The issue of homelessness in regard to shelter in Australia has been prevalent for an extended period of time in the 21st century. Homelessness is the situation in which individuals are unable to attain a permanent and adequate quality of shelter. Shelter is a human right as stated under article 25 of the Universal Declaration of Human Rights, which specifies “Housing” as part of the standard of living required for an individual to maintain their wellbeing. Australia’s law specifies no legal right to shelter, however as a party of the International Covenant on Economic, Social and Cultural Rights (ICESCR), the Australian government must recognise that all individuals should be entitled to “an adequate standard of living for themself and their family”, where one criteria is “adequate housing” as stated in article 11. It is imperative that in order to fulfil both Australia’s obligation to uphold human rights and maintain social cohesion within society both legal and non-legal responses are effective in dealing with both the causes and effects of homelessness.

Throughout this paper I will be discussing the issue of homelessness and how it is steadily becoming a more serious problem as time progresses. I will discuss issues that surround homelessness such as the NIMBY, not in my backyard, issue and how it is causing the homeless to not receive the help that they need. This is an issue that needs to change, but due to NIMBYism, it is very difficult create such change.

Homelessness is all our responsibility. Waking every morning in a warm bed in a secure house for some Australians is only a dream. Every day more and more people are becoming or are at risk of becoming homeless as the global economy crumbles away and monetary resources become harder to find. The Homeless are a vulnerable population. Homelessness is a social issue that anyone can almost be subjected to despite his or her age, race, ethnicity or geographical background. After doing much research, I have learned that to develop awareness and interventions to be able to help the homeless population, we must understand their mental health and behavioral needs. The information they all share in common are the factors why a specific type of population became homeless. This article (originally a speech) talks about how homelessness has been an issue in Canada in the past but is also an issue Canada faces today and how the future of homelessness in its society depends on the actions taken today. Specific information given in the article includes going back as far as 1960 with specific examples of how the Canadian government has been dealing with the issue through the ages. Giving direct quotes from government documents and speeches to statistics, it is divided to into three main categories: past, present, and future (and further going into sub categories from there). Relevant issues are discussed such as how some societal issues and global affairs affect the wealth of Canada and how this can turn into poverty.

Homeless people in Allegheny County, PA are a vulnerable population that needs addressed. Homeless populations consist of individuals, families and veterans who struggle with obtaining the basic needs of life, that many take for granted. A shortage of affordable housing, not enough income to meet basic needs and inefficient support services all contribute to homelessness in the communities (In Nies & In McEwen, 2015, p. 433). Services, help, and resources are available in this county, but getting this vulnerable subset of the population to seek this help, are difficult.

About ninety-three percent of all people incarcerated are released eventually. Within three years, seventy percent of those released will be rearrested. states that inmates fail to successfully reenter society because of mental health issues, substance abuse, past criminal acts, total education level, economic standing, among other things. Although a person might be receiving a form of temporary shelter, this does not mean that they are non-homeless. If this temporary shelter was unavailable, the person would have no shelter. A person meeting the elements of this aforementioned definition would be assisted within my program and not rejected unless the person shows evidence of remaining stagnant in their effort to become self sufficient. My program is indented to serve all demographics of the homeless regardless of age, sex, educational level, marital status, etc. with the understanding that their pursuit for self sufficiency does not falter. The implication of my essay is, unless the criminal law of Victoria changes, the regulations of homelessness will consist of unreasonable restrictions of their movements to satisfy the majority population. The law has to balance the needs and wants of every person, and initially the law protects the right to protest (Mitchell 2005, p88). However, as time progresses, the individuals’ rights to privacy in public were prioritised instead (2005, p88). Although this statement referred to political dissent, it can also be interpreted for the anti-begging law that has restricted the homeless ability to communicate in public places, in order to produce a situation for the majority citizens to travel the streets of Melbourne undisturbed. These Programs help address the needs of homeless young adults, majority of whom are running away from unsecured and unhealthy living conditions. They have been confirmed effective at supporting positive youth development, securing stable and safe living arrangements and providing the skills required to engage in positive relationships with caring adults.

O 'Grady et al., (2011) indicate that many jurisdictions throughout Canada have implemented measures to restrict the rights of homeless people. These measures include controlling public behaviours and income-generating activities through enforcement of the SSA by police and the criminal justice system. This literature suggests that the over-reliance on emergency services to address homelessness "... when there is an insufficient investment in prevention and affordable housing..." is irresponsible (O 'Grady et al., 2011, p. 6). Poverty is not adequately addressed by this social welfare policy, and the public places responsibility on police and the courts instead of the governement and their own communities.

An issue which still affects US in the UK, despite the fact that the UK is one of the richest countries in the world. And the main issue is homelessness. In this essay I am going write about the reasons for look at what it’s like to be homeless and finally I will go on to discuss ways in which we can deal with the problem.

As the growth of Political values increases, followers of politics, see one major conflict rise, Homelessness. In 2013 it was estimated that 1 out of every 30 children were homeless. As this issue grows some people think the only way to fix homelessness, is by making it illegal. But criminalizing homelessness will have many negative effects, it will hurt the chances of the homeless getting jobs and getting off the streets, volunteer groups are creating projects to help create housing for the homeless, and the homeless are already treated poorly, and looked down upon by society.
