Child exploitation is a complex issue that does not have one simple solution; this crime is nothing new, but technology is allowing it to evolve. Child exploitation is moving from sending child pornography through the postal service and targeting only children an offender has close proximity to. Technology and the Internet have widened the opportunities for offenders and have allowed for potentially ay juvenile to become victimized. The recommendations will focus on targeting key issues presented in the Routine Activities Theory; limiting a motivated offender, making targets unsuitable, and creating capable guardians online.

Jacobson began to receive letters from these fictitious pen pals but stopped responding after only a couple of them. Government agencies also supplied Jacobson with various brochures advertising pornography of young males. After repeated efforts, Jacobson made the decision to make a purchase. He was arrested upon its delivery.

Unfortunately, sex crimes are not the exception in our country. Statistics indicate that one in every five girls and one in every seven boys are sexually abused by the time they reach adulthood (CSOM, 2006). “One in six adult women and one in 33 adult men experience an attempted or completed sexual assault. 1 in 6 female children and 1 in 20 boys are victims of sexual abuse” (NCVC, 2015). Sex offenses represent under 1% of all arrests, with adults accounting for about 80% of arrests and juveniles 20% (FBI, 2005). Males account for approximately 95% of arrests (FBI, 2005).

On January 5th, 2017, the Muskogee Police Department began an investigation into the possession and distribution of child pornography, by the suspect, Zackery Perry (“Perry”)(MPD Case #2017-557). Through the investigation and the analysis of electronic evidence that Perry possessed and was collected during a search warrant of his residence, a local juvenile victim was identified as Brooklyn Skelton (“Brooklyn”)(age 7).

He utilizes the Tor network to carry out his crime by making himself unknown and creating the ability to use .onions websites to search for child pornography. They should invest in stronger blockage in relation to searches and the use of torrents to exchange pictures, videos and other illegal things in relation to child porn. Offenders should receive harsher punishment to dissolve the crime, altogether. As a whole, society has to care more about the issue for anything to be done to fix it, as with any other issue. Advocacy from and testimonies of victims and survivors should be used as a gateway to stop these crimes and warm people of the predators who are committing these crimes, signs that someone is committing the crime and how to help

He states that sextortion is most often committed by organized groups who pay monthly incentives to “agents” to seduce victims into providing explicit material from victims. Investigations revel a sextortion offender can have thousands of digital folders containing documentation of their contact with minors, sometimes around the world.

Gray’s case is an example of how laws should be revised to criminalize more serious crimes. For instance, laws should criminalize behavior in the case of Hope Witsell. The 13-year-old sent a private picture to her boyfriend, but then sent by a girl from another school. Witsell committed suicide after constant bullying at school (Kaye, 2010). The criminalization of sending nudes and sexting should be written to protect the victims of a crime. Laws should aim to punish those who produce, distribute and sale “any visual depiction of sexually explicit conduct involving a minor” (Citizen, 2017).
