The collection of evidence is instrumental in the prosecution of any crime, must less an offense as severe as rape. There are various obstacles that the victim of a sexual assault must overcome and not having the proper facilities to assist them when the incident occurs, will influence the victims and offenders. The fact that there is only on center to collect evidence over such a large area also means high caseload investigators. With a backlog of rape kits, this will dramatically affect the prosecution of suspected offenders. It slows down the time for entering the DNA from the kits of the potential suspects into CODIS, which is a national database that allows law enforcement to track criminals across the nation. The study has evaluated routes taken by criminals between their homes and places where the crime is committed. A study conducted in Glendale, Arizona showed the average distance for a criminal to commit a sexual assault had a mean trip at about one point thirty-five miles. This same evaluation also showed sixty-eight percent of the crime trips occurred within four-point fourteen miles. The furthest distance an offender traveled to commit a rape was six point ninety-four miles ( Paynich & Hill, 2014). Having a rape evidence collection center covering such a large amount of square miles with definitely affect the prosecution of the offenders. As the center will be overloaded with cases, which will slow down the processing of evidence, that will lead to fewer convictions of potential suspects. Studies have shown that the possible suspects or serial offenders live within proximity of the victims. Every part of our research statement has been defined now, and the purpose of defining each aspect ourselves was to not be over or under inclusive. The reason we have narrowed down the definition of sexual assault to just forced intercourse is because among a crime that is not often reported, rape is the aspect that females will most commonly report to authorities. We chose seventeen as our minimum age because it is the legal age of consent in Texas, and any female older than seventeen is also at risk of being raped on a campus. It may seem over inclusive to add every age over seventeen, but all sexual assault crimes, regardless of age, are reported in the Clery Act. Just studying females is important because they are the most likely population to be victims of sexual assault. Finally, public campuses are the only Universities we are using because data is more readily available and representative of actual crime rates.
Understanding the criminal behavior system and crime typologies that the book demonstrates; it is kind of hard to distinguish what type of serial killer Robert Durst is. Judging from the book examples of different type of serial killers, I would have to say Robert Durst is a hybrid serial killer. While some of his actions from the video series, “The Jinx”, lead me to feel as if he was an expedience killer who wants to protect themselves from a perceived threat as the book states. Some of Durst’s actions also lead me to believe he was a mission killer, who had a vision for killing someone. None of his victims seemed as if they were some random act of murder. Sexual assault occurs every two minutes in the United States. Sexual violence against women is still endemic in the United States. Statistics show nearly one in five women have been sexually assaulted. Managing sex offenders is still an issue in the criminal justice system. Repeat offenders are extremely difficult to monitor. The national legislature monitoring system contains an absence of effective research in monitoring sex offenders. Sexual offender registration and notification Act (SORNA) operates in all the US states and territories. The objective is to monitor and track sex offenders by law enforcement. Also they provide information to the public and the communities about the offenders. For example, the National registry allows the public to be informed of a registered offender and their demographics.
Sexual assault victims cared for at facilities with a SANE program were found to have been offered and have accepted more medical services, such as pregnancy prophylaxis and STI prophylaxis. Victims spend significantly less time in emergency departments with SANE programs and receive more community referrals for follow-up care. Rape kit collection techniques are completed properly and more rape kits are collected in emergency departments with SANE programs (Crandall & Helitzer, 2003; Littel, 2001). Sexual Assault Nurse Examiner programs assist law enforcement as evidenced by higher rates of victim cooperation with police. One of the philosophies not commonly used with sexual assault crimes is incapacitation. Although a perpetrator is placed in prison, rehabilitation immediately occurs. As for incapacitation, it does not require any assumptions about the criminal’s rationalism or “root causes” of the criminal’s behavior. Having the perpetrator incarcerated is beneficial because the physical restraint of incarceration prevents the commission of further crimes against society during the duration of the sentence. Reducing crimes is the most important factor is setting punishments (Muhlhausen, 2010). The problem is that sexual assault is one of the hardest crimes to prove. There are many factors that come in play such as the victim’s behavior, evidence and how it was handled by law enforcement. However, it the process goes through, then incapacitation will be able to reduce the problem.
Recent events revealed earlier this year have brought to light the massive backlog of untested rape kits. An increased public awareness of this backlog and approved funding has moved the issue from the back burner.
Many real rapists and sexual offenders go uncharged or poorly charged. Crime has always been a shadow upon societies image, these learned behaviors can be seen in all shapes and sizes, in the cities, in the streets and even in homes. The media has controlled the image of what is perceived as crime. But what truly stalks the streets at night, is it the sadistic men who care so little about human dignity they travel from coast to coast sexually assaulting women?
The National Crime Survey (NCS) collects information on crime rates through a six month interval, but there is little information about the psychological impact of the crime and the NCS faults by not giving information on crime six months prior. The NSC does give valuable information about about crimes, over the amount of time that has passed but it the collection does not go in depth. The survey measures saxual assault inadequately, “Koss, Gidycz, and Wisniewski (1987) recently concluded that the actual incident rate for rape is 10 to 15 time higher than NCS estimates” (Kilpatrick).
