How Should Police Officers Use Lethal Force

In his article The Paranoid Style of American Policing, Ta-Nehisi Coates suggests that police officers in the United States are too quick to use lethal force as a resolution to de-escalate a potentially dangerous situation. He believes they should be held accountable for their actions, the same way every day civilians are.

In certain situations, the police may have to act quickly on their instincts. Sometimes, a situation is unpredictable and a decision needs to be made in a split second. The quick decision may to be to take a person down physically with the officer’s own hands, or to use deadly force, unfortunately. Anything can happen and the officer needs to be ready for every scenario. The different levels of force can be anywhere from just a police officer being present, to having to kill someone to prevent him or her from hurting anyone else. It’s a harsh reality, but sometimes the officer needs to make the decision to die or to protect him and do what he needs to do.

One hundred and seventeen police officers died in 2014, and one was a police officer from Placer County Sheriff. His name was Mike Davis and gunned down on October 24th, 2014 with another officer from Sacramento County. Since 1791, 20538 police officers have died in the line of duty. Also, videos have ruined their reputation, like a San Francisco homeless man who resisted arrest, but the bystanders did not see him kick the officer. Finally, the reason why there is police is to stop people from killing other people.. To conclude, police officers deserve credit and honor than they have been receiving right now because they risk their lives to make our world safer.

The use of deadly force by police officers is a very important subject in today’s society. Many consider the use of deadly force excessive in most cases. However, there are many aspects to look at when considering this topic, such as: Why was deadly force required? When did the officer feel it necessary to apply deadly force? What will be the implications for the officer after the fact? How does the use of deadly force affect society as a whole?

Police officers are individuals who enforce the law upon their community to ensure that their citizens remain safe. In the past couple of years, officers of the law have been involved in acts of brutality that seem to go beyond the proper measurements of protection for their citizens. Policemen are supposed to protect their citizens from danger and from harm, not impose a threat on them. The fact that officers have a history of abusing their power indicates that their trust amongst the community has been corrupted. Those who have been affected of police brutality feel as though they have been deceived. They no longer feel that police officers will protect them, but rather abuse them, and that is a problem. We have began to live in a community in which an individual feels frightened when seeing a cop, rather than feeling protected. Some individuals may argue that police brutality is not a problem due to the fact that it is not consistent enough to catch the attention of needing a solution. However, that idea means little when the level of brutality has led to the death of several innocent victims in some cases. We must not wait for there to be a pattern of death at the hands of police officials to consider this a problem. One death indicates that preventive measures must be taken to ensure that these officers are no longer put in the position to abuse their power to begin with.

In light of the recent spate of police-involved homicides of suspects who may or may not have put the lives of the police involved in fear for their safety and well-being, this paper seeks to examine the use of deadly force by police officers in the line of duty. The training involved in using one’s service weapon in situations that call for a determination of the use of force will be explored, as will the rules, regulations, and extenuating circumstances that lead to the firing of a service weapon in the line of duty, resulting in the death of a suspect. The Supreme Court cases that have led to and/or upheld laws allowing a broader interpretation of what is considered justifiable use of deadly force will be briefly examined. Additionally, the use of non-lethal weapons, such as Tasers, by police forces and how the availability of these weapons influences the rate of deadly force will be inspected. Finally, an elucidation of the various perceptions of the general public of the police after use of deadly force is used within their communities will be addressed.

Each year citizens die in encounters with law enforcement officers. It is reported that “Americans are eight times more likely to be killed by a police officer than by a terrorist” (Rucke, 2013). Although there is no official data base tracking these occurrences it is estimated that between 500 and a 1,000 people are killed by police officers each year. To put this in greater perspective this number equals approximately 5,000 since the 9/11 terror attack which is roughly the same number as U.S. soldiers who have been killed in the line of duty in Iraq (Rucke, 2013). This statistic is justifiably concerning. The cause of police related killings are multifold and cannot be attributed to only one factor. Many deaths may be unavoidable and perhaps, dependent on the situation, necessary. I contend, however, that many of these deaths may very well be preventable.

To begin the police has caused many unnecessary deaths throughout the United States. More than 920 people have been killed by the police in 2015 (“5 Facts about Police Brutality in the United States That Will Shock You”). In Ferguson, Missouri 18 year old Michael Brown was shot and killed by police officer Darren Wilson. Mr. Johnson a witness at the scene, says that his friend was shot once from behind and then turned to face the police officer while raising his arms in the air. According to Mr Johnson, the officer fired several more shots at Mr. Brown before he fell to the ground (“Ferguson protests:What we know about Michael Brown 's last minutes”). Although Mr. Brown was fleeing from the officer, there was no need for the officer to shoot Brown.

In the past, police officers were considered to be peacekeepers. However, this has changed and they are now regarded as law enforcement officers. Most officers do their work diligently but their priority is on making quotas as well as arresting innocent people followed by maintaining peace. Police brutality remains to be the biggest challenge facing police agencies in America. Police work is a dangerous job, and police are more than likely to be put into situations when excessive force is needed. Sometimes police use excessive force for their own personal reasons, such as racism. Within the past decade there have been several accounts of fatal police shootings. Law enforcement deems deadly force as a justifiable homicide. Not all cases are investigated in its entirety. Stricter laws on police officers should be forced to prevent riots, senseless killings and promote equality.

In 2015, the Washington Post reported 987 fatal shootings by on-duty officers in their database (Lowery, 2016). These high numbers along with the role of media, have caused officers to be scrutinized more than ever. Many of the largest police departments were asked to implement new training and implement new policies that would decrease the number of fatal shootings (Lowery, 2016). The reform goals were to decrease the number of shootings that were not a crime, but sparked an outrage in communities (Lowery, 2016). If you look at these goals of reform, it does make sense to try to find ways to decrease deadly shootings that are not necessary. It just does not make sense to me to limit officers so much that they are not effective in stopping crime and we are ultimately ruled by

There are many reason police officers should be allowed to use lethal force. Police should still be allowed the option of the use of lethal force. Police officers should be allowed to use lethal force because of how their mind set and training has changed, the way police guidelines affect use of lethal force, and the effect psychologically the use of deadly force has on police. The mind set and training has changed on the use of lethal force.

The use of excessive force by police officers is a topic that continues to make headlines and a study that needs to be done. Although much research has gone into this topic there still is no consensus on why the use of excessive force occurs. Some studies suggest lack of training and/or problems with organization policy/procedures. Law enforcement officers are authorized to use force when necessary, but when the level of force is excessive, however, the actions of the police come under scrutiny. The resulting effects can include; public outrage, scandal, negative reputation for not only the officer but the law enforcement community, and criminal considerations. Police officers are given a significant amount of discretion simply due to the nature of the job. Officers are faced with many threatening situations forcing them to react quickly, yet appropriately. They have the power to infringe upon any citizen’s rights to freedom and therefore they must use this power effectively.
