1. DETAIL OF SOFTWARE PROJECT New Zealand’s education payroll system is the largest payroll in New Zealand and is one of the top in Australasia. Novopay was a fairly recent system New Zealand had implemented in August 2012 after seven years of planning and development by Australia Human Resource Company Talent2. Novopay is a web-based system for state and state integrated schools within New Zealand. The system’s purpose was to pay 110,000 teachers and support staff at 2,457 schools. These staff are covered by 15 separate collective agreements, resulting in approximately 10,000 possible pay variations. The New Zealand Ministry of Education purchased Novopay for $182 million over ten years. Unlike a normal payroll where employees work for one company, usually in one role and has a small set of employment entitlements that needs to be administered per pay cycle, Novopay was to manage many employees who can work for different employers (schools), and belong to more than one collective agreement. The requirements for the system must be defined, at the very minimum the desired result needs to be determined. I would define the scope of the payroll project in this case by determining what the desired end state was, with the help of the director or whomever is in charge of the overall project. I would than compare the budget to the desired milestones to ascertain how many people I can have working on each phase of the project. This financial relief can be the difference between a student being able to go to college or to not go to college. However, there is often not enough rising awareness on the negative effects student debt can have on a person, and how they can effect a student’s career choice. Students are searching everywhere for a revival from student debt. If there were only one solution for student debt, I wouldn’t be writing this because it would probably already have been resolved. There are multiple different problems students endure from debt which varies from student to student, and many solutions have been proposed yet never have been met.
In the United States, education funding is exceptionally unbalanced. Currently within the United States, primary and secondary schooling is funded predominantly by local property and personal tax. While the majority of citizens believe that education funding needs to be reformed, some individuals believe that public schools are funded fairly based on property and personal tax, that education should be based on the status and personal tax that a person and community pays. Every year, approximately 1.15 trillion dollars was used for kindergarten through college education funding within the United States. The Federal Government provides on average 10.8 percent of the 1.15 trillion dollars spent on education
To date we have developed a point system to define full time work and benchmarked with NAIS data for pay in the North-East (outside Manhattan.) We have created a matrix for a three tier pay system based upon experience and qualifications as a result (along with board support) we have been able to increase pay by 3%. Currently we have increased the lowest median beginning pay scale by $1,000 on average. By 2015 we will be able to increase pay by 6.5% as we refine our tiered system for publication. By 2016 our goal is to increase pay by 10%.
The first of Ladson- Billings’ reasons for addressing the education debt is its impact on our present education progress. The possibility of the US losing its position as a top world leader in the near future exists solely because of the poor educational system. Unfortunately, no matter how much is done to repair the damages within schooling, nothing will change until the education debt is managed. Money is sadly one of the things that makes the world go round. With it books are bought and an education is paid for. This scholarship award would help pay for a tuition that I have been working hard for. I have had a job for just over a year and have been working thirty hour weeks in order to save up for college. In my family I am expected to pay for my tuition because it is my education. I have been striving to save up because education is one of my top priorities. This award will allow me to spend some of my earnings elsewhere. My financial burden will be lifted slightly and I will be able to relax and enjoy the rest of my senior year.
Basing our structure on jobs clearly defines what it takes for an employee to rise within the organization and provides legal foundation as to why pay differs between individuals. We wouldn’t want to do a person based structure because that would pay employees for the highest level of skill they have achieved regardless of the work they perform. School finance has been a contentious issue around the country due to the amount of money that is required to provide a public education to all children. Exacerbating the issue is the fact that there is no uniformity across each state because the federal government does not have any clause within the U.S. Constitution that requires a funding of public education. Providing education is simply relegated to each state under the 10th amendment (Russo, 2016). Ohio State Constitution Article VI: “The General Assembly shall make such provisions, by taxation, or otherwise, as, with the income arising from the school trust fund, will secure a thorough and efficient system of common schools throughout the state; but no religious or other sect, or sects, shall ever have any exclusive right to, or control of, any part of the school funds of this state.” This clause guarantees that common schools (public) will be supported by the state and local governments. What does efficient mean? Should every school district receive the same amount of money?
