Strategic Challenges for Local Communities The Department of Homeland Security released the 2014 Quadrennial Homeland Security Review on June 18, 2014 as required by the Homeland Security Act of 2002 and its amendments. This review outlined the current state of preparedness, as well as the future areas of concentration. It also determined six strategic challenges facing the nation: terrorist threat; growing cyber threats; biological concerns as a whole; nuclear terrorism; transnational criminal organizations; and natural hazards. The basic building block of emergency management in the U.S. is the local community. Each step begins here. Threat assessments are completed on the local level. Planning, mitigation, and response are all responsibilities of the local community to support the state and Federal practice using the guidance provided by both.
One of the best guidance documents for these communities is the Comprehensive Preparedness Guide 201 (CPG201). In this guide, communities will complete the Threat and Hazard Identification and Risk Assessment. The THIRA has a detailed four-step process in developing a robust Risk Assessment to allow the community to develop its plans. The first step is to “identify the threats and hazards of concern” to the community. Some of the challenges described by the Department of Homeland Security may not be applicable to the community or may pose extremely limited threat. According to Federal Emergency Management Agency (FEMA), there are many factors that will affect the direction of emergency management in the coming years. These can be classified as global challenges, global opportunities, national challenges, national opportunities, professional challenges, and professional opportunities. Global Challenges include some issues like global climate change, increasing population and population density, increasing resource scarcities, rising income inequality, and increasing risk aversion. Global Opportunities has to do with increased scientific understanding of the hazards and societal responses, as well as revolutionary technologies. National Challenges involves increasing urbanization and hazard exposure, interdependencies in infrastructure, continued emphasis on growth, rising costs of disaster recovery, increasing population diversity, terrorist threats, low priority of emergency management, legal liability, and intergovernmental tensions. Due to these factors that will affect the direction of emergency management in the coming years, there is need for us at emergency management division to adjust operational plans to meet these challenges and especially changes emanating from constant changes expected in technology and other threats we face.
The U.S. Department of Homeland Security was formed more than a decade ago with a very significant mission of safeguarding America's homeland from hazards, threats, and national disasters. This department conducts its mission through securing the country's borders, preventing terror attacks, and responding to incidents or threats to its citizens (Miller, n.d.). Generally, the most important roles of the Department of Homeland Security are to lead a concerted national effort in securing the United States and preserving the American way of life. The department was established in 2002 in reaction to the 9/11 terror attacks and has since developed a nationwide strategic plan for evaluating and updating its mission statement and effectiveness of operations. These plans can be updated and transformed to accomplish the needs of the Department for Homeland Security and the American people.
Intelligence and Warning is Border and Transportation Security is responsible for protecting America's borders, territorial waters, and transportation systems by centralizing information-sharing and databases that track and monitor all aspects of border control and America's transportation systems. Domestic Counterterrorism covers a wide variety of activities, ranging from National Security Agency monitoring of telephone conversations to local police monitoring of persons of interest. Protecting Critical Infrastructure and Key Assets identifies a clear set of national goals and objectives and outlines the guiding principles that will underpin our efforts to secure the infrastructures and assets vital to our national security, governance, public health and safety, economy, and public confidence. Defending against Catastrophic Threats reduces vulnerability of the United States to terrorism. Emergency Preparedness and Response will create one emergency response plan to be used at all levels of government and will ensure that first-responders, from the federal government level down to local levels, receive proper training and equipment.
Planning ties with one of the National Preparedness Goal’s mission area, that is prevention. The 9/11 events made DHS to aggressively change its focus to an “all hazards” approach. Prevention is a core component to accomplish this objective. However, for an effective prevention requires thorough planning. The private sector provides this type of service and DHS may hire a private sector entity to develop a prevention plan for them. In planning, all levels of government and private sector entities must coordinate with one another in developing and executing courses of action to prevent or reduce the impact of natural disasters or terrorist attack (Homeland Security, 2011). According to the National Preparedness Goal, planning is one of the mission are capabilities and preliminary targets of prevention (Homeland Security, 2011, p. 5). As we move into a new era were a more robust and urgent homeland security program is needed, it is important to talk about how officials are managing all of the risk. There are a multitude of threats; from terrorism, where tactics are all the more unconventional an unpredictable, to climate change, with extreme weather conditions causing severe droughts or other catastrophic storms. The risk accepted by federal officials must be weighed and prioritized in a manner that is conducive to the longevity of the nation but also eliminates political or other personal agenda. To ensure a standardized approach the Department of Homeland Security adopted a risk management. The following will look at defining what risk management is as well as an example of how it is being incorporated within the homeland security enterprise and how doing so is of benefit.
Local protective measure planning equips first responders with the knowledge needed to organize efficient response results in the event of an emergency. Structured open dialogue between local emergency jurisdictions enables responders to delegate the appropriate individuals and equipment resources to the impacted local areas requiring the most aid following a terror event. By establishing a streamlined communication framework, local emergency responders can collaborate their efforts and resources to promote collective well-being. When a local emergency plan specifies what responders and resources belong where and at what time, response overlap and shortages can be avoided. Furthermore, a structured local emergency operations plan for a hazardous materials incident involving a terrorist is imperative to public health and safety, as the blueprint outlines protective measures the public can follow to minimize their exposure to dangerous substances. The people of a community affected by a terror event can be warned and notified of the event’s associated dangerous materials, which threaten their well-being, through a variety of methods such as warning sirens or horns, emergency alert systems, automated

Since formation in 1979, FEMA’s core missions were to enhance the government’s ability to survive a foreign attack, and to assist state and local authorities in disaster response (Carafano, 2005). And while the two core missions seem heterogenous in scope at times from an outside perspective, the biggest difference between the two tasks is duration. A man-made disaster may be over in a matter of minutes as compared to a hurricane lasting several days, but in both instances the road to recovery is long. In order to streamline response and recovery in either scenario, FEMA was reorganized with new directives to support comprehensive emergency management practices (CRS, 2006). The Department of Homeland Securities 2014 Quadrennial Homeland Security Review (QHSR) identifies six prevailing strategic challenges for the United States for the next several years. Those challenges are; the threat of terrorism, cyber threats, transnational criminal organizations, natural hazards, nuclear terrorism, and biological concerns. These threats represent challenges not only for the local communities, but the nation as a whole. There are a number of ways for states, local communities, and tribal organizations to prioritize and assess the greatest risks applicable to them, and the means in which to implement mitigating measures to reduce the risk from identified threats and hazards.

Why does it matter how the country responds to emergencies when every part of our country, including cities and states, face emergency situations on a daily basis all over? It explores several articles that have been published to show the results on the effectiveness and response of the National Response Plan. The National Response Framework, previously called The National Response Plan, is a plan that the United States put in effect to organize the way the country and the community handles attacks, disasters, as well as all events looked at as an emergency. The Response Plan relays and describes all the information in order to avoid catastrophic damages and to protect and save lives. The plan focuses on how the country as a whole can work together to prepare for damaging events. Morover, the plan doesn 't always seem to be effective as it is expected to be. Issues arose at the time it is most needed, which causes necessary changes to take effect immediately. The ability of the Department of Homeland Security to effectively manage risk is vital to national security. Risk in general, is something that is permanent but because this is known, strategies can be used to mitigate situations as they present themselves. Government managers must manage risk in a complex environment taking into consideration the diverse missions and multiple objectives of public agencies (Hardy, 2014). The role of risk management within the homeland security enterprise was managed by best and worst case scenario planning. This is something that is inevitable as we are faced within a definite variety of threats. One way to grade or rank threats is through worst-case analysis. As this analysis can be used for worst-case scenarios the federal government cannot leave out lower ranking situations (Roberts, 2007). Since the Department of Homeland Security is charged with managing risk within the enterprise, a basic equation is used to help figure out different variables and how they would be affected.

As the occurrences of the hazards identified in this plan are unpredictable, the plan itself will continue to evolve and be evaluated. With this, the mitigation strategies and maintenance process will be labeled as ongoing. The mitigation strategies and maintenance of the plan provide direction for the future of mitigation activities within the state and the process will continue until changed for any valid reason.
