In this situation, I would first have a discussion with my team and try understanding the work culture of our new adoptive country. In some country, being on time at work is not a norm. Together we could find solutions such as starting the day earlier to have the local staff at the showing up the expected time ( Exemple; start at 7h30 so that at 8h30am everyone is there).
With the local staff, we could also revise the assigned duties tasks to ensure that they are at their country

Your teammates have been formed for one week. Every time there is a staff meeting, one of your team members does not say much. The country staff start to defer to the more outspoken group members.
I would first start by making sure this team member is ok and adapting well to the new country. Maybe he/she is struggling with the new situation and need help to adapt to the situation . Or maybe he/she is just a shy person and not an outspoken person. I would invite this team member to discuss more during the meeting even if I know it might be difficult for her/him.
I would ask her/him directly his/her opinions during meetings to make her/him participate to the discussion.
By doing this, perhaps this person will take confident in her, start sharing more his/her idea and take her/his place in the groupe more.

I have rarely worked in team or group environments most of my jobs I have worked mainly by myself or maybe with one other individual. One example that I can honestly say I worked in a team environment was while I was a correctional officer. While working in the department of corrections, I was a part of an elite group that worked with the more difficult inmates. Working in segregation we were broken down in teams on each pod. I worked with a young man that also became a very good friend. We spent 12 to 16 hours together on the pod making sure the inmates had what they needed and on occasions we to protect each other. During intradepartmental teamwork settings, I am very comfortable providing my opinion on matters. These situations are the perfect moment to speak your mind and often times that is what they are intended for. Also, I am comfortable taking up the responsibility of lead if the situation calls for it. A few of my strengths as a lead in these settings are I have the ability to remain on task, communicate information to my team effectively, and put forth ideas that help energize the team forward. Conversely, some of my weaknesses include balancing communication with overbearing actions, changing course after a decision has been made, and becoming too friendly to be effective.
