Problems Within The Foster Care System

The number of children in the foster care system continues to increase. While the foster care system is essential in helping abused, abandoned, and neglected children, many children remain in foster care for long periods of time when family reunification or adoption is planned. Court delays can often extend the time between when children enter the foster care system and when they are placed into permanent homes. Significant differences exist in the quality of care and outcomes for children depending on their race and ethnicity. The percentage of children of color in the foster care system is larger than the percentage of children of color among the general U.S. population. However, the occurrence of child abuse and neglect is at about the same rate in all racial/ethnic groups.

The Foster Care System with the kids who are in it is a massive social issue that America is facing today. There are more than 640,000 foster children in the United States every year. There are 23,000 foster children living in group homes at one time. There are 32,000 who live in institutions, and twenty-seven states do not meet federal abuse and neglect standards. (Attention) Personally, I am a foster sister, because my family currently fosters. Therefore, we see the issues and needs of fostering, daily. (Rapport and Credibility) This speech will discuss the importance of the nature of foster care, the catastrophic problems of foster care, and the proposed solution for the foster care system in America. The author, Nina Biehal, tells of the treatment in foster care and the need for correction in her article, "Maltreatment in Foster Care: A review of the evidence." The author gives many facts about how the government needs to change the level of care provided for the children. This article is more of a constant reminder of how much still needs to change and the level of care offered to children of abuse today. Unlike the article by authors Kristen Turney and Christopher Wilderman, which bases their article on the number of children in foster care receiving mental health care, Biehal gives evidence to support the problems that result from being in foster care. My essay can use this article to paint a picture of the number of children in detrimental conditions and how foster care developed problems with their system to support my argument.

The foster care system exists in order to enhance the lives of children whose parents were deceased rather than because of abuse today. Our outlook, principles, and ways of being concern for and protecting abused or neglected children and looking after families has shifted greatly throughout history. In this paper I will discuss and inform the readers on the three main components. The first part will discuss the foundation and growth of the foster care system as time pass. Secondly, describe the contemporary state of the system within the United States, including pertinent statistics. Lastly, considering future guidelines intended for the system, including ways in which the system can progress throughout the time.

Since the 1970’s, many debates and arguments have formed over the problems in the Florida foster care system. Some of the arguments were made as to whether different races should become foster families or whether or not is was suitable for gay couples to foster children. Another issue that arose was the children with special needs or older children that people didn’t want. As the foster system grew, it began to experience setbacks. There were now more children needing homes than available homes. The foster care system became full of problems. Foster parents started to complain about not having an adequate support system. The children were not receiving the medical treatments they needed. And foster children were staying in the system so long that some were aging out. Those that age out a were not receiving any support or training to cope with adult life. There was also a shortage in funding. In addition, there had become an alarming number of child abuse and neglect cases within the foster families. Although some aspects of foster care have improved, some changes still need to be made.

The foster care system in America negatively affects the lives of adolescents in the system mentally and physically. On any given day there are over 428,000 children in foster care and more than 20,000 kids age out of foster care with no permanent family; therefore, they are being left behind socially, educationally, mentally, and under developed for the real world. Foster care first started in the nineteen hundreds when Charles Loring Brace created the “Children’s Aid Society” in New York. Then later on the 1900’s, social agencies started to supervise and pay the foster children’s sponsors. However, back in foster care’s history and still today, the kids in the system experince abuse and become mentally unstable. One out of five kids

“Family is forever.” Many people believe that this quote happens to be true. Everyone wants to believe that their family will always be there for them, and support the decisions that they make. For a normal family is quote would be accurate. On the other hand, there are families that will not be together forever. This is not just a choice that these certain families make, it is forced upon them. At this very moment hundreds of thousands of children around the country are spending quality time with their family. But, at the same exact moment, there are over five hundred thousand children living in the foster care system. These children do not know what it is like to spend quality time with their actual families. Instead, these children are forced to live with complete strangers, and suffer. Government officials say that foster care is for the safety of the children, but many do not share the same views. Foster care does not benefit children because of extensive developmental, social, and economic problems later in their lives.

Every year in the United States, hundreds of children and adolescents are taken from their parents and primary caregivers and placed in out-of-home care situations due to issues in their homes and family lives which contribute to unsafe living conditions. These children and adolescents often face many health, behavioral, developmental, and psychological issues.

In America it is stated that 1 in every 84 children live in foster care circumstances via "Statistics on Foster Care". There is a numerous amount of contrasting children from various backgrounds and ages living within these special housing homes, and many are repeatedly in and out from unstable circumstances. As children grow and mature into the new faces of the world, they face many obstacles and tribulations that will alter their lives. Living in fostering homes is a substantial example and the effects of living in these institutions can truly be great.

More than two-hundred and fifty thousand children enter the foster care system each year, making it extremely difficult to find the right caregiver for each child. There are so may effects on the child that last their entire lifetime, making it difficult for them to trust others. Not being able to trust their peers, they often find it hard to make friends and long-term relationships last. Fortunately, there are many results that can improve everyone’s position in placing the child. Foster care agencies repeatedly create destructive situations due to the selected caregiver, as well as the plethora of glitches that are created. Due to the unacceptable and inappropriate selection of foster parents, the child frequently experiences difficulties and disadvantages later on. Most children are placed into foster care because of mistreatment and experience the same treatment in their foster homes. Unfortunately, a lot of times the foster parent will take their anger out on their foster child, making a wide array of short-term and long-term complications for the child.

Everywhere across the world, more and more children are being placed into foster care or a welfare type system. Foster care can benefit children or harm them; the effects of foster care differ for every individual. These types of systems often have a major effect on young children’s physiological state. Children entering in foster care are often malnourished and have untreated health problems. A high percentage of children who are placed in these types of systems have mental health, physical health, and/or developmental issue which often originates while the individuals are still in the custody of the biological parents. Children in foster care should be provided with a healthy and nurturing environment which often provides positive long term results. The age of children in a foster care varies across the world, but it is often seen that majority of these children are young (George para. 1). There are more young children in the system because younger children require more adequate care than older children that are already in the system. Placing these children in welfare systems is supposed to be a healing process for them. Although this is supposed to be a healing process, statistics say these children have a negative experience while being in these systems, but this is not always the case. A number of children in foster care fall sucker to continuous neglect and recurrent abuse with the lack of nurturing and an unstable environment. These same children often have unmet

Maximizing the accessibility of foster care sectors would allow for substantial attention to more foster care children, leading to better mental health in an average foster care child. Furthermore, local institutions could be allowed more flexibility in terms of federal funding usage, which could result in a more centralized focus on providing the best outcomes for children involved in foster care. Changes in current policies, such as the aforementioned ASFA, would additionally aid in lessening the unclarity in cases and allow for a greater focus on the well-being of children. Most people have heard about the foster care system. There have been studies surrounding the foster care system. Most have involved communication issues all around the system. The other is when a person ages out of the foster system and does communication effect what happens? The lack of communication with the foster youth, the lack of communication between the foster care system and the other systems, and lack of basic skills for getting a job hinder the youths that are about to age out of the foster care system and become adults.

Many children are raised within the foster care system. Children within the foster care system and vulnerable children are exposed to many different psychosocial hardships that include a wide range of health problems. Both foster children and vulnerable children are at a higher risk for developing psychosocial and developmental problems along with educational and behavioral stumbling blocks. Most children within foster care systems are there due to family risk factors within the home that include domestic violence, parental mental health disorders, parental substance abuse, and lack of parental care. The health care pathways for children in foster care are extremely scarce. Children in the foster care system and other vulnerable children that are in parental care showed many risk factors associated with their development. Some of these factors were incomplete immunizations, speech delays, and developmental delays. The methods used within this journal article was based on a study of children between the ages of birth to eighteen years of age who attended a clinic because their parents had a substance abuse problem, a mental illness or an intellectual disability. This method also includes children who were referred by child protection services due to concerns. The study was done within a 12-month period from December 2007 through December 2008.
