Home visiting programs. These are evidence based programs that target the early development of the child by promoting positive parenting and thus prevent child abuse and neglect. There are different types of models such as Healthy Families, Nurse Family Partnership, Parents as Teachers and Early Head Start. They make use of child welfare staff, nurses or trained paraprofessionals using a curriculum that involves two major approaches which may be parent based or child based (Cullen, Ownbey, & Ownbey, 2010). This is an evidence based program that target first time low income mothers for children 0 to 2 years; it has been shown that it reduces child maltreatment. It makes use of trained registered nurses to deliver home visits to expectant or new mothers (Browne & Jackson, 2013). The first study on NFP was conducted in Elmira in 1977 and it showed its effectiveness; about 400 women were assigned to a treatment group and control group with a group receiving nurse visits during pregnancy, up to the first 2 years of the child. The results showed that there was evidence to show that mothers that received the nurse visits had various positive outcomes including reduction in the number of reported child abuse and neglect(Besharov, Germanis, Higney, & Call, 2011). Preventing the initial occurrence has the greatest impact as children’s outcomes are better when the abuse is prevented from occurring in the first instance, however, many children may not be reached before abuse due to a lot of factors e.g. lack of awareness, socio-cultural factors. Therefore, it is important to increase awareness among the population, reach every child at risk and identify ways in which one can address diverse groups in the society. Child abuse is epidemic in many countries as well as the United States. It is estimated that every thirteen seconds a child is abused in some manner: physically, sexually, emotionally or by neglect (Friedman). Each year, there are over 3 million reports of child abuse in the United States involving more than 6 million children. Child abuse can be reduced with proper education of the parents and with greater public awareness.
Currently, Community Prevention Partnership of Berks County, Nurse Family Partnership, home visitation Program, provides services to first time low income expectant mothers. The organization has been delivering the program for many years. Successfully, the program serves 250 families. The Berks county, Nurse Family Partnership program has served 1600 first time poor mothers, and 1250 children since it began. Most NFP clients by the time of referral are 18 years of age. Accordingly, the thirty-one percent of this first-time mothers receives Supplemental Nutritional Assistance Program (SNAP) and about fifty five percent are receiving Medicaid assistance. In fact, the household income average is 16, 000 and fifty two percent of mothers have not obtained a high school or GED diploma. Indeed, NFP outcomes involves maternal and child’s development education, referral and follow ups. Also, the program encourages breastfeeding, immunization updates developmental screenings. It has reduced smoking during pregnancy by 16.9% as well as prematurity rate by 4.5 %. (Michalopoulos, Lee, Duggan, Lundquist, Tso, Crowne, Burrell, Somers, Filene, & Knox, 2015).

I select this artifact because I provided information in childcare laws, early intervention and family services programs that promote family participation. This artifact shows my knowledge, commitment and desire to help families to find high quality childcare and resources within the community. It’s necessary to be aware of the resources that promoted family participation and address families concerned. One of the programs is known in Louisiana as “EarlySteps”. EarlySteps urges families to participate because they believe families are the child’s best advocates, also strongly ask that families always communicate any burden they may have. When looking into foster care laws the main concern when dealing with children was their environment, before and after they were put in foster care. Whether the problem was neglect, abuse or not meeting some requirements when put in foster care, such as a “family like setting”. Although the extent of child abuse is difficult to measure, it is recognized as a major social problem, especially in industrialized nations. It occurs in all income, racial, religious, and ethnic groups and in urban and rural communities. It is, however, more common in some groups, especially those below the poverty line.
In 2012, an estimated 1,642 children died due to child abuse and neglect, which is 4.5 children every day (Fromm). Approximately 4 out of every 5 are under 5-years-old and children under 1 account for 2 out of 5 of all fatalities. Children under 5 are more likely to die from child abuse due to lack of ability to cope with abuse. Children’s bodies are more fragile and it is easier for an individual to physically harm a small child rather than older children who can somewhat fight back.
People may not be aware, but any one of their peers, friends, or neighbors may be victims of child abuse. Every day, someone experiences physical, emotional, neglect, and/or sexual abuse. Abuse can lead to death or injury for the rest of a victim's life, from either the perpetrator or themselves. In order to prevent child abuse society must: recognize the types of abuse, understand common causes of abuse, know the characteristics of abusers, and realize the effects abuse has, not just on the child, but on families and communities across the world.
