INTRODUCTION: This is an ADD report to Officer Killgore’s #7231, PC 29800(a)(1)-Felon in possession of a firearm. INVESTIGATION: On 12-03-16 at approximately 2210 hours, Officer Thebeau #8402 and I responded to the above location regarding a male subject who shot himself and fled the location. Sergeant Burgess #2003 requested that we secure the Denny’s Restaurant north parking lot. Upon our arrival, Officer Thebeau and I searched the north parking lot. We did not locate a suspect or any witnesses in the parking lot. Officer Thebeau and I located a blood trail inside of the parking lot. We saw a blood trail at a parking spot located along the northeast portion of the parking lot. I followed the blood trail which continued in a southwest route
On the night of January 24, 2009, Ms. Paz de Noboa was waiting outside in line to enter The Zone nightclub, an underage nightclub in Portland, Oregon (Memo in Opp, Exhibit B, Police Report, pp 25-29 of 29) (ER 4, Second Amended Complaint). As she waited to get into the nightclub, Erik Ayala approached the line and shot Ms. Paz de Noboa twice. Id. The injuries were fatal and Ms. Paz de Noboa died shortly thereafter. Id.
Before an investigator begins the gathering of evidence, they must keep in mind that they must treat the site in a professional manner. Biological evidence must go through the photographic process first. The location and its relativity to the crime scene must first go through the process of photographs, sketches, and notes before it receives disruption. Different positions and shapes of bloodstains can provide additional information to the crime. Furthermore, an immediate evaluation of any blood evidence is may be necessary. Only an expert should be called to perform an on-site overview of the crime scene to predict the criminal activity and movements of the persons involved. It is not acceptable to collect blood samples or DNA samples before the expert completes this task. The individual that receives the evidence must handle all biologically stained materials with care and keep personal contact to a minimum to preserve the evidence and ward off any contamination. I notified dispatch that Officer Albert and I were out at the RSC. I parked our patrol car on the north side of the RSC and entered the north door. I heard Officer Smith on the radio say he was out with the subject near the Credit Union. I observed from across the RSC Officer J. Smith and Officer R. Faison standing next to a black male all the way by the Book Store. As I walked closer, I could see the black male with both of his hands up in the air and he was getting down on both of his knees. When I got to the Credit Union, I saw a set of crutches and a black bag laying on the floor. I told Officer Albert to stay here with these items as I continued to go behind the black male. The blood looked like it was coming out of Ms. Garcia's head and there was a table lying by her head as well. There were some pills and a syringe lying by Ms. Garcia´s stomach area. Additionally, there were tennis shoes with footprints on them and some white powder was found at the crime scene as well. I observed a trail of blood, starting at the steps of the Bi-State Bus and leading to the ground.
On April 13 at approximately 10:00pm Rupert and Rupina Clodhopper returned home to find their back patio door had been broken into. The police questioned them about the $10,000 in jewelry the kept in a wall safe. They said only six of their employees, Mike, Bob, Chris, Mary, Susan, and Jessica, knew about it. The police evidence technician team found broken glass and a glove with blood on it. The glass was from the glass window pane of the patio door. Each employee was then asked about their whereabouts during the time of the robbery and to give blood samples. The purpose of this lab is to find out who broke into the Clodhoppers home by testing the blood samples from the employees and the glove. Analysis:
On 11/12/2017 at about 1400 hours, I was dispatched to the area of Maple Pines Avenue in reference to a neighbor dispute and a person possibly armed with a firearm.
Upon my arrival, approaching the scene from the east on Ehrlich Road and east of Gunn Highway, I saw HCSO deputies had the westbound lanes of Ehrlich Road closed at Basswood Lane. The westbound lanes of Ehrlich Road within the intersection of Gunn Highway had been cordoned off with yellow crime scene tape. Looking at the roadway and crosswalk along the east side of the intersection, I located a tire scuff within the crosswalk in the outside lane of Ehrlich Road, indicating where the bicyclist may have struck. I also saw a small area of blood near the outside fog line of Ehrlich Road indicating the bicyclists first impact with the roadway. There was also a small area of blood where the bicyclist came to rest after impact, which between the outside fog line and concrete curb, which indicated where the bicyclist came to rest. The bicyclist was transported from the scene, prior to my arrival.
On April 23, 2016, C-1(Jordan Jacobs) reported to the Metropolitan Police Department(MPD) Officer Roccato that S-1 and S-2 drove in front of her home and pulled out a black handgun and pulled the trigger several times and sped off. Officer responded asked for a Sixth District Detective to respond and assist with the investigation.

Cordon was set up and started canvassing the area searching for clues and evidence. The body of the Victim was lying facedown with possible gunshot wounds to the back of his head and possible gunshot wound to his upper torso. The Victim appeared to be between 20-25 years of age, wearing a red Cincinatti Reds cap, dressed in a grey hoodie style top, blue jeans and white Nike tennis shoes. On the park table near the body were six empty Miller beer cans, empty Absolute vodka bottle, several bags of McDonald food, and drug paraphernalia. A crime scene where bloodstains only from downward-moving drops are available can be analyzed by this program. Spatter evidence can be digitally and graphically analyzed using this program by using what is known as “visual strings”.
