Working Together to Safeguard Children provides guidance on what steps you should take if you suspect harm to a child wellbeing. The policy gives guidelines to follow to provide the best support. Everyone working with children needs to provide a safe environment for children to learn in and if you suspect a child is being abused or harmed then take appropriate action.

Children Act 2006 – Is an Act that defines the new duties imposed on the Local Authorities in respect to improving the Every Child Matters outcomes for pre-school children. The Act also defines new rules in relation to childcare for working parents as well as parental information services. It is aimed at improving the well-being of young children. The ‘Children’s Act 2004’ was continuously updated and developed into the ‘Children’s Act 2006’. This act states that all settings have to follow the Early Years Framework Stages (which were renewed in 2012). The Early Years Framework Stages (EYFS) is aimed to fulfil the five aims of ‘every child matters’ and the previous children’s act of 2004. The intentions are to achieve these aims by setting standards, promote equal opportunities and through a framework of partnerships, improve quality and consistency and lay secure foundation for all learning and development, present and future. By improving the quality the service and experiences are improved for all children and families. Safeguarding children is a vital part of improving all childcare services/settings.

The UK Government has defined the term ‘safeguarding children’ as: ‘The process of protecting children from abuse or neglect, preventing impairment of their health and development, and ensuring they are growing up in circumstances consistent with the provision of safe and effective care that enables children to have optimum life chances and enter adulthood successfully.’
The idea behind the Act is to promote (co-ordination between multiple official entities to improve the overall well-being of children. The 2004 Act also specifically provided for including and affecting disabled children. The Act places a duty on local authorities and their partners (including the police, health service providers and the youth justice system) to co-operate in promoting the wellbeing of children and young people and to make arrangements to safeguard and promote the welfare of children.
Working together to safeguard children 2006 sets out how organisations and individuals should work together to safeguard and promote the welfare of children and young people in accordance with the Children’s Act 1989 and the Children’s Act 2004. It is important that all practitioners within settings and environments looking and caring after children and young people must know their responsibilities and duties in order to safeguard and promote the welfare of children and young people, following their legislations, policies and procedures.
Working together to safeguard children 2006 was a revised document which provided an update on safeguarding and the national framework to help services for children and agencies to work individually and also together to safeguard and promote the welfare of children. It was also further revised in 2010 and also applies to those working in education, health and social services as well as the police and the probation service. It is relevant to those working with children and their families in the statutory, independent and voluntary sectors. It is not necessary for all practitioners to read every part of Working Together to Safeguard Children in order to understand the principles and to perform their roles effectively. However, those who work regularly with children and young people and who may be asked to contribute to assessments of children and young people in need and should know the relevant sections of this document. The vetting and barring scheme was introduced in October 2009 with the aim of preventing unsuitable people from working with children and young people. It assured anybody working or volunteering with children would have to register with the independent safeguarding authority (ISA).
