Predicting the future of the Department of Homeland Security (DHS) would be similar to predicting the stock market. Those who come close are successful enough to understand it can change on any given day. They do not invest all in one business sector, they learn to respect the market, and they look for trends to aid in their decision. Nothing is guaranteed with the stock market and nothing guarantees DHS will still be an establishment in the next 10 years. Who is to say we are not years away from global peace? The digital system was hacked and the hackers "paralyzed it" and "disable the car's brakes at low speeds," along with gain control of the steering wheel (Greenberg, 2016). If discovered by someone with malice intentions, information could have been exploited and cause horrific damage to Chrysler's brand name.
Another example involving the rapid change in technology with the auto industry involved Tesla. During hurricane Irma in 2017, Tesla remotely upgraded all their vehicles' batteries in Florida to have a longer charge. Owners were able to safely travel longer distances without having to stop and charge so they could get out of the state sooner to avoid the storm (O'Donnell, 2017). Whether the remote upgrade feature was publicly known, Tesla did right by their customers, however, the batteries reverted back after the hurricane. Again, if this feature was exploited it would put the public at risk of batteries being drained while traveling at 70 miles per hour on any given highway. A solution to address the use of technologies to inflict harm on the United States is an advisory council. President Donald Trump was on the right track when he established his advisory council filled with prominent business leaders. When the topic of Homeland Security is introduced, the first thought that comes to mind is either 9/11 or the Transportation Security Administration, TSA for short. No matter the reference, most Americans know that Homeland Security has something to do with Terrorism. Until an actual attack occurs, or election season begins, the average person may never give any thought or credit to the Department of Homeland Security. The components of DHS are Federal Emergency Management Agency (FEMA), the U.S. Coast Guard, U.S. Border Patrol, Transportation Security Administration, and the U.S. Customs Service and the last federal agency the Secret Service (Oliver, W. M., Marion, N. E., & Hill, J. B. 2015). These components will help secure the protection of the people of the United States from terrorist attacks and any other disasters such as the preparation for a nuclear attack that possible deals with chemical, radiologist, and biologist or any other man-made material. The Department of Homeland Security plays in a very important part in terrorism. DHS protect the United States from foreign and domestic threats to the United States. One of the missions is to find and destroy any weapon of mass destruction. Cyberspace is a threat to the United States in the technology field. DHS have to stop threats, hazards and disasters in its tracks at large public gatherings.
The Department of Homeland Security was created in the aftermath of one of our nation's greatest tragedies: the events of September 11, 2001 (Newman, 2002). Almost immediately the Department began overseeing 22 federal agencies that pre-existed 9/11. The rationale for this transformation was to improve the coordination of the federal government's various security efforts both internally and externally in an effort to forestall any future terrorist threats. What has occurred, however, is a Cabinet Department that is highly bureaucratic with too many divergent responsibilities. Its effectiveness is questionable and serious consideration should be given to the abolition of the Department and its agencies reassigned to other Departments.
Since its inception the DHS has gone through a shift in terms of overall concepts and missions. Something had to be done to ensure the safety of American people and protecting the U.S. homeland against future terrorist attacks. The U.S. Department of Homeland Security was enacted shortly after the September 11th 2001 attacks and the creation of DHS was one of the most significant changes made by the U.S. government with a clear mission of protecting our homeland.
The President 's Fiscal Year (FY) 2016 Budget Request of $41.2 billion for the Department of Homeland Security reflects the constant commitment to safeguarding a homeland that is safe and secure. A safe and secure homeland is one in which the liberties of all Americans are guaranteed, privacy is secure, and the resources by which we tradeoff with the world-through travel, lawful immigration, trade, commerce, and exchange, are secured. The FY 2016 Budget centers resources on key competences in each of their mission areas. These includes, but is not limited to “preventing terrorism and improving security, fortifying and managing the borders, enforcing and supervising the immigration laws, safeguarding and securing cyberspace, and solidifying national preparedness and resilience” (Johnson, 2015).
In this research paper, I am going to discuss the plan that the Department of Homeland Security has set forth for the years of 2012-2016. This plan outlines the entire vision of the department to essentially accomplish their missions and goals. The plan consists of missions varying from border security to cyber security. We must not forget the men and women on the front line working hard to ultimately secure and provide safety for the United States of America.
The ability of the Department of Homeland Security to effectively manage risk is vital to national security. Risk in general, is something that is permanent but because this is known, strategies can be used to mitigate situations as they present themselves. Government managers must manage risk in a complex environment taking into consideration the diverse missions and multiple objectives of public agencies (Hardy, 2014). The role of risk management within the homeland security enterprise was managed by best and worst case scenario planning. This is something that is inevitable as we are faced within a definite variety of threats. One way to grade or rank threats is through worst-case analysis. As this analysis can be used for worst-case scenarios the federal government cannot leave out lower ranking situations (Roberts, 2007). Since the Department of Homeland Security is charged with managing risk within the enterprise, a basic equation is used to help figure out different variables and how they would be affected.
George Washington University is the number only University who offered a program that spoke to my interest. I am applying to the Master of Professional Studies in Security and Safety Leadership because I believe my analytical and critical thinking skills will be enhanced and the program expectations will be higher than in my to think effectively and efficiently. I believe that this program will provide me with the competencies to manage and succeed in the Homeland Security field. After the 9/11 terrorist attacks against the United States, a series of risk management evaluations were created by the US Federal Government to assess the future risks the homeland was going to face. When the Department of Homeland Security (DHS) was officially created in 2002, more effective risk management assessments were re-designed to evaluate the past and present dangers, prevent them and respond successfully to more terrorist attacks.
