Cognizant to the need for a reliable and efficient traffic control system in Metro Cebu, the City Government of Cebu made representation with NEDA ICC to realize the deferred traffic signalization project. In June 6, 1989, the City of Cebu and the Department of Public Works and Highways (DPWH) entered into a Memorandum of Agreement (MOA) for a joint undertaking on the installation of a Computerized Traffic Signal System. Thus, the Metro Cebu Traffic Engineering and Management (MCTEAM) Project was established in 1989, as the implementing agency of the project.
In 1990, the installation of the Computerized Traffic Signal System was awarded to an Australian firm, the AWA Traffic and Information System. The traffic system adapted in Cebu City is the fully adaptive Urban Traffic Control System utilizing the “Sydney Coordinated Adaptive Traffic System” (SCATS), a development effort of the Roads Traffic Authorities of the New South Wales”. SCATS operates in real-time, adjusting signal timings throughout the system in response to variation in traffic demand and system capacity.

The State police is responsible for the prevention of crime within a state. The major jobs of a law enforcement officer are, Traffic law enforcement, Investigating and preventing crime, supporting local law enforcement, and helping with misalanious tasks to maintain order. The two major models of state law enforcement organization are the Centralized and Decentralized model. The centralized model combines criminal investigations with state highway patrol. Normally the centralized police agencies help out the local law enforcement when needed, help to operate the centralized identification bureaus, provide training for municipal and county officers and patrol the highways within their state. The reform from the political era transitioned into the professional era. This era is focused on crime control and was a centralized organization. The main focus was to stay professional, including with the community, therefore the relationship with the community was very distant. Police were to follow the “3 R’s”. The first R is the rapid response to service calls, police must respond to calls quickly. The second R is random patrol, which helped keep crime rates down from a police officer being around at random times. The last R is reactive investigation, investigators must investigate crimes with the intent to solve them. The pitfalls of the professional era were the attitudes of the police were extremely unfriendly and cold toward the citizens. When working as a JROTC instructor there are many steps in which an instructor must take in order to be a JROTC instructor. There are many certifications that they must go through before even being considered for the job. They must have military experience at a certain rank, they must also pass many requirements that they would normally pass in a military unit. The must show the ability to train others without having to treat students like they are in the military. For some career Soldiers they may be hard to complete. You must have a lot of patience when dealing with high school students. They are not very disciplined and don’t really have a lot of life experiences like a Soldier normally does. I will describe the type of training program of a JROTC instructor must go through and continuously do throughout their time as a JROTC instructor.
The agency, instituted by the council 63 years back, has done considerably well given the circumstances and challenges it is facing. With 155 sworn police officers and 70 civilian employees, the agency is becoming a fully-fledged unit. It has a low tenure force with over 30% of its officers having less than five years’ experience. The members of the council hired their friends which in a way may lower the qualification level of unit at large. With its inception, the agency has experienced and is still experiencing a couple of problems. Foremost is the rising population which is not in synch with the expansion of agency. Worse still the rising population is majorly composed of a poor population.
Public policing and private security have several distinct differences in their essential policies. The essential policies for public policing are hierarchically organized; there are many official and formal levels of public agencies positions. Civil service examinations are the means of choosing only the most qualified personnel based on merit, the government gives the policies to public policing to execute. Again, the treatments of citizens using government services are to be fair and just and Public affairs focus is given to the management of public agencies and organizations. In addition, public service-oriented profit is not a motive they serve the public and publicly funded tax revenues fund these public administrations.
Amber Humphrey, Operational Trainer, has demonstrated many qualities and skills of a Trainer Associate (25). The competencies of a Trainer Associate (25) she currently demonstrates are highlighted on the attached competency document. Trainer completed the Total Trainer course in 2016 and has had an almost perfect attendance with only 1 absence in the last year. Over the past 2 years, she has proven herself as a valuable asset to the OptumRx Learning Services organization and the lines of business she supports (BriovaRx & Home Delivery Pharmacy). She has trained a total of 20 classes for 2017 with a learner end of course evaluation average of 6.67 on a 7 point scale. Whether she is leading a project or training a class, Trainer always lends her expertise and support which also demonstrates competencies of a Trainer Associate. For example, Trainer took it upon herself to expand her knowledge within the Briova line of business and assisted our clinical team in their new systems training for our internal registered nurses – BriovaRx Nurse Sync. She worked closely with business leaders, designers and pharmacists in the clinical role to provide outstanding training/ support in addition to a job well done
Law enforcement officers have many duties. Law enforcement officers are sworn to serve and protect society as well as to fight crime. They also maintain order within their jurisdiction, as well as providing other services that the community will benefit from. Most of the time, police officers are considered to be crime fighters, in which this image has been brought to citizen’s attention by the media. The styles of policing should match the community in which they serve, so there is no conflict between the community and the law enforcement officer. Throughout the years executives from the police department has been trying to find strategies to improve policing in our society. According to the history there are three eras of policing; the political era, the reform era and lastly the problem solving era in which we are in today. The political era began in the early 19th century (1840’s – 1900’s) and was dominated by the local political leaders which opened the door of corruption through politics. During this time the community along with politicians demanded foot patrol as a method to control disorder. The movement from the former systems of policing to community policing system calls for major changes. These changes may be in terms of goals, aims, policies and activities of police units, as well as the general image portrayed by police force. Consequently, this movement bears an eminent amount of disagreements as well as resistance within the police force. The police officers and their managers are the major parties involved in the matter of resistance. The managers fear loss of power and authority to control their officers when they become community police, on the other hand the police officer do not welcome the new role of solving community problems (Rohe, Adams and Arcury, 2001). This is because they are used to the normal role of enforcing laws. The implementation process therefore demands training of police officers on their new roles.
Reactive patrols and proactive patrols are mainstays of American police agencies. Reactive patrols provide the required rapid law enforcement response to citizen requests for assistance and other emergencies. Meanwhile, proactive patrols provide the necessary planning and allocation of police resources to effectively respond to specific, ongoing problems such as "white collar crime" and the "victimless crimes" of drug transactions behind closed doors. Careful examinations of each patrol type and the effects of using exclusively reactive patrols or exclusively proactive patrols show that a balanced approach using both types of patrols gives the best law enforcement response to the needs of the community.
The trends on which the future policing will operate rest on upon the way each of the organization is affected. It is these trends which explain the operational aspects within the policing system of government. The management employs different levels of individuals to make decisions based on the accomplishment of the organization. This system includes simple three color traffic signal. A fixed time is allotted for each lane. The lights are automatically getting ON and OFF depending on the timer value changes. While using electrical sensors it will capture the availability of the vehicle and signals on each phase, depending on the signal the lights automatically switch ON and OFF.
