As social workers it is important to understand the history of our profession in order to appreciate how the current practices came into being and in turn how our history affects our current practice. To adequately serve the various populations, we must understand the historical oppression and discrimination they faced so we can provide culturally competent service delivery. Social workers’ commitment to social justice means they want everyone to have a fair and equal opportunity to an assessment. In line with fairness, social workers should tell carers about their right to refuse an assessment as their permission, and not the person receiving care, is needed before the carer’s assessment can commence. In addition, social workers, bound by legislation regarding confidentiality and information sharing, must reserve the carer’s right to privacy whilst uphold their right to a fair hearing. This is achieved by only disclosing carer’s personal details to 3rd parties with consent, unless a safeguarding concern arises.
In 1917, as the United States entered World War I, Congress established a system that addressed Veterans benefits which included programs for disability compensation, insurance for service members and Veterans as well as rehabilitative treatments for those that were disabled (www.va.gov). Three years later, 3 separate federal agencies: the Veterans Bureau, Bureau of Pensions of the Interior Department and National Home for Disabled Volunteer Soldiers were charged with administering these benefits and services (www.va.gov). Then, in 1930, President Herbert Hoover signed an Executive Order which consolidated these agencies to a federal administration level and created the Veterans Administration (www.va.gov). Almost seventy years later, in 1989, the Veterans Administration was then renamed the Department of Veterans Affairs (www.va.gov). The purpose for establishing the Department of Veterans Affairs (“VA”) has always been, since inception, and remains to this day, to provide a comprehensive system of assistance for Veterans (www.va.gov). As noble a purpose as the VA was intended, the VA could not escape the bureaucratic dysfunction that has rocked the very core of the military community, the nation and the Western allies with outrage and an immediate call for remedy.

In 1981, in Wadsworth Veterans Medical Center in Los Angeles a former Marine who had rammed the hospital 's lobby with his Jeep and fired shots into the wall after claiming the VA had failed to attend to his service-related disabilities and committed suicide (Pearson, 2014).

Like you said after they finished a person sentence and reintegrating back into to society get a job and make a living there will be less likely to go back to prison. At the time the goals were established, the programs were managed by three fractured agencies: The Veterans Bureau, the Bureaus of Pensions of the Interior Department and the National Home for the Disabled Volunteer Soldiers. The first of two agency consolidations took place in 1921 creating the Veterans Bureau (VB) (The Department of Veterans Affairs, 2015a). The new organization combined all WWI services with the Public Health Service Hospitals. In 1930, the recently formed Veterans Bureau would be elevated to federal agency status and the VA is born. The purpose of the agency at this time was to “consolidate and coordinate government activities affecting war veterans” (The Department of Veterans Affairs, 2015b). Included in the first consolidation was the transfer of the 1,400 nurses working within the Public Health Service Hospitals to the Veterans Administration.
