On reviewing the state, federal documents and federal database for the Ely Copper mines representing 87% of currently operating copper Ely mines, and responsible for 89% of U.S. copper production in 2010. The Ely Copper mines were chosen based on an operating record of more than five years. These mines provide a representative view of the types of environmental impacts resulting from the development of copper porphyry deposits, focusing on pipeline spills, tailings failures and water collection and treatment failures. It was found that all of the mines (100%) experienced pipeline spills or other accidental releases. The most frequent spills were reported at the Ray Mine in Arizona, where over fifty pipelines Spills occurred from 1988 to 2012. Data shows that among 13 of the 14 mines (92%), water collection and treatment systems have failed to control contaminated mine seepage, resulting in significant water quality impacts. The development of acid mine drainage was associated with the most severe and lasting impacts.

The owner of the mines had orders for the director of safety to keep the information to himself about the dangerous gas. The mine owner came to a conclusion the gas buildup was only slightly threatening. He decided he had to take the chance with the gas buildup, because he couldn’t take the chance to close the coalmines also he had to fulfil coal orders. An gas explosion occurred on May 2nd collapsing a section of the tunnel. Several miners managed to escape, three miners were killed, and eight were trapped.

After a federal contractor caused the spill, three million gallons of contaminated water spilled into rivers in Colorado, New Mexico, and Utah. The EPA has taken responsibility for cleaning up the spill, but “the agency has failed to compensate Navajos for their losses or provide any meaningful recovery efforts over the past year.” All though the EPA dedicated almost $30 million to respond to the spill, the Navajos have only received a small fraction “nearly $1.6 million doled out to all the parties.”

Major components of this framework include defining the issue, establishing decision criteria, identifying and incorporating relevant information, evaluating options, and monitoring/revisiting effectiveness.
