Since 1996, the state of California, and by default, the city of Desert Hot Springs, have allowed the use of medical marijuana. Under proposition 215, any individual with a prescription could legally possess and use cannabis. And this was the case until recently, when a chain of events led to the legalization of consumption for non-medical reasons in California. Proposition 64 legalizes the private use of marijuana as of January 1st, 2018. However, this decision appears to have been made prematurely as the effects of such an abrupt decision are beginning to manifest themselves. Cannabis, also known as Marijuana, has been used by humans throughout history for medical, recreational, as well as spiritual purposes. Its fiber, oil, and seed are also refined into products such as hemp oil, wax, rope, cloth, and paper (Agriculture and Agri-Food Canada, 2013, para. 1). With 56% voters overwhelming supported for medical cannabis, California became the first state in the United States to pass Prop 215 in 1996 ensuring the patients and their primary caregivers to “have the right to obtain and use marijuana for medical purpose” (California Department of Public Health, 2013, Text of Law section, para. 1).
Legalization of medical marijuana is a disputed issue in the United States. In 1996, California was the first state to pass the Compassionate Use Act allowing for the legal use of medicinal marijuana (Freisthler, Kepple, Sims, & Martin, 2013). Subsequently, this lead to the enactment of similar laws from 25 states allowing those with medical illnesses and chronic pain to use medicinal marijuana. The efficacy of the Compassionate Use Act can be determined via data analysis of pain management and other nontraditional benefits before and after 1996. Each state can be categorized as either fully functional, meaning medical marijuana laws are enacted, non-functional, not yet operational or in process, and cannabidiol specific.

On November 8th 2016, Arizonans will exercise their right to vote for or against Proposition 205, the Regulation and Taxation Act, that could legalize the recreational use of marijuana in Arizona. Currently, in Arizona, marijuana has only been legalized for medicinal purposes and participants must be registered and carry a medical marijuana identification card. Similarly to when Colorado, Washington and Oregon all proposed the same measures to legalize the recreational use of marijuana over the last four years, there is strong opposition as well as solid support of the amendment in Arizona. Five states have implemented way to minimize the amount of crime while people are still able to use. Even though the states have made this determination though a vote. The Federal government still sees it as a felony crime. Within the reform strict policies have been set in place. Should marijuana be decriminalized or legalized? Should there be restrictions based on age. There was an analysis done that compared five states that implemented major marijuana reforms. Evaluating their effectiveness in reducing marijuana arrests and their impact on various health and safety outcomes. The two types of reforms that were evaluated: all-ages decriminalization in the states of California, Connecticut, and Massachusetts. The other reform was 21-and – older legalization in Colorado and Washington. From the analysis out of the five states all five state experienced substantial declines in marijuana possession arrests. There were four states with available data that also showed unexpected drops in marijuana felony arrests. All- ages decriminalization more effectively reduced marijuana arrest and associated harms for people of all ages, particularly young people. The decriminalization in California has not resulted in harmful consequences for teenagers, such as increased crime, drug overdose, driving under the influence, or school drop outs. · Medical Marijuana Law: Passed under the Compassionate Use act of 1996, Proposition 215 ensured that individuals in California could use marijuana for medical uses as approved by a physician. It also led to the rise of dispensaries, where the drug could be provided and monitored safely, as well as allowed home growing of marijuana under certain restrictions for individuals using it medically. It also allowed the patient’s, “primary caregiver” to obtain the marijuana for the individual. This caregiver has to provide “…for housing, health or safety” of the patient (Proposition 215).
A person never knows if their life’s base between life or death, when there is a terrorist out in the community willing to come out and kill many citizens for no apparent reason. Proposition 63 would regulate the amount of ammo a gun should have and have no more guns with large magazines. With large magazines it is easier for a terrorist to kill more people in less time, but with proposition 63, ammo would cut off shortly for a gun owner and have their background checked to buy ammo or a gun. Will the ammo shorten would have an impact on every gun owner, but would be better because no gun owner would have to have a gun with more than ten bullets in their magazine unless they have a good reason or profession that required to have more than ten bullets in their charger because if they do not the people trying to buy the product have bad intention to use the gun and large amounts of bullets.
As of November 8, 2016, the usage of recreational marijuana in the state of California had officially become legal for use by adults over the age of 21. Although the Department of Justice under President Obama does not prosecute most individuals and businesses following state and local marijuana laws, both medical and recreational marijuana are technically illegal under federal law. Proposition 64 only made recreational marijuana legal in California state law. The reason for this is because there are both extensive amounts of positive and negative effects of a drug such as this and some states may deem the risks worthy of the benefit.
In 1996, voters in California and Arizona went to the polls and in sweeping victories, told Washington that federal drug policies - at least as they applied to sick people – were wrong. Voting on proposition 215, Californian’s “approved the medical use of Marijuana by a 65 to 35 margin. ” In Arizona a solid majority (65%) voted to give the doctors the right to prescribe a range of drugs, including marijuana, heroin, and LSD. However, federal law prevents states from making marijuana supplies legally available.
