Terrorism and the Contract Security Market
Contract security has become a billion dollar business within the last decade. It is by far one of the most profitable businesses today. Also, after the events of September 11th we can only expect this field to continue to grow. With the economy and country the way it is today, we can expect to see contract security and proprietary security forces increase in both size and tasks that must be managed. But is the contract security field ready to step up and perform the new duties we need them to perform?
The truth is, the contract security field is plagued by many things that impede it's effectiveness:
Pay rates are too low to attract the quality employees.
Training is insufficient

Another important role in recruiting is the recruiter themselves. It is extremely important that the firm have an effective recruiter. They (recruiter) should learn the roles of the job and know what type of person the company wants to fill the job. A well trained recruiter can save the firm a fortune in turnover and training costs. Poor recruiting skills turn potential applicants away (Brobst 1999). Also, contract security firms may find it in their best interest to outsource the recruiting. Though outsourcing may be another initial cost for the security company; a professional recruiter is an expert in his/her field and will save the contract company thousands of dollars in mistakes and poor hiring decisions. Outsourcing a recruiter is an option worth considering.
Training
Training is the next most important aspect of a contract security firm. It infuses knowledge and skills into the officer so that he/she may perform his/her duty (Hertig 2003) .A good training program is key to developing a professional, responsible security staff. Today, security companies in America are trying to increase training and effectiveness in response to Sept. 11th and the new tasks which are required of them. Training is not cheap by any means. Also, companies lose massive amounts of money by training poorly, then suffering from turnover or lawsuits
The effectiveness of private security industry and personnel in serving the public efficiently is an issue that requires proper training of these officers. Training is one of the most frequently used approaches to changing people’s mindsets. A company might offer training programs to large blocks of employees on subjects such as teamwork, diversity, emotional intelligence, quality circles, communication skills, or participative management. Training employees is also important because it helps them understand the purpose and importance of a new strategy, overcome resistance, and develop the necessary skills and behaviors to implement the strategy.
It is important that training is provided in areas of management, business products, and business processes among others. The training is essential in ensuring that I have knowledge about the skills and competencies that my employees should possess. This will guide me during the recruitment process to hire employees that have the required skills to enhance the quality of services provided. I will also be able to acquire knowledge on how to motivate and retain the employees and the leadership skills to use. In addition, the training is necessary since it provides knowledge in business methods that and requirements. Furthermore, training is necessary so as to get information on the possible problems that are likely to affect my business. This will help in putting in strategies to mitigate the risks. It is also essential to have training programs so that I can acquire financial management knowledge on working capital management so as to increase profits. In the decade since the 9/11 terrorist attacks, over 30 major plots in the United States led to terrorism court convictions. Although terrorism risk is still relatively new to the insurance industry, demand for terrorism insurance is high with a take-up rate of over 60 percent nationwide (RMS). However, insuring terrorism exposures remains extremely challenging due to a lack of historical loss data, the spatially concentrated nature of terrorism, the inability to predict human behavior and a lack of access to classified government information.

Another final point is the fact that security professionals need to receive proper training. This is a huge need for any security professional not only today, but for the future to come. Following the tragic attacks of 9/11, the United States invested heavily in institutional entities designed to combat terrorism (Lum, Kennedy & Sherley, 2006:4). Across the pond in Europe, the attack led to an increased sense of vulnerability and the region is still perceived as a key target for both foreign and domestic terrorists (Shaffer, 2016:383). Recent attacks such as those in Stockholm, Nice and Westminster unquestionably bring about a perceived increase in the gravity of the terror threat. Whilst the increase of such attacks is undeniable, the statistical likelihood of becoming a casualty of a terrorist attack is much smaller than that of drowning in your own bathtub (Mueller, 2005:28).
Terrorism is a big issue that the United States faces today. If we back up into time 15 years ago when we were attack by Al Qaeda in New York City we were not prepare for any type of terrorist attack. Now 15 years later our security of preventing attacks have approved in airports majorly. Now we can’t just buy plane tickets and get on a plane and go, now we have stages of security to go through even before we get on the plane. We are now spending billions of tax paying dollars on keeping up with security in airports and in our military. America is the land that everyone has a chance to make a living but what happens when terror is spread across the country. Counterterrorism and its personnel cannot afford to plateau in their effectiveness. There cannot be a day when practices are “good enough” because there are people who will take advantage of leniency and exploit weakness. Not including cyber-attacks, there have been 251 terrorist attacks in North America from 2016 to 2016 (Cordesman 2017), and the United States can attest to the fact that some of those have been successful on its soil. Terrorists’ more successful and visual attacks in recent years have employed Improvised Explosive Devices (IEDs) and mass casualties with the use of firearms. Innocent people are targeted and killed, mass fear is instilled and terrorist’s organizations get both credit for heinous acts as well as an expanded recruitment pool. The decent people in the US and other countries terrorists aim to impact slowly change from the fear caused by the completed attacks, then the counterterrorism community learns from this.
