The TMA03 literature review drew on six peer reviewed articles relating to: ‘the impact of multiple breakdowns in long term fostering or permanency (Adoption) placements in the UK for looked after children and young people. Little (2010) study had attempted to explain the impact on the children due to placement breakdowns and the reasons behind the breakdowns.
The strengths identified was taken from Little (2010) study, according to Little (2010) children have enjoyed the changes from non-government organisations and the central government, from the other article findings it highlighted concerns. For instance, Selwyn (2010) questioned whether the delay in decision making was effecting children’s relationships with significant adults.

There are ethical issues relating to children being participants in the looked after setting. Therefore, the TMA03 study carried out debates about multi breakdowns in the care system and explored the extent to which children should be regarded as valued sources in social research instead of children being positioned as vulnerable, incompetent and relatively powerless in society and this relates to how this conceptualisation of children can be used in social research, in order for them to have reliable or consistent involvement in their decision-making.
Identifying research questions The research question will be ‘how to Involve LAC children in assessment and decision-making?’ This small-scale research question will focus on how LAC children would like to be involved in decisions pertaining to them and their current views of professionals.
The proposed question can be answered and have valuable insight for future research; if the most important groups of children who have or are a part of the care system contribute to the data. The decided approach will be produced in the methodology proposal and explore a method including reliable data that can be transformed into useable statistics.

There are many social, economical and cultural factors that impact on the lives of children and young people. In my role as a Young Carer’s Support Worker, I work with a number of families living with the consequences of these factors. Every Child Matters (ECM) aims to improve the outcomes and life chances of every child and young person, therefore, it is important we understand and do all we can to help them achieve the 5 outcomes of the ECM, stay safe, be healthy, enjoy and achieve, make a positive contribution, and, achieve economic well-being.
When looking at children and young people’s development it is important to recognise and respond to concerns to ensure that the child or young person receives the help and assistance needed.
Children Act 2006 – Is an Act that defines the new duties imposed on the Local Authorities in respect to improving the Every Child Matters outcomes for pre-school children. The Act also defines new rules in relation to childcare for working parents as well as parental information services. It is aimed at improving the well-being of young children. It emphasises the importance of safeguarding children and young people within an educational setting. If a child discloses neglect or abuse; an establishment should have instructions to help the child. This could be referral to an outside organisation or internally.

A child centred model promotes the rights of the child and allows them to communicate and say what they want for themselves. This chart provides a model, which highlights typical decision points on a child's journey through the current foster care system. Although the format is based on federal and common state law and practice, nevertheless it is only a model. Laws vary across states, as does the capacity and practices of child welfare agencies and courts to manage their caseloads.
Understanding foster care placement is essential to completely evaluate both its rewards and drawbacks. In doing so, one must take a detailed look at the effects of childcare by non-parental guardians. Foster care must be discussed and observed, children living with the biological parent sometimes live in an atmosphere that does not promote the child social and emotional growth. When the configuration of the household changes the child pays the biggest price. Occasionally families are separated due to differences in lifestyles within the family or behavioral problems that may lead to developmental delays. To gain advancement in areas that includes social, emotional, and developmental growth the child is often removed from the home and placed in foster care. Placement in the foster care system affects a child in various areas.
Discuss why children are Looked After by the Local Authority and how their early experiences impact on their well-being. Consider how those working with them can ensure that their health and educational needs are met. Within UK law children in care are defined as ‘looked after children’, this is a child that has been in the care of the local authority for more than 24 hours (NSPCC, 0000). The Department of education (2016) released figures stating that there was 70, 440 looked after children at the end of March 2016.
Furthermore, foster care contributes greatly to the outcome of child development, while the parental role and placement history are significant throughout this process. In Rubin’s study, he looked at how placement stability affects the behavioural well-being of children in foster care. Rubin (2007) mentions, “the Adoption and Safe Families Act of 1997 marked a turning point in child welfare policy, making permanency and adoption as important a priority for children in foster care as the traditional mission of ensuring safety and security for these children”. Although the Adoption and Safe Families Act was in place, a majority of children in placements did not result in permanency. With this act in place, it still did not fix everything as Rubin mentions,

The quality of childcare provision that a child experiences can have a direct impact on the development of dispositions, skills, knowledge and how they come to view themselves within the setting and the broader community. O’Dell and Leverett (2012, p.2) writes about this and acknowledges that Getting it right for every child (Scottish Executive,2008) and the Framework for the Assessment of children in need and their families (DH, 2000) take into consideration this perspective. With these polices in mind, it appears that the importance of the social ecological framework have been addressed yet not all practitioners and professionals actively embrace this perspective. In practice, the framework can be used as a constant reminder of a fact that in the social work system is not always practiced; the child is at the centre. The importance of the child or young person is paramount. A child or young person’s wellbeing is not demeaned to suit the system, but the system is there to suit the individual, unconditional of their situation.
