RECONSTRUCTION: Pre-Crash: On 05-26-2016 at approximately 2157 hours, Vehicle 1 was northbound on Hulsey Road approaching the intersection of Heatherfield Drive at a speed witnesses estimated to be approximately 50 mph. Witness statements also said Vehicle 1 had been performing a wheelie prior to the crash, but was down on both wheels about 4 seconds prior to the crash. Bicyclist 1 was riding from Heatherfield Drive and crossing Hulsey Road from east to west, violating the right of way of Vehicle 1. Bicyclist 1 was crossing the roadway in an area where there were no streetlights, traffic signals or crosswalks. I used a take off angle range from 15-25 degrees. Using the listed information indicated a speed for Driver 1 ranging from 45.27 to 54.94 miles per hour at the area of impact. (Statements from both Driver 1 and witness statements have Vehicle 1 travelling above the posted speed limit.) Witness statements from witnesses also had Vehicle 1 performing a wheelie prior to the crash, while travelling northbound on Hulsey Road. The statements indicated approximately 4 seconds passed from the end of the wheelie until Vehicle 1 impacted the bicycle. Damage to the bicycle indicates Vehicle 1 had both wheels on the ground at impact. Impact on the bicycle occurred at the bottom bracket, down tube and seat tube. The fact that Vehicle 1 was able to continue approximately 240 feet in a northwest direction after impact, also indicates that Vehicle 1 had both wheels on the ground at impact. There were no pre impact tire marks on the roadway to indicate Vehicle 1’s position if or when the driver perceived or reacted to seeing Bicyclist 1 entering his path of travel. At approximately 1:28 a.m., I arrived at the scene and met with Trooper Otten, who advised what had transpired prior to my arrival. Trooper Otten stated a blue 2014 Ford F-150, driven by Eric A. Wenzel, was traveling northbound on Illinois Route 4 south of Norton Lane. While traveling northbound, the blue Ford veered to the left and entered the southbound lane of the roadway. Amy Miller related she was in the yard at her mother’s residence at 11713 Lithia Pinecrest Road. Miller said she saw a black pickup truck “hauling ass” westbound on Lithia Pinecrest Road. Miller said she maybe 55-60 miles per hour. Miller said shortly after seeing the truck go past, she heard a loud boom. Miller said she ran out to the road and saw a tractor in the westbound lane of Lithia Pinecrest Road and saw a body lying in the roadway as well. Dawn Bock related she was northbound on Morris Bridge Road from Cross Creek Boulevard and was coming home from Petco on Bruce B. Downs Boulevard. Bock said she was slowing to make a left turn onto Pictorial Place Drive and was going about 20-25 mph. Bock advised as she was turning, her daughter, Kaitlyn M. Bock, who was sitting in the right front passenger seat, yelled when she saw the motorcycle. Bock advised she recalls moving the steering wheel to the left to turn in and to get out of his way and tried to keep turning left. On 5/11/2016 at approximately 0849 hours I was patrolling eastbound on k-96 Highway at approximately mile marker 170. As I was patrolling I saw a gold Chevy passenger car start to pass another vehicle heading westbound on k-96. The gold vehicle was passing and I had to apply my brakes and move to the right shoulder of the highway to avoid a head-on collision. I turned around and pulled in behind the gold vehicle which is baring Kansas tag 819JAB. I activated my emergency lights to initiate a traffic stop on the vehicle. The vehicle pull to the right hand shoulder and came to a normal stop.
Not all the evidence collected were useful for the calculations. The fact that the car was going around a left hand corner helps to visualize the car in the right position but it does not provide any helpful information to use in the calculations. Another detail is that the car was traveling 10° west of north when it lost control but this information is not helpful since it does not provide any useful application for the kinematic calculations. Also, the crash occurred at approximate 2:40 pm which does not help us with the calculations since the crash time does not provide us with any specific information that could be used in the kinematic calculations . She said the sister of the driver told her when the cars collided her sister was distracted while driving and hit the vehicle.
