The incident I am going to be talking about in this paper is the 9/11 incident and the communication challenges law enforcement agencies dealt with. We all know what happen on September 11, when a terrorist group al-Qaeda hijacked planes and crashed them into the world trade center. When the buildings were collapsing helicopters was flying around and giving warnings to the police and fire department on one of the building they were in was about to collapse. Most of the police officers in the North Tower heard those warnings and were able to evacuate (Sasso, 2015). But that information never reached firefighters, for a simple reason: Radio systems for the Fire Department, the Police Department, and the Port Authority Police were all incompatible with each other (Sasso, 2015). The reason why firefighters and the police department could hear or talk to each other was the technical problems with the radios did not go a long range. “As soon as they went five or ten floors up in the buildings, they couldn’t talk to each other,” recalls Chuck Dowd, who was the head of New York’s 911call center (Sasso, 2015). The communication was so bad that one of the firefighters had to call 911 instead of using his radio to call them to help another firefighter that was hurt due to know one can hear on the radio.
Another communication problem that happened during the attack on the world trade center was with no communication access it was hard to evacuate people from the buildings fast before they collapse. Emergency 911 operators had a "lack of awareness" about what was happening at the twin towers, and were overwhelmed by the sheer volume of calls, Casperson said (Roberts, 2004). Another problem was they did not have any knowledge on rescuing people in a fire and people were not on the same page when it came with instructions on what to do with the civilians left in the tower. It took 10 hours to evacuate the towers; the stairs went black so the firefighters could not get to the civilians. Another communication problem was the public address system and intercoms in the towers had failed when the attack happened. Some believe that the fuel fires, with temperatures below the melting point of construction steel (2750 °F), were capable of brutally damaging the steel framework of the Twin Towers, and then causing them to downfall. Forman Williams states, “Jet fuel burned for maybe 10 minutes, and the Twin Towers were still standing after 10 minutes. However, the rest of the stuff that burned afterwards was responsible for the sustained heat that eventually brought the Towers down” (Mvargic). Essentially, Williams is saying that the Twin Towers didn’t burn down right away, but the heat from the planes brought them down. Others claim that cellphones work at altitude and there is plenty of evidence that they do. A passenger on Delta Flight 1989 at the time says, “The pilot had radioed that there was suspicious activity in the cabin since one of the passengers was speaking urgently on his cellphone and ignored repeated flight attendant requests to stop using his cell phone while in flight” (Traveling on Delta Flight 1989 on 9/11). This quote explains how if the passenger was able to make or receive lengthy and/or repeated calls at traveling altitude, the passengers on the 9/11 airplanes should have been able to do so as well. One of the largest and most well known acts of terrorism was the attack on the twin towers on September 11, 2001. During the attack close to 3,000 people were killed (September 11) and the nation of America was left in complete and utter fear. The laws and regulations passed as a result of the terrorist attacks of September 11, 2001 have been helpful to American society because of new safety precautions, assurance that nothing of that magnitude would ever occur again, and an overall increase of safety for American citizens.
9/11 was a very traumatic event in the United States. On 9/11, a series of terrorist attacks took place. There were a total of four hijacked planes that was involved with this historical event. Two planes went right for the World Trade Center or the “Twin Towers.” A hijacker flew the third plane into the Pentagon in Arlington, Virginia. The fourth plane crashed into a field in rural Pennsylvania. Thousands of lives were ended that day. On the night of September 11, 2001 at 8:30 PM, the whole nation came together to listen to President George W. Bush’s speech. His use of ethos and pathos is good for explaining the issue and being able to talk about what has happened. His use of logos, or logic, is successful because he gives reasoning for what he did when the attacks first happened and how he handled everything.

September 11, 2001 is commonly thought of as the next major disaster in the United States. So I prefer to choose this real incident. The event that shook the world like a thunderstorm, thousands of people died in the terrorist attacks they did not resemble the catastrophic disasters previously discussed. Unlike all of the natural disasters previously detailed, the attacks in New York City and Washington, DC did not completely overwhelm the emergency response capabilities of entire regions. The attacks caused brief mass confusion and overwhelmed individual emergency response agencies but did not paralyze the entire emergency response network. The primary first responders were the Fire Department of New York (FDNY), the New York Police Department (NYPD) and the Port Authority Police Department (PAPD. While federal officials participated in rescue operations and helped provide security after the attacks, the immediate rescue efforts were orchestrated by local responders. The local response networks were overwhelmed and resources were strained, but there was no system-wide breakdown in organization or authority. When the airplanes flew into the Twin Towers on 9/11 in New York, there was chaos and confusion throughout New York and the entire country. The events following the Boston Marathon Bombing were full of confusion and stress. However, in both events, first responders were there to aid in whatever way they were able. First responders, like those that responded to 9/11 and the Boston Marathon Bombing, rely heavily on proper communication to do their job properly. While communication has advanced in the past years, there are always more ways for communication amongst first responders to be advanced. The day 9/11, was ranked the most audacious attack in American history, because of the tragic bombing that occurred, the hijackers rammed jetliners into the world trade center in new york, and the pentagon in virginia, this left a storm of ashes,smoke and fallen victims. I believe that the american response to this attack is not good because of the steps they took to handle the situation,like attacking states that may harbor these people, or by doing unreasonable search on people that may be clean on all the searches, and to just pick a random person to get cuffed for no reason is a bit harsh.
At 5:45 am hijackers pass security at Boston's Logan International Airport, where they connect to Los Angeles-bound American Airlines Flight 11. At 7:59 am Flight 11 takes off. At 8:46 the hijackers crash Flight 11 into World Trade Center’s North Tower floors 93 to 99. At 9:03 am another plane Flight 175 crashes into the World Trade Center’s South Tower floors 77 to 85. At 9:10 The NYPD calls for more officers. The FDNY dispatches 235 firefighters, 20 engines and eight ladder companies. Other companies and off-duty personnel respond to the attacks. Later that day many other buildings evacuated. Hijackers crash Flight 77 into pentagons western facade. At once there was a nationwide ground stop. Moments later there was evacuation of the white house and the U.S. Capitol. A few minutes later the South Tower collapsed. Another plane crash. Flight 93 in a field in Somerset County. But all I seem to remember is at 9:10 am when my mom never came
September 11th terrorist attack the U.S., and we were forced to watch as they used airplanes to crash into the World Trade Centers in New York City. First responders and other rescue organizations were thrust into immediate action, and were very confused because they did not know how bad the situation was with the communications and disorganization of some of our government agencies. The horror of watching the WTC crashing down was shocking. We suffered a massive loss of life, so within this paper we will try to understand all the things that interfered with public safety’s responding to the crisis that day. This report will examine the types of programs that were carried out to help these organizations with communication and cooperation issues that could create a problem within these agencies across the board internally and externally, and discuss the different types of programs that were carried out after 9/11 to help LEOs and other organizations. These issues need to be discussed because without cooperation the leaders of these organizations are thrust into the limelight and deem as self-serving. Therefore, it is beneficial for everyone to find ways to deter terrorism, but that cannot happen if they do not cooperate. The FBI and the CIA are the main agencies that need to fix this issue, and make organizational changes, and it would behoove us to move past 9/11, and examine all the things that went wrong and fix them for the greater good of society.
The helicopters brought in to survey the area appeared to be lacking in their ability to transfer information to the ground. Emergency Management Systems personnel were stationed very near towers but also seemed ill prepared for this type of catastrophe. Had they all been connected and communicating many lives could have been saved (Jim Dwyer, 2007).

On every level of government— federal, state, and local— substandard communication methods contributed to the deaths of nearly 3000 people, as well as the growing number of people dying from illnesses that resulted from participating in the cleanup at Ground Zero. September 11, 2001, millions of New Yorkers and American citizens woke up and started their day, unprepared and unaware for the catastrophic attack that would be taking place in just a few short hours. At 8:46 a.m., Eastern Standard Time, Flight 11 crashed into the North Tower. The impact killed all of the passengers and crew as well as hundreds inside the building. Having heard about the acts of terrorism that had just taken place in New York and Washington, D.C., a group of passengers drove their plane, Flight 93, into a Pennsylvania field killing everyone on board but possibly saving hundreds of other lives in the process. The North Tower collapsed at 10:28 a.m. 102 minutes after being struck (History.com Staff). On September 11, 2001, almost twelve hundred people were wounded or killed by “coordinated suicide attempts” by Al Qaeda terrorists. In result to the four airplanes being hijacked and used for premediated reasons, the United States government instituted new regulations for entering the country and airport security as well as expounded on systems already in place.
