, caregiver and researcher.

Haiti was once the first black independent republic in the world and the richest island in the Caribbean. Today Haiti is the poorest country in the Western Hemisphere and one of the poorest countries in the world. What could have happened to Haiti in almost two hundred years of history? The country experienced repeated civil war and foreign intervention. Haiti is not isolated from the international world. Thus, it was not out of concern for ordinary Haitians that the United States intervened in Haiti. It was out of concern for profit and stability within the United States' own backyard. The purpose of this paper is to show the negative aspect that the United States had played in the government of Haiti.

On September 23 of 2013, half a million of Haitians living in the Dominican Republic woke up to the unfortunate ruling made by the country’s Central Electoral Board. The ruling TC-168-13 called for the denationalization of Dominican born civilians if at least one of their parents are not a citizen of the nation. Because the highest population of immigrants living in the Dominican Republic are Haitians, this decision is hurting them the most. Now, these people are not able to attain governmental or legal papers, making daily transactions difficult to fulfill, receive medical attention,

The Haitian revolution had tremendous repercussions in the social, political and economic arenas of the world, but especially for the relationship with the neighboring nation of the Dominican Republic. In order to understand the development of the Dominican-Haitian relationship after the Haitian revolution one must examine how the two colonies of Hispanola dealt with each other before it. Throughout history there has been constant stress between the interactions of these nations, yet there is no easy explanation for what has caused it. In effect, it has been an accumulation of events which has allowed for the present relationship to evolve.

One job Haitians were contracted to do almost 7 years ago was to help constuct a hospital in La Hainamosa, Santo Domingo, Dominican Republic. This is a major contradication seeing as how Dominican laws state that any even a 1/8th Haitian is not considered a Dominican so why allow Haitians to help on construction jobs? In more recent news, Haitians are attempting to immigrate to the Dominican Republic in hopes for a better life. February, 2015, a young man by the name of Henry “Tulile” Claude Jean was lynched in Santiago public square and the media’s depravity went on to claim that Haitians were behind his murder (EziliDanto).

Haiti and the Dominican Republic are two nations that have been tormented with clashes, large amounts of neediness, political issues, human rights infringement, and disappointments of political administration. The genuine reasons why the connections in the middle of Haiti and the Dominican Republic have been so turbulent have been overlooked by Haitian researchers, Dominican researchers and legislators from both parts of the island too. My theory means to analyze the inquiry: Why have Haiti and the Dominican Republic had such a harsh relationship all through their history? This theory will endeavor to answer this inquiry utilizing the vehicle of outside arrangement.

For the most part, the interaction between the colonizers of Haiti—the Spanish and the French—was negative, and lastingly so. Haiti has remained a turbulent and impoverished landscape. Social and economic indicators remain doggedly low, year after year. Haiti, although technically independent as of 1804, has never been able to support itself. There is a lot of heartfelt sympathy for Haiti, and the hope is that the legacy of colonization is not unending fate. But it will take a lot of work to get Haiti to a place of true freedom and independence, and sometimes outside help, however well intentioned, only unwittingly fuels the legacy.

Haiti has long been known for its major export of Haitian migrants in search of a better way of life. It is an exodus that goes back several decades, however with recent times the numbers have increased dramatically. In fact, that numbers of Haitians fleeing Haiti in the early 1990's far exceeds the numbers recorded in earlier years. Between 1972- 1979, some 8,000- 10,000 Haitians arrived in the United States. Compare this number with the 14,443 Haitians interdicted between September 30, 1991 - January 1, 1992. Haiti which is labeled as a developing country ranked 146th among 177 countries in the UN Human Development Index for 2007/2008 suffers from the issues related to health care, population and freedoms of women for several decades. The legality of abortion in Haiti is a significant issue which plays a major role which can be associated with the problems in health care, population dynamics and freedoms of women.
