I have spent more than 25 years as a public servant. What I have learned in that capacity is that some of the main aspects of public administration are to organize societal administration programs, resolve social problems, improve the quality of life for others, efficiently manage resources, promotes the fair working environment and to promote the economy. It takes a dedicated and knowledgeable servant to uphold these aspects. With this premise, I have developed an appreciation of the progressive decision-making process in regards to public administration and policies. As a public administrator, you often are tasked with managing or leading a project, staff, and resources of an entity. That entity could be a public, non-profit or private entity. To effectively manage those tasks, you must first understand any goals, mission, and directive that are applicable to the entity. Also, you should know any legal guidelines, regulations, codes, policies, procedures, and laws that apply to your entity or to the task you wish to undertake. Additionally, you should be open to prepare for adjusting all the above as needed so that you may better serve your constituents. The entity is forever changing. Some of the main reasons a public servant and administrator are not properly serving their constituents are that they are not properly trained, they are not clear as to what their duties are, very poor leadership and their resistance to changes. My Introductory to Public Administration class has taught me the range that can come with public administration. Public administrators are employed in all levels of government, across various fields including social welfare, financial administration, and human resources (Denhardt, 2014, p. 1). Despite the various type of public administration jobs that exist, the one thing all public administrators are required to do is to maintain a commitment to public service (Denhardt, 2014, p. 1). In order to better understand how public administrators are responsive to public interests, I was assigned the task of interviewing a professional in public administration. I chose to interview Jeanell Emond, program manager for Central Valley Prevention Program (CVPP) and Mental Health Systems (MHS), because of my future in social work and my interest in developing and managing programs that benefit the community. Through the interview I was able to gain valuable insight on the agency and Mrs. Emond’s role as a public administrator. More importantly, I was able to learn how interorganizational partnerships, financial management, ethics, and leadership and management skills in public administration can help develop stronger communities.

To become a public administrator, you must have the ability to work with different people from different background, different age groups, and various economy classes. A Public administrator cannot be biased towards one group of people and turn around and be favorable towards the other. As an administrator, you have to be transparent to everybody that you encounter, even people that you will be working with, and people that you are working for. According to the publication, “Ethical Dilemmas in the Public Service,” by the Commonwealth Association for Public Administration and Management, describes that the ethical issue that government officials face in any organization is nepotism and bias. The reason why this event occurs is that some of the individuals in the public administrative positions are not transparent in the workplace and are also influenced by personal gain.

Governmental policies and politics play a critical role in the realization of change in a public agency since the policies are developed and implemented at various levels (Dukeshire & Thurlow, 2002). Since these policies may range from formal regulations and legislation to informal guidelines in an agency, understanding them is important in the achievement of change in a public agency. A Public agency basically functions based on the established policies and politics in the government. Therefore, the accomplishment of the change in a public agency requires an increased understanding of the politics and policies of government.
Decision-making is very vital in the study of administration. Decision-making is the act of deciding the best choice or alternative that brings success or advantage to a situation that will ensure maximum benefits and least risk. Probability can be applied to decision-making in public administration because it is possible to estimate the probability of occurrence of specific events. A part of decision-making in relationship to public administration has to do with goals. The probability of you meeting those goals depends on decision-making. For example a restaurant owner has received more revenue on Thursdays than on any other day And less Revenue on Saturdays than any other day. The owner has looked at everything that could have influenced his sales. The owner realized that the only things that were different on Thursdays than any other day was the chief special and the drink special. According to the receipts of the last four Thursdays the probability that a customer orders a drink special is 60%. The probability that a customer orders the chief special is 50%. The probability of them ordering both is 42%. This shows the restaurant owner that Thursdays drink special should be considered on both Thursdays and Saturdays.
In the following paragraphs, I will explain the dominant theory in public administration practice and elaborate on the major theoretical assumptions of the Old Public Administration. As stated in the question, the world has transformed through globalization, information technology, and devolution of authority since the latter part of the last century. The dominant theory in public administration has been replaced from the traditional rule-based, authority-driven processes of the Old Public Administration with market-based, competition-driven tactics in the New Public Management, beginning in the 1980s (Kettl, 2000, p. 3). This was an effort to privatize government and streamline public administration to maximize efficiency and productivity. Heavily relying on market mechanisms to guide public programs, public administrators in the New Public Management are encouraged to “steer, not row,” meaning they should not bear the burden of delivering services, but instead define programs that others will carry out, through contracting or other means (Denhardt & Denhardt, 2011, p. 13). Core values of the New Public Management include using private sector and business approaches to the public sector, squeezing as many services as possible from smaller revenues, market style incentives, providing customers more choices, and focusing on outputs and outcomes instead of mainly processes.

For example in Malaysia, the government had establish Malaysian Integrity Instituition and Enforcement Agency Integrity Commission, that would receive reports from citizens regarding the misbehaviour of government officials.
